Al Qaeda is an effective organization that has taken advantage of the mechanism of world terrorism. Al Qaeda"s strengths include its network structure and Islamic Jihad doctrine. Al Qaeda always benefits from linkage with numerous terrorist organizations and the Iraqi war.<BR> Cooperation in the midst of political chaos is extraordinarily difficult to achieve social stability in Iraq. Political chaos is a condition stemming from radical changes in political institutions in an unsettled state. Al Qaeda challenges the legitimacy of secular successor states in Islam World, to van the tide of Western influence over these Islam states. Since semi-permanent presence of American troops on Saudi Arabia soil as holy land after the Gulf War, instability of Middle East has been characteristic. Islamic fundamentalism against American presence in Middle East has been spread. A violent strategy of Al Qaeda inflicts maximum civilian and economic damages against USA and the West as Mega-terrorism. Al Qaeda"s radical terrorism takes full advantage of a goal to withdrawal all foreign troops from Iraq.<BR> As a step toward that understanding, this paper investigates the motivations of terrorism circumstance behind Afghanistan and Iraqi wars chosen by American unipolar power game. There are two terrorist battlefields, Palestine and Iraq.<BR> This paper combines facts with Al Qaeda"s Mega-terrorism and political changes in Middle East by American-Israeli alliance. This study has concentrated on the perspective of terrorism to understand the various interactions between Iraqi war and Palestinian intifada movement. Bush administration gained its political and economic interests in Arab World. It can control World"s energy on the name of Iraqi democracy. But on the othe side, Bush administration has been suffering with facing anti-American feelings as Arab feelings of Islamism identity. And the USA is isolated in the World politics. Al Qaeda"s Mega-terrorism create a new and difficult challenge for all nation-states.
이라크파병을 계기로 본 한국ㆍ중동 협력관계 - 정치ㆍ외교적 측면 분석

The aims of this paper are to explain the changing process of national interests concept and policy of the United States of America by the Bush administration to Middle East to the collapse of Saddam Hussein, and to study Korean relationships with Middle East. In light of Korea"s financial and oil interests currently to the Arab Gulf, we need to approach to Arab World.<BR> The study proposed the concept of valuable criteria of Islam as researching mechanism of conflicts. The paper argued that political values of international politics make new Middle East Order. The new order to Arabs has faced Islam Fundamentalism as anti-American feelings or anti- EU. According to the Iraqi War of 2003 led by Pax-Americana policy, Egypt and Saudi Arabia, two axes of new Arab order led by USA lost their potentials. USA only become only sole super power state in Arab World. Therefore, Korea considered its strong cooperation with Middle East in order to keep the Korean-American old ties. Korea utilize its dispatch is to develop a overseas market economically.<BR> The theoretically there are five possible variants of issues to study Korean - Arab cooperative relationship : Middle East political Principle, Pax-Americana policy, Islamic fundamentalism, Iraqi War on terrorism, Multi-national Force led y America.<BR> Finally this paper interests in Korean cooperative relationship with Middle East, specially the Arab Gulf states : the Kingdom of Saudi Arabia and GCC states because of its vital interest area.

This study reviews many demands and go for the American Policy toward the Middle East led by Bush Administration, and discusses how to realistically achieve them. It tackles the various aspects of American policy toward the Middle East including conflict, crisis, oil, security, territory, minority, religion, and Annapolis conference for Middle East Peace as final goals of a process of political negotiation ; two-states solution. This study analyzes the formation, change and mechanism of the American policy toward the Middle East and substantial principles of its policy-making. How can American Government maintain strong control over the Middle East. and its aggressive use? The war on terrorism in Afghanistan and Iraq is the first phase of the United States` control over this area as coalition strategy. The United States has intention to make a balance of power in the Middle East based on poles of Israel and Saudi Arabia and to substitute for escalation of democracy. In this paper I argue that Syria and Iran must participate in any peaceful conference led by the United States, and that political Islam has emerged as a powerful ideological force, for examples Shiite Iran regime.

It is the responsibility and duty of nursing profession that the patient would be provided with high quality of nursing care. For this, we need continuing effort for improving of nursing care quality through an effective evaluation tool. For evaluation of nursing care quality, we need the tool that can evaluate objective measuring of nursing care Evaluation tool for nursing care quality have to include evaluated nursing process, patient outcome and patient satisfaction of nursing care. The purpose of this study was to develop an evaluation tool for the quality nursing care in stroke patients. The approach method of nursing quality evaluation was used the process-outcome framework in this study. The subjects of the development process were two nursing expert groups. The reliability and validity verification process were used 57 samples of three university hospitals in Taegu. The patients were previously admitted stroke victims, currently in discharge status. Data for this study was collected from August 6 to November 18, 1996 The processes used in this study were: 1) A preliminary list of the facts was compiled by the nursing expert group. This was accomplished by a brain storming session 2) Develop standards, criteria and indicators of the tool by the nursing expert paner. This was based on the preliminary list of the items 3) Calculate content validity of standards, criteria and indicators by nursing expert panel of judges. 4) Finalize an evaluation tool for the quality of nursing care in stroke patients. 5) Verify reliability and validity of the tool The results of this study were as follows: 1) The evaluation tool of this study developed 9 standards, 42 criteria and 96 indicators 2) The standards included two dimensions. One was the process dimension which contained 4 standards(27 criteria). The other was the outcome dimension which contained 5 standards(15 criteria). 3) Average CVI of the tool was .96 at standards, .92 at criteria, and .86 at indicators 4) Interrater reliability of the tool is r=8870 5) Scores of stroke patients in this study were 73.33 at total mean score, 69 23 at process mean score and 77.78 at outcome mean score 6) Scores of the process and the outcome dimensions showed significant correlation(r=.5398, p= 000). 7) There were not significant differences in total scores among the hospitals by ANOVA. Construct validity of the tool was not verified by ABNOVA The developed tool of this study seems to be useful to evaluate quality of nursing care and to improve quality of nursing care in stroke patient. I suggest the development of an evaluation tool to ensure quality of nursing care, more specific nursing diagnosis of patient classification.
