        화학적 등급화기법을 적용한 농공단지 입주제한업종의 환경유해성 평가

        The priorities of siting restriction was derived from quantification of environmental hazard according to industrial classification based on ‘Chemical Ranking and Scoring System(CRS)’ which is handling the discharge characteristics of 31 industrial classifications regulated from locating at ‘Industrial Complex in Rural Area(ICRA)’. CRS that is utilizing the data of ‘Pollutant Release and Transfer Registers(PRTR)’ is applied to determine human health risk and ecological risk which are calculated by discharged amount and materials LC50 according to water, soil and air media based on industrial classification. From this process, exposure assessment and toxicity assessment for integrating the adverse environmental impact and the mitigation effect of environmental risk according to the development of environmental technologies into establishing the rational landuse management method for the 31 industrial classifications regulated from locating at ICRA was analyzed. From the assessment result of the siting restriction removal at ICRA for 31 industrial classifications, based on 2012 year reference 6 industries that includes Manufacture of Guilt Coloration Surface Processing Steel Materials, Manufacture of Biological Product, Manufacture of Smelting Refining and Alloys of Copper, Dyeing and Finishing of Fibers and Yarns, Manufacture of Other Basic Iron and Steel n.e.c., Rolling Drawing and Extruding of Non-ferrous Metals n.e.c. are calculated as having relatively lower environmental hazards, thus it is judged that the siting restriction mitigation at ICRA is possible for the 6 industrial classifications that are not discharging the specific hazardous water contaminants during manufacturing process.

        초등학교 급식시설 음식물쓰레기 재활용 실태 평가

        Characteristics of food garbage discharged from primary schools in Seoul Metropolitan city were analysed from a recycling point of view. The results of study are epitomized as follows : 1. Factors of generation of food garbage are mainly an unbalanced diet habit, indifference of class teachers, and worn-out cooking equipments. 2. Measures of reduction are principally a written message to parents, broadcasting in the school, and instruction. 3. Methods of recycling are mainly feed stuff, composting by school itself, composting on commission, and making feed stuff on commission. 4. Obstacles of food garbage recycling are a nasty smell of composting apparatus, an excessive fuel consumption of composting apparatus, a high concentration of salt, and an unstable demand for feed stuff and compost produced from food garbage. 5. Correlation factors are like follows : the number of feeding children and food garbage weight after cooking is 0.35, total food garbage generated and monthly treatment cost of food garbage is 0.20, individual school lunch expenses and food garbage weight after cooking is -0.10, individual school lunch expenses and food garbage generated per capita is 0.02, and individual school lunch expenses and monthly treatment cost of food garbage is 0.03.

        대청호 상류유역 매립지의 침출수 분석 및 평가

        To investigate the characteristics of 17 solid waste landfills in the upper drainage basin of Lake Daechong, the landfill sites were surveyed, the leachate of these landfills were analyzed, and the analysis results were assessed from standpoint of water contamination. Sanitary landfills which are now being operated are relatively well equipped with facilities such as leachate collection, daily soil cover and landfill gas treatment devices. But a few of open-dumping landfills were lealung leachate apparently and were supervised improperly and neglectfully by local governments. Some of sanitary landfills exceeded the COD permission criteria of leachate effluent, and some of open-dumping landfills exceeded SS, T-P, Pb, As, Fe, Mn permission criteria of leachate effluent. To improve the water quality of Lake Daechong which is utilized for supplying drinkin water, agricultural water, and industrial water to the great part of Chungchong area, the adequate and prompt measures for preventing Daechong Lake water contamination from landfills leachate is necessary.

        지하수자원의 환경적으로 지속가능한 개발 방안

        On the basis of sustainable long-term water resources planning, the development of ground water resources should be interlocked with the surface water development In considering the intertemporal equity, overpumping of groundwater may diminish or eliminate the groundwater resources stock of post-generations. Regulatory landuse zoning for groundwater resources recharge area is indispensable measures to prevent groundwater pollution. Adequate treatment of polluted water from various sources such as municipal sewage, industrial wastewater, landfill site leachate, and abandoned boring wells, is also necessary for groundwater protection. To preserve groundwater resources as common property goods, groundwater use tax should be imposed upon the large scale groundwater use. Finally, the establishment of groundwater development license system is recommended to achieve the social optimal production and to avoid external diseconomy.

