민ㆍ관 중심주체들의 시각에서 바라본 지방 대도시 도심재생사업 평가

This study was carried out with a critical mind that how the main bodies of the private and governmental organizations evaluated the urban regeneration works now under way for the Gwangju Metropolitan City where the degeneration of the inner city is worsening. I would like to examine the urban regeneration program on the level of its importance and project-worthiness from the viewpoint of the main bodies of the private and governmental organizations, that is, private business owners and government officials, and present my opinion on several policy plans for the urban regeneration they suggested. Regarding urban regeneration of big cities which has been referred to as a political issue and election pledge so far, the main body of the private and governmental organizations commonly recognized the importance of the urban regeneration but negatively evaluated about its project-worthiness. However, there were differences of viewpoints among the main bodies in their problem awareness and solution of the city problem. The main bodies seem to have consensus on the necessity for the urban, regeneration in which the private and governmental organizations jointly participate. Therefore, a detailed plan should be presented about proper role-sharing through serious elaboration and the partnership with the members of the community about the degeneration of the urban center, renewed from the current way of urban regeneration program. In addition, the weight of the physical environment-revitalization should be diversified to make the best of the functions and characteristics of the urban center and I think it is desirable to practice the urban regeneration program which reflects the culture and sentiment of the region.

국가수호시설을 통한 호국영웅 선양방안 연구

이 연구는 보훈선양정책의 상징적 수단 중에서도 국가수호시설이라고 하는 선양시설 상징수단을 통해 호국영웅을 기리고 알릴 수 있는 선양방안을 모색하였다. 이를 위해 호국영웅 선양에 대한 이론적 고찰과 이들을 기리기 위한 국가수호시설의 현황 및 문제점, 그리고 호국영웅 및 국가수호시설에 대한 국민인식도를 살펴보고, 이를 통해 호국영웅을 선양하기 위한 방안을 다음과 같이 제시하였다. 첫째, 국난 미체험 세대인 청소년세대의 특성을 반영하여 사이버 가상공간을 적극 활용한 콘텐츠의 개발이 필요하다. 둘째, 국가수호시설 속에 담겨있는 호국영웅들의 스토리를 재조명해 나갈 필요가 있다. 셋째, 호국영웅 선양을 위한 국가수호시설의 역사 관광자원화 모색이 필요하다. 넷째, 국가수호시설에 대한 관리 활용과 호국영웅 선양을 위한 콘텐츠를 개발 보급할 수 있는 전담기구 설치가 필요하다. This study examined ways for exaltation and remembering patriotic heros through national protection facilities among the symbolic methods of veteran exaltation policies. For this, theoretical studies on exalting patriotic heros, the status and problems of national protection facilities to remember and honor them, and the national perception on patriotic heros and national protection facilities were examined. Through this, the following plans were proposed to exalt patriotic heros. First, by reflecting the characteristics of the younger generation who did not experience national crises, it is necessary to develop contents that fully utilize cyber space. Second, it is necessary to reexamine the stories of the patriotic heros inside of the national protection facilities. Third, it is necessary to search for history-tourism resources of national protection facilities to praise the patriotic heros. Fourth, it is necessary to install an organization exclusively in charge of developing and distributing contents for exalting patriotic heros and for managing and utilizing national protection facilities.

국가보훈의 제도적 상징성에 관한 연구

국가보훈은 공동체를 위한 특별한 공헌과 희생의 가치를 통해 국민의 나라사랑정신 함양과 국가의 지속적 발전을 위한 정신적 기반을 창출하는 고도의 상징적 국가기능이다. 따라서 본 연구는 독립, 호국, 민주 등 보훈 속에 담겨있는 이념적 가치를 통해 보훈정책의 상징기능을 제도적 차원에서 강화하는 방안을 모색하였다. 첫째, 보훈기념행사는 국민들의 나라사랑정신과 자긍심을 고취시킬 수 있는 상징 제전·의식으로 승화시켜야 한다. 둘째, 보훈선양시설은 보훈문화 전파의 중요한 창구로서 기억과 체험의 공간으로 상징성을 강화해야 한다. 셋째, 국가보훈의 기능과 역할은 나라사랑정신 함양을 통한 국민통합을 중심으로 국가보훈 상징기능을 확대·발전시키는 정책기반이 구축되어야 한다. The patriots and veterans affair is a high level systematic national function creating psychological foundation for cultivating the spirit of love toward the country by the people and the steady growth of nation through special contribution and value of sacrifice for the community. Accordingly, this study has search for plans to consolidate the symbolic functions of patriots and veterans affairs policy on systematic dimension through the ideological values contained in the patriots and veterans affairs such as independence, defending country and democracy, etc. First, the patriots and veterans memorial event must be sublimated into symbolic festival·ceremony that can inspire the spirit of love toward the country and sense of pride by the people. Second, the patriots and veterans enhancement facility must consolidate the symbolism as the space of memory and experience being an important window for spreading patriots and veterans affairs culture. Third, the functions and roles of patriots and veterans affairs must establish a basis of policy to expand·develop the symbolic functions of patriots and veterans affairs based on national unity by cultivating the spirit of love toward the country.

