성폭력과 성폭력 피해자 심리의 이해

  우리 사회에서는 많은 범죄피해자 중에서 특히, 성폭력 피해자에 대한 관심이 높은 것이 사실이다. 또한 성폭력이 아닌 다른 범죄에 노출되어 범죄로부터의 직간접적인 피해를 받고 고통스러워하는 피해자들에 대한 이해를 위한 노력을 하고 있다. 그러나 우리 사회에서 일반적으로 사용하고 있는 성폭력의 개념은 매우 혼란스럽다. 이러한 혼란을 가중시키는 원인은 성폭행의 개념이 성희롱과 성적자기결정권의 침해와 종종 혼동되어 쓰이기 때문이다.<BR>  성폭력 수준에 나아가지 않은 성희롱과, 단순한 성적자기결정권의 침해로 인한 피해자의 정신, 심리적인 피해의 정도는 성폭력으로 인한 그것보다는 덜하다는 것이 일반적인 시각일 수 있다. 그러나 그 행위 개념에 대하여는 성폭력, 성희롱, 성적자기결정권의 침해가 각각 구분된 개념이기도 하지만, 때로는 서로 분리하기가 어려운 개념이라는 것을 인정한다 하더라도, 우리 사회에서는 각각의 경우를 매우 포괄적으로 혼용하여서 이를 성폭력이라 지칭하는 경우가 매우 많다. 그리고 성폭력 피해자의 정신, 심리적인 피해와 관련하여서는, 단순 성희롱, 성적자기결정권을 도외시한 채, 성폭력 피해자의 피해만을 강조하는 경향이 존재한다.<BR>  따라서 이 연구에서는 성폭력 피해자의 심리를 이해하기 위해서는 하나의 범죄행위로서의 성폭력의 개념과 그 행위 범위에 대해서 살펴보았다. 이를 바탕으로 성폭력을 당한 피해자의 심리적ㆍ신체적 고통에 대해서 고찰하였다.<BR>  끝으로 이 연구에서 살펴본 내용 외에도 관련되는 후속연구에서는 포괄적인 성폭력 피해자에 대한 연구가 아니라, 성폭력, 성희롱, 성적 자기결정권의 침해를 구분하여 그 피해자들의 심리를 보다 심도 깊게 연구할 것이 필요할 것이다.   In Korea, Our society are concerned about crime victims which is related to sexual violence. Also, We, Korea society make a lot of effort to help crime victims due to other crimes. But, Definition of sexual violence generally used in our society is in disorder. A cause of these confusion is now increasing because definition of sexual violence, sexual harrassment, sexual self-decisive power are used in our society are much the same. The degrees of psychological harms due to in lower level sexual harrassment, sexual self-decisive power become less harm rather than psychological harms of sexual violence. And, we have a tendency to enforce harm of sexual violence victims <BR>in spite of confusion of sexual violence, sexual harrassment, sexual self-decisive power.<BR>  Therefore, to understand psychology of sexual violence victims, we must understand definition of sexual violence and range of sexual violence. Namely, firstly, we must understand these definition, and then, we must concern psychology of sexual violence victims.

계통 연계형 3레벨 TNPC 인버터의 LVRT & HVRT

With the increase in renewable power generation facilities, strict regulations on grid connection standards are being presented. The standards of Low Voltage Ride Through(LVRT) and High Voltage Ride Through(HVRT), which are representative grid connection standards to improve grid stability by maintaining grid connection in low and high voltage situations when a grid failure occurs, are gradually being subdivided. In this paper, the LVRT and HVRT control algorithms suggested in the transmission and distribution system connection regulations of KEPCO(Korea Electric Power Corporation) are applied to the grid-connected 3-level TNPC(T-Type Neutral Point Clamped) inverter. And in the VRT situation, the active and reactive current injection strategies were applied to the grid connected inverter algorithm. In addition, various simulation cases were analyzed, such as LVRT & HVRT conditions of transmission and distribution system. In the distribution system LVRT simulation, the grid voltage operated at 150ms and 1500ms, respectively, within 0.5p.u. and 0.75p.u. In the transmission system simulation, the LVRT operation and the HVRT operation were also simulated. By analyzing various simulation cases, the characteristics of the VRT cases was analyzed in detail and VRT control performance of the designed TNPC inverter was verified.

The scale of renewable power generation facilities such as wind power and solar power generation is being enlarged. Due to the increased scale of renewable power generation facilities, the system stability has been significantly affected by the increased distributed power sources, and various countries such as Germany and the United States are enacting standards to prevent deterioration of system stability. In this paper, we analyze the LVRT (Low Voltage Ride Through) conditions and reactive current injection standards established by Germany and Korea Electric Power Corporation (KEPCO). And, the LVRT control algorithm is applied to the designed inverter, and the operation of the grid-connected inverter was confirmed through simulation based on the LVRT boundary. In addition, the injection characteristic algorithm1 of active and reactive current in LVRT situation was modeled, and the modeled algorithm was verified by checking the simulation performance.

