        재난관리 국제표준 개발에 대한 인증의 효율적인 대응 방안에 관한 연구 : ISO 22301과 경감법의 우수기업인증제도를 중심으로

        BCM(BCP)1) 관련 재난관리 국제표준(ISO22301)이 5월 제정되어 금년 말에 국가표준(KS A ISO22301)으로 제정될 예정이다. 따라서 해외 각국 및 국내에 진출한 국외 인증기업들의 인증사업이 활성화 되고 기업간 통상 시 표준준수 요구 등의 무역장벽이 예상되어 이에 대한 우리 기업들의 대응 방안을 모색 하고자 한다. 또한 경감법에서의 우수기업인증제도의 활성화 방안을 도출하고자 한다. As ISO22301 (Societal security-Business continuity management systems-Requirements) related to BCM (BCP) was established in May 2012, KS A ISO22301 (National Standards) will be enacted at the end of the year. Foreign certification agencies at home and abroad are expanding their business, accordingly. And it is expected that there will be a trade barrier such as a demand for compliance with the Standards in the trade between companies. Hence I am trying to find the countermeasures of domestic companies and ways to invigorate Top Company Certification System in the reduction law (The Legislative bill on the support of voluntary activities of enterprises for disaster reduction)

        A Disaster Situation Management Study using MORT-TAC

        Purpose: The purpose of this study is to present a plan to manage disaster situations using MORT-TAC, a factor to consider the situation evaluation of disaster sites. Despite the importance of disaster response due to the sharing of initial disaster information in disaster response, small disasters often develop into national disasters due to the lack of important information in the event of a disaster. Method: In order to conduct research using MORT-TAC, a factor in evaluating disaster situations, various organizations can use MORT-TAC to distribute initial disaster information through literature research and telephone interviews due to COVID-19. In addition, a study was conducted to incorporate the researcher s military expertise for 30 years of military service into the disaster field. Results: As a result of the district, MORT-TAC was suggested to distribute initial information on disaster sites between city and county emergency control teams, integrated support headquarters, regional and central emer-gency control teams, and education and training programs to improve disaster-related officials expertise. Conclusion: Disaster response and disaster situation management must be performed by professional officials. Disaster officials of all disaster response emergency organizations must have the expertise to manage disaster situations using MORT-TAC, and to this end, education and training programs must be reflected in the annual education plan. In addition, in-depth research on MORT-TAC should be continuously studied in the future.

        Comparative Study of Administrative Business Continuity Plan(BCP) for DISASTER Management of Metropolitan Areas in Korea and Japan

        Purpose: In the event of a disaster, the work of local governments should continue not only to respond to disasters but also to normal work. Therefore, what should be prioritized during normal administrative work, the scale of manpower and resources, priority work in the event of a disaster, and how to effectively use manpower and facilities are important planning elements to be conceived by local governments. This study examines strategies for local governments to continue administrative work in the event of a disaster in a large city. Method: The Administrative Business Continuity Plan(BCP) considers what the administration should do and what to do with the premise of administrative damage and restrictions due to disasters such as manpower and facilities. It is necessary to review the actual activities and conditions for all employees taking into account the information, facilities, facilities, and related organizations necessary to perform a given task in the event of a disaster. This study presented the perspective of BCP as administrative damage, core tasks according to priorities, and specificity of task performance. In addition, it analyzes the administrative BCP in case of an earthquake, taking the case of Tokyo and Osaka, the major cities of Japan. Results: To summarize the characteristics of the administrative BCPs of Tokyo and Osaka Prefecture, they considered what they should do and what they can do while preparing a countermeasure for the upcoming disaster. It is also significant that it was not only aimed at putting such concerns into a plan but also considered a plan that can be put into practice in everyday life. It was made clear that disaster response was not the responsibility of some ministries by collectively sharing the work to be done by departments in the government office Conclusion: First, it is necessary to devise a plan that does not disrupt business performance in consideration of administrative damage. Second, after selecting the core tasks according to the priorities, it is necessary to consider a plan that can be practiced in normal times by cultivating disaster prevention awareness through training or training. Third, agreements should be made in advance not only with all departments in the government building, but also with other local governments in some cases, minimizing the confusion caused by the inflow of external resources in the event of a disaster, and receiving effective support.

