Public institutions should replace their luminaires with LED lighting by 2020 to save energy. Because the LED lighting installation rate in schools has not yet reached the legal goal, the ESCO program feasibility was investigated. The amount of electricity used, electric rates, times of use in classrooms and fluorescent lighting maintenance costs etc., as well as the elements of lighting maintenance were analyzed. In the case of schools, the lamp usage time was so short that the ESCO projects with only energy savings were impossible. In order to execute the ESCO projects, the maintenance cost savings by replacing an existing luminaire should be considered and the introduction of the relatively cheaper tube type LED lamp than the flat type LED luminaire was required.

The fluorescent luminaires in classrooms have been replaced with LED ones in accordance with the “Regulations to promote the rationalization of energy use in public institutions”. In schools, the existing fluorescent luminaires work well with new lamps and ballasts made by different manufactures and they fail to work, the only faulty parts are needed to be replaced. However, a faulty LED luminaire have to be replaced with a whole new one. Thus, users hope that the maintenance of LED luminaires is as economical and easy as that of fluorescent luminaires. In this study the usages of existing fluorescent luminaires were investigated and the economic efficiency of the LED luminaires was analyzed with LCC method using the surveyed data. The economic effect of replacing the existing flourescent luminaires with LED ones depends on not only the duration of luminaire usage but also the possibility of parts replacement. Thus, replacement of only faulty parts is required to secure better economic efficiency for the maintenance of the LED luminaire.

Our study investigated the available chlorine content, contact time and difference among strains of each pathogen for sodium hypochlorite (NaOCl) to control chemically against soil-borne fungal pathogens, such as Phytophthora rot by Phytophthora cactorum, violet root rot by Helicobasidium mompa, and white root rot by Rosellinia necatrix, causing die-back symptom on apple trees. As a result, the colony growth of Phytophthora cactorum was inhibited completely by soaking over 5 s in 31.25 ml/l available chlorine content of NaOCl. Those of H. mompa and R. necatrix were inhibited entirely by soaking over 160 s in 62.5 and 125 ml/l available chlorine content in NaOCl, respectively. Also, inhibition effect on available chlorine in NaOCl among strains of each soil-borne pathogen showed no significant difference and was similar to or better than that of fungicides.
