Formal Business Plans as Myth and Ceremony: Education and Practical Implications

Business plan competitions and related education are common activities to regions that are, or desire to be, important innovative and start-up regions. The literature is contradictory regarding the value of formal business plans (FBPs) toward venture planning, capital acquisition, and education. This study analyzes the relevant literature and sample of 35 FBPs to assess these contradictions. We propose the theoretical constructs of “myth and ceremony” to explain the loose coupling of FBPs to real business environments, an observation consistent with theory that suggests organizations perpetuate the myths of their institutional environment to maintain their legitimacy. We offer Action Business Planning as an alternative to more accurately address the realities of venture creation and survival, and for education.

Oxidation behavior of AlN/CrN multilayered hard coatings

We report on the oxidation behavior of AlN/CrN multilayers at 900 °C, deposited by radio frequency magnetron sputtering. It is shown that oxidation in this system is controlled by diffusion of Cr towards the surface and formation of Cr2O3. Cr diffusion is found to mainly occur along grain boundaries. Thus, coherent cubic AlN/CrN multilayer regions with coarse columnar grain structures are found to be oxidation resistant, whereas regions decomposed into hexagonal AlN/cubic CrN are prone to oxidation.

A synchronization and phase control method for pneumatic vibroexciters that operate under a self-exciting vibration mode was proposed using a channel with an aerodynamic link. A mathematical model for nonlinear equations that numerically described the dynamics of two vibroexciters was built. Results showed that the qualitative model described the dynamics of a mechanical system. Vibrations of equal phases were obtained in both vibroexciters. A consistent pattern of transformation into a self-exciting vibration regime was determined. The synchronization conditions of the vibroexciters were presented. The effects of the geometric parameters of the synchronization channel on the vibrations of the working body of a vibroexciter were determined. Lastly, the range of the vibration transformation of the vibroexciters toward a synchronous equal frequency was investigated.

The synchronization of pneumatic vibroexciters operating under an autovibration regime with feeding pulsatile pressure has been investigated using aerodynamic channels. A mathematical model of nonlinear equations that describes the dynamics of two vibroexciters has been created and solved numerically. Results contend that the mathematical model helps in solving the dynamics of a mechanical system. The characteristics of both vibroexciters have been obtained; the regularities of time prior to the autovibration regime have been determined; the conditions of synchronizing vibroexciters have been shown; the effect of the parameters of feeding pulsatile pressure on the vibration shapes of the vibroexciter working body has been determined.

Chemotherapy has significantly improved the prognosis of cancer patients with various malignancies. However, female patients, especially those whoich are premenopausal, suffer from significant chemotherapy induced ovarian function impairment, which decreases their quality of life. Many new techniques for ovarian preservation have been established in recent years. Although the use of gonadotrophin releasing hormone analogues (GnRHa) for this purpose is not a new concept, its effectiveness in protection of ovarian function is still debatable. This article deals with studies and metaanalyses which have been undertaken in the past, demonstrating the impact of GnRHa in ovarian function preservation, and whether their use can be implemented in routine practice.

In Lithuania, all spent nuclear fuel (SNF) resulted from the operation of the Ignalina Nuclear Power Plant(INPP), which had two Russian Acronym for “Channelized Large Power Reactor”-type reactors. After thefinal shutdown, the total amount of SNF at the INPP was approximately 22,000 fuel assemblies. All theseassemblies will be stored for about 50 years and disposed of after that. The decision to shut down anddecommission both reactors in Lithuania before termination of design period raises a significant challengefor the treatment of accumulated SNF. Therefore, various techniques and technologies for SNFmanagement were developed and justified for that specific case, and a set of special equipment wasinstalled at the INPP, the effectiveness of which was demonstrated during its operation. This articlepresents unique techniques related to the management of SNF adopted and commissioned at the INPPafter its operation shutdown, namely fuel rod cladding leak tightness control system and specialequipment for collection of possible spillage during handling of SNF assembly in the hot cell. Theoperational experience and measurement results of fuel rod cladding leak tightness control system arepresented.
Smartphone based approximate localization using user highlighted texts from images

<P><B>Abstract</B></P> <P>In many application scenarios, an approximate location can suffice instead of achieving high accuracy of GPS, or other network infrastructure enabled localization. This can lead to design of localization systems low in resource consumption, and faster in obtaining a result. In this work, we design and implement a lightweight localization system, called WhereAmI, that can perform coarse localization with low resource requirement. The key intuition behind this work is that a collection of nearby textual signs in an image representing a user’s surrounding forms a bag-of-words that provides a unique signature for her location. Due to the low performance of Optical Character Recognition (OCR) engine in outdoor settings, we develop a keyword-based positioning algorithm that can work even with partial errors in the detected texts representing business names. The partial errors in recognized business names are handled by using an n-gram-based text correction approach. We use a cloud based web service for offloading parts of the application workloads intelligently to save resources, like energy and network cost. The Android based prototype of WhereAmI is tested in uncontrolled environments. The experimental results show that WhereAmI can achieve 95% accuracy while consuming 20% less power than that of GPS. The proposed keyword-based positioning algorithm takes about 59 ms on average for returning the location.</P>