        Improvement Plan of Framework Act on the Management of DISASTERS and Safety for Effective Evacuation Strategies in South Korea

        Purpose: Framework act on the management of disasters and safety is the highest law covering disasters and safety in South Korea. Disaster management infrastructure has been expanded through the enactment and revision of the Framework act on the management of disasters and safety. However, there is still a high awareness that disaster management should be led by the administration. In the modern society, where self-help is emphasized above all else in the event of a disaster, it is difficult to expect effective disaster response through administrative initiative alone. This study intends to review measures to improve Framework act on the management of disasters and safety through evacuation that enables the primary victims, the residents, to respond to disasters most effectively. Method: The items such as enhancement of disaster site response capacity and emphasis on the role of local governments in disaster and safety management , which were newly revised in 2015, were reviewed. The problems of the current Disaster Safety Act were reviewed from three perspectives: Incomplete disaster prevention administration in case of a disaster , Various aspects of local residents for evacuation , and Insufficient structure of public-private cooperative system for evacuation . Results: First, it is necessary to recognize the incompleteness of disaster prevention administration during a disaster. Rather than increasing dependence on the administration, improvement should be made with the direction of how the residents can increase their independence and self-reliance. Second, the evacuation order should be improved to be ‘situational information’ that informs residents that they are in a situation that makes them think of evacuation, rather than ‘action directive type’. Third, the Framework act on the management of disasters and safety should stipulate in detail the establishment and reinforcement of public-private cooperation networks that utilize the capabilities of residents. Conclusion: For effective evacuation in the event of a large-scale disaster, the response capacity between various actors in the local community must be quickly aggregated. In addition, through improvement of the Disaster Safety Act in the future, the evacuation plan should start with reestablishing the relationship between the administration and residents. Residents should be aware of their own role for evacuation, and the administration should have a system that can support it as much as possible.

        A Study on the Operation KEY of Field Action Manual(FAM) that works in Disaster Sites

        Purpose: The purpose of the research in this paper is to derive the operating key of the manual that must be included in the preparation of the manual in order to prepare the field action manual that works at the disaster site. We want to contribute to preparing a manual of on-site action that can operate at disaster sites through critical reflection on the fact that many human casualties were caused by the failure of the prepared manual in each national disaster. The study will contribute to preparing manuals for disaster sites. Methods: Research on the field action manual is insufficient. In particular, there has been no research on the key to the field action manual to operate at the disaster site. Nevertheless, the need for this research is due to the urgent need to make manuals that do not work at disaster sites into manuals that can be operated. To this end, in addition to theoretical research, we would like to study based on the insights gained from our experience in the disaster scene and military experience as a professional career soldier. Results: Disaster relief agencies and various related agencies, including disaster relief agencies, will respond to disasters, and in order for them to properly respond to disasters, they must prepare manuals that can operate at disaster sites. In order for the manual to function properly at the disaster site, it must have a key to operate the manual. According to the research, the key to making the manual work at the disaster site is mission and golden time, decision making requirements, a resolution table, and various field information that affects decision making. Conclusion: The reason why the manual did not work at the disaster site was that there was no key for the manual to work. It is expected that the manual will be operated on the spot if the key for operation of the manual derived from this study is prepared by including the on-site action manual during peacetime, and regular training is conducted with the decision maker taking the initiative. It will also give insight to officials preparing and train-ing manuals. We look forward to expanding further research on the working keys of the manual.

        DISASTER: A Study on the Manual of a Multiple-Use Facilities to Work in the Crisis Situation

        Purpose: Multi-use facilities frequently used by unspecified people can cause a lot of casualties if a crisis occurs, so prepare and train manuals for crisis situations from peacetime. Based on three years of multi-use facility crisis preparation and training consulting experience commissioned by the Ministry of Public Administration and Securi-ty, this study aims to provide development plans and policy suggestions on how to prepare and train multi-use facility manuals to operate in crisis situations. Method: To achieve the purpose of the research, the conceptual research on multi-use facility manuals and government policies were first analyzed through literature surveys, case studies on major accidents in multi-use facilities were derived through various papers and research reports, and the actual situation was analyzed based on the consulting experience of multi-use facility. Through this, it was studied by presenting development projects and policy suggestions to prepare multi-use facility manuals that can operate in crisis situations. Results: Multi-use facilities will need to analyze vulnerabilities and identify crisis types in preparation for crisis situations, organize and dress up crisis response organizations, secure and operate communication networks to control crisis situations, and re-establish training. It should also reflect guidelines on securing a command and communication network in the Ministry of Public Administration and Security s standard manual, preparing for crises linked to multi-use facilities, and long-term development plans(including securing budgets) to compensate for vulnerabilities against crises. Conclusion: The Ministry of Public Administration and Security is preparing a manual to prepare for a crisis, even though many multi-use facilities at the site need to apply it according to the facility characteristics to prepare for the crisis. Development tasks and policy suggestions presented in this study should be utilized to prepare for crisis situations by preparing manuals for crisis situations at ordinary times.