고반복 펄스 전원용 게이트 드라이버 회로 설계

In this paper, a new gate driver circuit is proposed to drive high voltage SiC MOSFET(Metal-Oxide-Semiconductor Field-Effect Transistor) of a solid-state pulsed power modulator. This gate driver circuit is designed to output pulses with repetition rates of several hundred kpps, and 1200V SiC MOSFETs are used as the main switch. In addition, a compact discharge structure was considered so that the volume of the modulator generating an average output of 10 kW could be designed to be within 26 liters, and thus a compact discharge structure based on an integrated gate driver of a discharge switch and a pull-down switch was implemented. In the experiment, synchronous stability was confirmed through gate synchronous driving tests of 12 discharge switches and pull-down switches, respectively. Based on this, a high repetition pulse output of 10 kV 150 kpps was finally performed, and the reliable operation of the proposed new gate driver and discharge circuit was verified.

주요국가의 공인탐정 현황 및 정책적 시사점

탐정제도라는 것은 경찰활동 중에서도 사경찰활동의 내용중 하나이다. 우리나라에는 사경찰활동이라는 개념 대신 그 중의 하나인 민간경비가 사경찰활동의 전부인 것처럼 우리의 생활 깊숙이 들어와 있다. 이러한 현실에서 탐정제도는 우리의 현실상, 사경찰활동이 아닌 ‘심부름센터’, ‘흥신소’ 차원의 공식화되지 못하는 개념으로 일반적으로 곡해될 가능성도 있다. 분명, 국가 경찰력이 모든 국민생활을 보호해주지 못한다는 검에서 사경찰활동 중 탐정제도의 도입 가능성은 비교적 높은 것은 사실이다. 따라서 우리나라에서 공인탐정제도를 도입, 정착시키기 위해서는 우리에게 맞는 탐정제도를 찾아야 한다. 본 연구에서는 공경찰활동과 사경찰활동의 개념, 외국의 사례, 그리고 제도 도입시 반드시 고려하여야 하는 공인탐정제도의 본질 등에 관한 논의를 하면서, 외국의 제도를 무조건적으로 도입하는 것이 아니라 우리의 현실에 맞는 사경찰활동의 개념을 재정림하고 이에 따른 탐정제도의 도입에 관한 논의가 필요함을 기술하였다. Policing is composed of public policing and private policing. Private Investigation system is one of private policing system. In our country, We, Koreans are familiar with private security rather than definition of private policing. Also, our society have a cognition that private security and private policing have same meaning. But, private policing have a many sub-contents like as private security, private investigation, crime investigation, terrorism prevention etc in many foreign countries. That is to say, in foreign countries, public police and private police do a mostly same work exclusive of public characteristics work. Therefore, we must have deep consideration of private policing to fit our country"s systems and culture, especially private investigation of private policing. And we must have re -consider definition and role of private investigation.

한국형 사경찰활동 영역에 대한 검토

사회의 안녕과 질서유지를 위한 활동으로서의 경찰활동은 일반적으로 그 주체와 활동영역에 따라 공경찰과 사경찰활동으로 구분되어지며 그 근원적 의미는 공경찰과 사경찰 모두 그 뿌리는 같다. 그러나 미국 등 서구 사회와는 달리 우리 사회에서는 공경찰활동과 사경찰활동이 엄격하게 구분된 것으로 또는 그 활동영역의 전문성 및 구체적 권한 등에 있어서 서로 다른 내용으로 인식되고 있다. 물론, 공경찰활동은 사경찰활동보다 더 많은 법적 권한과 전문성이 부여되어 있다. 그러나 우리 사회에서의 사경찰활동은 그 활동영역 및 그 근거 등에 대하여 논란의 여지가 많다. 특히, 사경찰이라 지칭되는 Private Police와 Private Security에 대한 개념조차도 혼용되어 사용되고 있다. 또한, 그 구체적인 활동 내용을 보면 공경찰의 그것과 크게 다른 내용이 없는, 겉모습으로는 똑같은, 그리고 그 목적 또한 똑같은 활동내용들이 혼재하고 있다. 따라서 본 연구에서는 사경찰활동의 내용 및 범위, 그리고 공경찰활동과의 차별성 및 영역의 한계 등을 논의해 보고자 하였다. Generally, policing is composed of public policing and private policing. And Basic meaning of public policing and private policing are same. It is merely different from subject, legally basis, and each field etc. Also, especially in korea, relation of public police, private police, and private security are not establish clear. Therefore, in our country, police, scholar, the parties of private police or private security have need to clear their relationship. Because the meaning of public police, private police, private security are mostly same, and they do same function and role in our society but public characteristics work.

