『日本書紀』 繼體 · 欽明紀에 보이는 新羅와 倭의 관계

본고는 『日本書紀』 繼體·欽明紀에 기록되어 있는 한반도 관계 기사를 통해 6세기 신라와 일본 열도의 관계를 고찰해보고자 하였다. 이를 통해 6세기 신라의 對倭外交의 추이와 야마토 정권의 對한반도 정책의 변화 양상을 파악할 수 있었다. 우선 磐井의 亂, 近江毛野臣의 파견, 신라의 남부 가야 진출 등 繼體·欽明紀를 통해 변화하는 신라의 對倭관계 추이를 고찰한 결과, 신라와 일본 열도, 야마토 정권과의 관계는 전반적으로 백제와 야마토 정권과의 관계 양상에 크게 영향을 받았음을 알 수 있다. 즉, 신라는 6세기 들어 가야 지역으로 진출하면서 백제를 견제하려는 의도를 갖고 磐井과 연결했으며 이는 기존 백제와 야마토 정권의 관계에 영향을 미치려 하였던 것이다. 이후 신라는 백제와 한반도 남부에 대한 주도권을 다투는 과정에서 야마토 정권과의 접촉이 이루어졌지만, 기본적으로 야마토 정권은 백제와 가야를 지지하는 입장에 있었으며 신라의 가야 진출 과정에서 야마토 정권이 취할 수 있는 조치는 없었다. 欽明紀에 들어와서는 고구려에 대한 대항체제를 지켜 나가야 했던 백제와 마찬가지로 야마토 정권의 경우도 신라에 대해 신중한 자세를 견지하고 있었음을 알 수 있다.. 그러다가 6세기 중반에 들어서 한반도 남부의 경우 백제에 의해 주도되던 구도가 신라에 대한 구도로 바뀌게 되자 신라와 야마토 정권도 관계 개선을 시도하고 있다. 이러한 변화는 신라가 한강 유역을 점유하게 되면서 서해안을 통한 대중국 교류가 가능하게 되었던 것과 관련이 있으며 급기야 신라가 가야 전역을 복속함에 따라 일본 열도와 연결되는 해상루트의 개선도 이를 가능하게 하였다. The objective of this article is to re-establish the relationship between Silla(新羅) and Wa(倭) in the 6th century written in Keitai-ki(繼體紀) and Kinmei-ki(欽明紀) of Ilbonseogi(日本書紀). First of all, as we analyzed change aspect of diplomatic relations between Silla(新羅) and Wa(倭) in the 6th century, we could understand that the relationship between Silla(新羅) and Wa(倭) was influenced by the relationship between Baekje(百濟) and Yamato Wa(倭). In other words, we could find out that Silla(新羅) established friendly relations with Iwai(磐井) of Kyushu (九州) in order to keep Baekje(百濟) and Yamato Wa(倭) in check and Yamato Wa(倭) sticked to its position supporting Baekje(百濟) during the war between Baekje(百濟) and Silla(新羅) in the early 6th century. Meanwhile, we could understand that Yamato Wa(倭) wanted to improve relations with Silla(新羅) after the competitive landscape for the southern Korean peninsula changed from Baekje(百濟) to Silla(新羅) in the mid-6th century. Therefore, we could observe that the relationship between Silla(新羅) and Yamato Wa(倭) went hand in glove with the transmission of advanced civilization from ancient China and the sea routes of the Korean peninsula and the Japanese archipelago.

국책사업을 둘러싼 갈등에서 마을공동체 분열과 치유·회복을 위한 정부 역할 탐색

본 연구의 목적은 제주해군기지갈등사례를 대상으로 마을주민의 상처와 마을공동체분열을 치유하고 회복하기 위한 바람직한 정부의 역할을 탐색하는 것이다. 국방부·해군과 지역주민 간 갈등증폭의 과정에서 나타난 강정마을공동체의 분열과 해체는 심각하였고, 주민의 상실감, 상처와 피해도 깊었다. 마을공동체의 피해는 심각하였지만 정부대책은 소홀하였다는 문제의식을 갖고 있다. 이를 위하여 먼저, 갈등 증폭의 계기로 작용했던 주요 충돌의 이슈를 살펴보았고, 둘째, 제주해군기지건설사례를 대상으로 갈등증폭에 따른 지역공동체 균열의 양상을 살펴보고, 셋째, 지역공동체 치유를 위한 바람직한 행위자들의 역할을 탐색하였다. 탐색한 지원방안으로는 강정마을공동체 지원을 위한 제도적 환경조성, 경제적 부담과 심리적 고통완화조치, 주민피해실태의 객관적 조사와 결과 공유, 생활세계에서의 관계회복과 신뢰형성, 비영리사회단체의 자원적 지원 활동, 환경생태와 위험영향 조사평가기제마련 등을 제시하였다. 강정마을공동체 구성원 간 유대감, 친목, 상호성 증대 등을 통해 훼손된 사회적 자본을 재형성하고, 상처치유와 공동체 회복을 위해서는 지역사회뿐만 아니라 제주지방정부, 관계 중앙정부의 적극적인 노력이 이루어질 필요가 있음을 알 수 있었다.

본 연구는 사회재난의 피해증폭현상에 주목하여 정부의 대응에도 불구하고, 왜 2차적 재난피해가 발생하는가에 대한 근본적인 문제의식을 갖고, 사회재난의 피해 확산 분석 모형의 도출을 목적으로 하였다. 이를 위하여 본 연구에서는 최근 10년간의 재난관련 논문을 중심으로 메타분석적 접근을 실시하였고, 이를 통해서 사회재난 피해확산에 관한 모형을 도출하여 제시하였다. 사회재난의 피해가 증폭되고 확대되는 현상을 이해할 수 있는 이론이 부재한 상황에서 재난적 사건 · 사고→법 · 제도→정부대응→사회적 상호작용→재난피해증폭의 인과관계는 재난피해가 증폭되는 과정을 이해하고 설명할 수 있는 의미 있는 모형이 될 수 있음을 알 수 있었다. 본 모형은 사회재난 피해확산 논리에 대한 단기적 설명부터 장기적으로 사회재난의 피해완화를 위한 처방과 설명을 가능하게 하여 그 유용성은 크다는 점을 제시하였다. 다만, 향후 모형의 설명력을 높이기 위해서는 학제적 사례연구를 통해 실제적 검증작업을 꾸준히 해 나가야하는 과제가 있다.