        우주환경을 고려한 디지털채널증폭기의 전자파적합성 분석 및 시험 결과에 대한 고찰

        본 논문에서는 우주환경을 고려한 전자파적합성 및 이에 대한 시스템 영향과 시스템 설계 규격을 Multipactor를 사용하여 분석하였다. 또한, 디지털채널증폭기의 시스템 레벨 전자기파 요구사항 분석과 전자기파(EMC) 규격을 초과한 시험결과 분석과 하드웨어 개선방법을 도출하였다. 이 분석과 시험 결과들은 군통신위성의 전자기파 요구사항 및 위성체의 설계 기준으로 제시한다. The electromagnetic compatibility and its effects, and the system design considerations in space environment are studied in this paper using Multipator. The system level EMC test results of digital channel amplifier(DCAMP), its affects upon the H/W improving methods regarding its over exceed value of EMC specification are discussed. These analysis values and test results can be used as the criteria for the selection of EMC requirements and of the MILSATCOM system design.

        전략환경영향평가와 지속가능한 발전 지표의 연계방안

        In 2015, Summits of State and Government at United Nations General Assembly agreed to set the world on a path towards Sustainable Development(SD) through the adoption of the 2030 Agenda. 2030 Agenda adopts 17 Sustainable Development Gooals(SDG) to achieve 3 pillars of social security, economic efficiency and environmental integrity. Sustainable Development Indicators(SDI) which are suggested by UN SDSN(United Nations Sustainable Development Solutions Network), have been developed for measuring SDG implementation, by which Sustainability Assessment(SA) can be accomplished to check through more holistic approaches to poverty alleviation, social inclusion and environmental management. In Korea, Strategic Environmental Impact Assessment(SEIA) has been applied to PPP(policy, plan, program) by ‘Ministry of Environment’, whereas ‘National Land Planning Assessment(NLPA) which is one sort of SEA has been implemented to evaluate PPP of Ministry of Land, Infrastructure and Transport’. Although SEIA and NLPA have been utilized as decision-making support tools for stakeholders including high authorities, the reference criteria of these institutions are not considered as convincible and communicable. Evaluation criteria of alternatives which are core principles for SEIA and NLPA seem so ambiguous and unscientific. Through incorporation of SDI into SEIA, a convenient, quick and credible diagnosis of the key dimensions of SD comprising social equity, economic development and environmental management, can help develop a shared understanding of priorities of implementation of SDG.

        대도시 음식물쓰레기 재활용 방안 평가

        Community residents are tend to evade waste treatment facilities such as waste landfills; waste incinerators. Therefore, decision-makers of waste management are concerned about the reduction and recycling of food garbage. As a treatment alternative of food garbage which consists of 30% of municipal waste, producing compost and feed stuff from food garbage is environmentally amenable. In considering the characteristics of food garbage are putrid and high moisturized, methods of landfilling and incineration for food garbage are environmentally inadequate. For the institutionalization of food garbage recycling, separate discharge, establishment of collection system, securing of market for compost and feed stuff manufactured from food garbage, and tax and financial incentives for food garbage recycling facilities are necessary.

        우주방사능 환경에서 정지궤도 위성시스템 설계에 관한 고찰

        The space radiation/total ionizing Dose(TID) and its effects, and the GEO satellite system design considerations in space radiation environment are studied in this paper using Spenvis(Space Environment Information System). The GEO satellite system in space environment is simulated by NASA AP8/AE8, JPL91 and NRL CREME models, repectively for trapped particle, solar proton and cosmic-ray. The total ionizing Dose which is accumulated continuously to spacecraft electronics has been expressed as the function of aluminum thickness. These values can be used as the criteria for the selection of electronic parts and shielding thickness of the Digital Channel Amplifier(DCAMP) structure.