통합적 현충시설관리체계 구축방안 연구

본 연구는 현충시설관리의 현황분석과 지정관리자의 인식조사를 통해 현충시설의 통합적 관리체계 구축방안으로 현충시설을 건립, 관리, 활용하는데 있어 중심주체로서 전담조직 설립방안을 제안하였다. 현충시설의 관리는 정부가 직접 조성하여 관리하는 경우는 매우 드물고, 대부분이 민간에 의해 관리가 위탁되는 형태로 인해 전문성 부족, 책임성 약화, 관리업무 효율성 미흡, 환경변화에 대한 능동적 대응 미흡 등 체계적인 관리와 운영상의 문제점을 안고 있다. 따라서, 전담조직은 관련부처, 지자체, 민간단체와 협력체제를 구축함으로써 총괄적인 추진체계와 조정기능을 수행한다. 이러한 전담조직의 주요 업무영역은 ①현충시설에 대한 상시관리와 보수기능, ②현충시설 관리자에 대한 교육?훈련기능, ③미지정 현충시설에 대한 조사?발굴기능, ④현충시설에 대한 교육?홍보기능 등을 수행한다. 결론적으로 현충시설의 통합관리체계 구축을 위한 전담조직의 설립은 미래지향적 보훈정책의 새로운 패러다임으로 현충시설 관리체계를 시대적 변화에 맞게 조정함으로써 국민의 나라사랑의식을 함양하는 상징적 기반으로서 현충시설관리를 효율적이고 체계적인 방식으로 운영하는 선진화 전략이라 할 수 있다. It is rare that the government manages memorial facilities, but the management is done by entrusted civilians, so there have been rising problems with the systematic management and operation of the facilities due to lack of expertise, weakness of responsibility, lack of managing effectiveness, and passive response to the change of environment. Therefore, this study sought a method of establishing an integral management system of memorial facilities through the analysis of the current status of the management of memorial facilities and through the examination of the recognition of the designated managers so as to present the establishment of an exclusive organization of management as the central body in the building, management and utilization of memorial facilities. The exclusive organization is suggested to establish a co-operation system with the relevant department of the central government, the local government and private organizations and thus to perform the function of co-ordination as the general promotion body. Also, the major functions of the exclusive organization are: ① the standing management and repair of the memorial facilities, ② the education and training of the mangers of the memorial facilities, ③ the examination and finding of future memorial facilities, and ④ the education and promotion of the memorial facilities. In conclusion, the establishment of the exclusive organization for the building of the governance system for memorial facilities should co-ordinate the management system of memorial facilities to befit the change of times as a new paradigm of a future-oriented policy for national merit rewards so that it can be an efficient and systematic method of managing memorial facilities as a symbolic basis for enhancing the consciousness of the people to love their country and can become an efficient and advanced strategy.

보훈기념사업회 지원 및 위상 정립 방안

국방부에서 시행하고 있는 군 상담관 제도에 대해 상담이론을 적용하여 검토하였다. 야전부대 간부 및 병사 600명을 대상으로 군 상담관 제도에 대한 설문조사를 실시하였다. 본 연구는 군 상담관 제도에 대한 설문조사 자료 분석 결과와 외국군 적용 사례를 분석하여 우리 군의 군 상담관 제도에 대한 활성화 방안을 제시하였다. 연구결과를 종합하면 첫째, 일 · 이등병에 대한 체계적이며 지속적인 상담관리가 필요하다. 둘째, 제대별 도움배려장병 2~3%는 국 상담관에 의한 체계적인 관리가 보장되어야 한다. 셋째, 부대생활 부적응 장병에 대한 군 상담관의 집중 관리가 필요하다. 넷째, 야전부대에서 군 상담관의 역힐이 병사들의 군 생활에 도움이 되지 않는다는 일부 의견에 주목히여야 한다. 다섯째, 군 상담관의 역힐이 부대지휘에 도움이 되어야 한다. 군에서 요구하고 있는 군 상담관의 역할은 제대별로 복무부적응 장병을 식별하여 관련사항을 지휘관에게 보고하고, 도움배려장병을 상담히여 관리한다. 앞으로 군 복무부적응 장병을 조기에 식별하여 적옹시키고 자살사고를 예빙히는 데 군 상담관의 역할이 중요하며 대대급까지 확대 적용할 수 있도록 발전되어야 할 것이다. The Bohun Memorial Association is playing a role as a policy partner for the development of Bohun in order to promote national politics and foster the patriotic spirit of the people, following the maintenance of martyrdom and patriotism. This study sought institutional measures for the Bohun Memorial Association to strengthen its social role through Bohun promotion activities based on the sacrifices and contributions of independent and national merit, to realize the image of a person of merit respected and trusted by the people, and to play a role as a leading force in the spread of Bohun culture through promotion of promotion projects tailored to the characteristics of each group and social contribution activities.
