미중 무역분쟁에 따른 EU의 한국 철강 부문에 대한 세이프가드 조치의 타당성 분석

The purpose of this study is to analyze statistical appropriateness of EU’s safeguard measures for Korean iron and steel products, which went into effect in February 2019. The focus was on observing whether the EU's safeguard measures were correlated with concerns caused by U.S. import restrictions. Has there been a surge in Korea's exports to the EU to the point where the EU has put its safeguard measures into effect? Is Korea's increase in steel exports to the EU the result of a market shift following U.S. import restrictions? Does the export of the Korean steel sector to the U.S. have any real trade correlation with Chinese steel imports? It was difficult to find statistical correlations for each of the three questions, and even if partial correlations were valid, the correlation was analyzed at a low level. It is believed that the EU's safeguard measures were more strongly influenced by external factors of U.S. protectionism than by internal market factors. Korea should strengthen the operational stance of its trade-first economic policy in consideration of indirect measures by third countries as well as direct import regulatory measures by trading partners. A short-term export market shift should be coupled with mid and long-term industrial and business restructuring measures. It should expand its system to enhance the utilization of trade systems in the EU and other trading partners and to strengthen monitoring of trade relations.