관광경찰대 도입 및 정착과정에 관한 인식 연구

본 연구는 국내 최초로 설치되어 운영되고 있는 서울지방경찰청 관광경찰대를 중심으로 관광경찰대의 도입과 정착에 관한 인식을 조사하였다. 관광경찰대의 목적, 운영방향, 활동분야의 성격, 근무 환경에 대한 심층 면접을 통하여 자료를 수집하고 분석이 실시되었다. 자료의 분석은 질적연구 분석 프로그램인 NVivo 10.0을 통해 진행되었으며, 이를 통해 착수기, 시행착오기, 숙련기, 관망기로 구분하여 관광경찰대원들의 실무적 경험에서 비롯되는 인식을 조사하였다. 각 단계에 따라 개인별․근무기간별로 차이를 나타냈으며, 관광경찰대의 정착과 완성도에 대한 견해는 차이를 나타내고 있었다.

경찰수사과정의 인권보호에 관한 연구

최근에 많은 논의가 있었던 사법개혁은 우리의 형사사법체계에 있어서 많은 변화를 예고하고 있으며, 이 한 가운데 있는 것이 수사상의 인권보호와 관련된 문제들이다. 기존의 수사상 인권보호를 위한 많은 연구들은 형사절차를 중심으로 한, 경찰만의 인권보호라기 보다는 검찰과 함께 얽어진 형사절차상의 인권보호를 중심으로 한 연구가 거의 대부분이었다. 여기에서 착안하여 본 연구에서는 경찰중심의 수사과정에서 발생할 수 있는 인권보호를 중심으로 연구를 전개하였다. 물론, 기존의 연구내용을 중심으로 경찰이 수사과정에서 인권침해의 가능성이 높은 주체로서의 내용도 포함하였다. 그 내용은 첫째, 경찰수사에 있어서 법절차대로 하면 수사가 곤란해진다는 의식이 잔존하고, 적법절차 준수를 확보하기 위한 제도 및 시설이 미흡으로 인한 피의자 인권보다 사건해결이 우선이라는 인식의 팽배, 둘째, 범인검거에 치중하다보니 피해자를 수사의 대상으로 간주하고, 여성, 장애인 등에 대한 사회적 약자에 대한 고려 없이 일률적으로 대응하여 범죄피해자에 대한 지원문제가 상대적으로 소홀하였으며, 셋째, 수사사항의 언론보도로 인해 사건관계인(피해자, 신고자 등)의 신분이 노출로 인한 사생활 침해의 논란, 피해자, 신고자 등의 신변보호시스템이 취약한 등의 피의자 이외의 사건관계인에 대한 인권보호의 부족, 넷째, 감시편의 구조의 시설 개선에 대한 노력이 미흡하였고, 인권보호를 위한 적극적 관리보다 자해 예방 등 소극적 관리로 실질적인 면에서는 유치인을 범죄인과 같이 인식하고 감시 및 통제에 소홀하였던 면 등을 중심으로 연구하였다. 그러나 과거 경찰이 수사상 인권침해의 주체라는 시각에서 탈피하여 경찰수사만의 문제가 아니라 피의자 중심의 현행 형사사법구조 즉, 범죄자 검거 및 수사 중심의 형사사법구조의 문제와 함께 맞물려 돌아가는 문제라는 것을 강조하였다. 즉, 인권보다는 자백을 받아내기 위한 국가기관의 공권력에 맞서 피의자 보호에만 치중하고, 제도를 발전시킨 데에 그 가장 근본 원인이 있기 때문에 인권침해를 한 경찰관 자체의 문제라기보다는 제도적인 문제라는 것이다. 그러므로 인권이라는 측면에 있어서는 경찰은 침해의 주체가 아닌 침해의 객체로서 직무상 위험감수의무를 넘어서는 포괄적인 인권보호의 시각에서 보호되어야 하는 또 하나의 객체라는 측면을 강조하였다. 또한 일탈에 대한 행위책임이 있는 피의자보다는 피해자에 대한 관심과 아울러, 형사사법의 목적을 달성하는데 없어서는 안되는 신고자 등 사건관계인에 대한 인권보장을 위한 체계를 확립하는 것도 중요하다. Human rights derive from the inherent dignity and worth of the human person and they are universal, individual and interdependent. The importance of policing in protecting rights and meeting standards as required by international law, is one substantial reason for advocating that the international dimension to human rights protection should form part of the body of knowledge of all police officials. Another substantial reason is that it is important to introduce or reinforce a human rights culture within police agencies as a means of securing good behavior in policing, especially, during crime investigations. A lawful and ethical investigation of crime can protect the rights to a fair trial whereas an unlawful or unethical investigation can subvert that right even before the trial has commenced. The rights of victims of crime are an especially important consideration. Their basic rights to be treated with compassion and respect; to be informed of their role in the proceedings and of the disposition of cases; to have their views represented and considered. Especially, In this paper, I emphasized human rights of police officers. At present, police officers have a status of the subject of human rights invasion. But, as a conception of human rights is enlarged, police officers also can be a object of human rights invasion.