        Rational Hydrogen Society Review: From the Perspective of the National Infrastructure PROTECTION Plan(NIPP) in Korea

        Purpose: In line with the global transition to a hydrogen society, Korea is accelerating the vitalization of the hydrogen economy through relevant plans and strategies. In order to revitalize the hydrogen economy, it is necessary to add hydrogen-related matters to the National Infrastructure Protection Plan(NIPP) and to promote continuous stability for the national-level hydrogen infrastructure. This study aims to present direction from a long-term perspective for the addition of NIPP to hydrogen infrastructure. Method: This study reviews and recognizes the importance of efficient construction strategies for hydrogen society. As an example, we analyze the case of Japan, which established a basic plan for hydrogen society before Korea. The factors for realizing the plan were analyzed by categorizing the contents into flexibility, adaptability, and reliability. Results: We were able to find some implications through the case study. First, It is important to seek inter-national cooperation for hydrogen supply and to respond flexibly to ensure that the plan is not disrupted in order to realize a hydrogen society and to secure safety. Second, it is necessary to regularly revise and implement the roadmap over time so that the plan can adapt well to time. Thirdly, In order to reinforce the credibility of the plan, a risk communication plan to enhance Local Acceptance should be devised. Conclusion: Korea cannot achieve empirical results simply by reducing carbon emissions and building an eco-friendly hydrogen society. It is important to discover demand and monitor hydrogen-related infrastructure integrally with potential stakeholders. In addition, social acceptance, including the central government, local governments, and private businesses, is essential to improve the public's awareness and understanding of hy-drogen society and to strategically rearrange hydrogen infrastructure. The establishment of the NIPP with the addition of hydrogen social infrastructure will contribute to raising national interest and increasing public con-fidence in hydrogen safety.

        RISK ANALYSIS in Mongolian Central Region Coal Mines

        Purpose: The mining industry is a highly risky field where risk factors impact each other much. Mining is the leading branch of the economy of Mongolia. Rural areas in Mongolia isn t well developed and the country s pop-ulation is not crowded mining industry is so risky. And also the risk factors in the Mongolian mining field are highly impacted by each other made me study a detailed and staged method of risk management. Method: To define mining risk factors we studied the classifications of international experts and made a sur-vey among the mining specialists of Mongolia. Then we defined the risks into 8 factors and 31 subfactors. By the survey research, the logical principle of impact factors was defined. After that, we made a systematic analysis of the dependence between the impact factors and their impacting levels. As the result, we found out a staged design of risk analysis. Results: The result of the Risk Matrix risk analysis showed that the central region mines in Mongolia have a high-risk level and they need a detailed risk assessment. While the WSM analysis result says that most mines have got high management risk, DEMATEL analysis results mines have high risks in subfactors such Organiza-tional structure adaptation, Human error failure. Conclusion: The research result shows that this comprehensive risk method is suitable for making detailed risk analysis in companies liable to high risk and has many influencing impacted risk factors. In this paper, we offered a comprehensive risk analysis method and it was also tested to analyze common risks in Mongolian Central Re-gion Coal Mines. The results of applying the proposed method in a real case study demonstrate that it can effec-tively handle risk assessment when implementing risk analysis in a Mining organization.

        A Study on the Operational Factors of Case Study for INTENALIZATION in the Business Continuity Management System in Commercial Bank

        Purpose: This paper aims to investigate the relation between BCMS operating factors and organization inter-nalization. To achieve the purpose of this study, the followings detailed objectives are established. First, the dif-ferences are clarified through comparative analysis by investigating the operating status of the BCMS of domestic commercial banks according to the Financial Supervisory Service s BCP standards. Second, the operating factors are analyzed and organized to see if they affect the internalization of each bank s BCMS organization in the BCMS operation process. Third, to examine the methodology of organizational internalization of the bank BCMS, in-depth interviews are conducted with the relevant expert group, and the methodology of organizational internal-ization of the banking BCMS is proposed. Method: In order to study the operating factors for internalization of BCMS in organization, the author inves-tigated BCP operating level by comparison analysis the BCMS status quo of the four commercial Banks in Korea. The operating factors identified as scope of this study are BIA(Business Impact Analysis), RA(Risk Assessment), Business Management Strategy and BCP exercise, In addition, an FGI(Focus Group Interview) was conducted for BCM experts to study the methodology for raising the level of organizational internalization of BCMS. The FGI conducted qualitative surveys through in-depth interviews with the experts. Results: The operating way for BCP exercise, cycle and exercise types etc, are the factors to impact the level of BCMS organization internalization. The author derived the methodology for the BCMS internalization to the Bank, it is considered in terms of education and training for staffs, activation of communication between organ-izations and individuals, BCMS operating standards in detailed level to avoid any doubts in BCM operation and organizational culture. Conclusion: The author reached the conclusion that organization need to enhance the cognitive level of the members through education/BCP exercise, activated communication, operating detailed BCP procedure, interest and participation of top-management and establishment organization’s culture which respect the BCM, espe-cially in order to form an organizational culture, mutual respect and the formation of a trust relationship are continuously needed since culture is not formed in short period of time.
