Problems and Practices in Maritime Delimitation in East Asia: With Special Reference to Taiwan

The countries in East Asia continue to have problems in maritime boundarydelimitation. The collision on September 7, 2010 between a Chinese fishing vessel(Minjinyu) and a Japanese patrol boat in the waters near Diaoyu/Senkaku Islands isinteresting to observe as a step in dispute settlement process. The differences betweenthe PRC and Japan on maritime boundary delimitation for the East China Sea andthe legal status of Diaoyu/Senkaku Islands are demonstrated by this incident. To seethings in their context, it is necessary to observe the practices of East Asiancountries in handling their maritime boundary delimitations, especially thoseinvolving islands with disputed legal status. The rules of international law relatingto the pacific settlement of dispute and maritime delimitation dispute resolution,which involve a preliminary sovereignty dispute over islands, are also relevant as amuch broader background. The author will examine why certain maritimedelimitation cases are particularly hard to handle. The lessons drawn from this paperis inspiring for Taiwan, a long-time marginalized player in East Asian regionalaffairs. The author will examine the difficulties and opportunities for Taiwan inmaritime boundary delimitation and offer a suggestion on how to accomplish suchtask with neighboring countries.
The development of Taiwan Fracture Liaison Service network

Osteoporosis and its associated fragility fractures are becoming a severe burden in the healthcare system globally. In the Asian-Pacific (AP) region, the rapidly increasing in aging population is the main reason accounting for the burden. Moreover, the paucity of quality care for osteoporosis continues to be an ongoing challenge. The Fracture Liaison Service (FLS) is a program promoted by International Osteoporosis Foundation (IOF) with a goal to improve quality of postfracture care and prevention of secondary fractures. In this review article, we would like to introduce the Taiwan FLS network. The first 2 programs were initiated in 2014 at the National Taiwan University Hospital and its affiliated Bei-Hu branch. Since then, the Taiwan FLS program has continued to grow exponentially. Through FLS workshops promoted by the Taiwanese Osteoporosis Association (TOA), program mentors have been able to share their valuable knowledge and clinical experience in order to promote establishments of additional programs. With 22 FLS sites including 11 successfully accredited on the best practice map, Taiwan remains as one of the highest FLS coverage countries in the AP region, and was also granted the IOF Best Secondary Fracture Prevention Promotion award in 2017. Despite challenges faced by the TOA, we strive to promote more FLS sites in Taiwan with a main goal of ameliorating further health burden in managing osteoporotic patients.
Intelligent Obstacle Avoidance Control Strategy for Wheeled Mobile Robot

This paper presents intelligent strategies for a wheeled mobile robot to avoid obstacle and move to target location. The obstacle detection for the wheeled mobile robot is carried out by ultrasonic sensors. There are two models in this study, short-distance obstacle avoidance model and target-driven obstacle avoidance model. In short-distance obstacle avoidance model, the wheeled mobile robot utilizes signals of the ultrasonic sensors to avoid obstacle. Intarget-driven obstacle avoidance model, fuzzy theory with sensor signals is used to control the speed of the wheeledmobile robot and make it move to target location. In this study, software simulations are made on the MATLABplatform. Both obstacle avoidance models are successfully performed.
