KAs information and knowledge are increasingly becoming more important in the knowledge-driven society, knowledge management, as a very important management paradigm, is securing firm position in private and public sectors. Complying with this paradigm, government-funded research institutes in science-technology sector are actively utilizing knowledge management by employing knowledge management system and evaluating its applications’ performance. The purpose of this study is to develop evaluation items and measurement indices to rationally measure knowledge management performance of the government-funded research institutes and to verify the feasibility of applying these evaluation items and indices. To achieve this research goal, the evaluation model of knowledge management performance was constructed by reviewing and integrating the existing studies, and subsequently, evaluation areas, evaluation items, measurement indices were derived from this evaluation model. Also, the feasibility analysis on the evaluation items and measurement indices was performed by means of FGI(Focus Group Interview) with the knowledge management experts belonging to Korean government-funded institutions in science-technology sector. The implications of this study are as follows : in theoretical perspective, this study has proposed a criterion frame to evaluate knowledge management performance, and has rationally drawn evaluation items and measurement indices from the criterion frame. And in practical perspective, this study has improved the validity and practicality of the measurement indices, which can lead to more reasonable and easier evaluation of knowledge management performance of the government-funded research institutes.

지식사회에서 정보와 지식의 중요성이 날로 증대되고 있는 가운데 지식경영 혹은 지식관리가 민간과 공공의 영역에서 매우 중요한 경영의 패러다임으로 자리매김하고 있다. 이에 따라 과학기술계 정부출연연구소(출연(연))들도 지식관리 체계와 활용실적 평가 등을 통해 지식관리를 활성화하고 있다. 본 연구는 과학기술계 출연(연)의 지식관리 성과를 합리적으로 측정할 수 있는 평가항목 및 지표를 개발하고 타당성을 검증하는 것을 목적으로 한다. 이를 위해 기존 연구를 확장해 지식관리 성과 평가모형을 구축하고 평가영역, 평가항목 및 측정지표를 도출하였으며, 과학기술계 출연(연)의 지식관리 전문가가 참여하는 표적집단 면접(FGI: Focus Group Interview)을 통해 모형과 지표에 대한 타당성을 검증하였다. 본 연구의 시사점은 이론적인 측면에서는 과학기술계 출연(연)의 지식 성과관리 평가를 위한 준거 틀을 제시하고 이에 의거한 평가항목 및 측정지표를 체계적으로 도출한 것이며, 현실적으로는 출연(연) 지식관리 전문가가 참여하는 FGI를 통한 타당성 검증을 통해 과학기술계 출연(연)의 지식관리 성과 측정지표의 적합성과 실용성을 제고하였다는 점이다.

국책 연구기관의 그린&스마트IT 수준 진단도구 개발 및 적용에 관한 연구

본 연구는 최근 IT분야의 대표적인 추세라고 할 수 있는 그린&스마트IT의 조직 내 활용수준을 평가할 수 있는 그린&스마트IT 수준 진단도구의 개발과 이를 국책 연구기관에 실제로 적용해 보는데 연구의 초점을 두었다. 연구목적을 효과적으로 달성하기 위하여 관련 선행문헌들에 대한 종합적인 검토와 연구진 협의, 그리고 전문가 델파이 조사등의 과정을 통해 그린&스마트IT 수준 측정도구의 개발이 이루어졌으며, 개발된 측정도구를 국내 정보분석 및 유통 분야의 대표 연구기관인 K연구원에 적용하여 진단을 수행하였다. 본 연구의 결과를 토대로 새로운 IT환경변화인 그린&스마트IT의 추진 현황에 대한 객관성 있는 검토는 물론 이를 토대로 향후 조직의 그린&스마트IT 도입 및 추진에 대한 올바른 방향성 수립에 유용한 시사점을 줄 수 있을 것으로 기대한다. As the latest advancement and trend in IT field, Green & Smart IT has attracted more and more attentions from researchers. This study focuses on the development of diagnostic tools which could be used for evaluating Green & Smart IT level within an organization. The newly developed tool was also tried out within a state-run research institute. In order to achieve meaningful results, a comprehensive review of relevant literature was performed in advance, then, researcher’s discussion, delphi survey and other processes were also employed to develop the measurement tools for the evaluation of Green & smart IT level. Besides, K research institute, a representative institute in the field of information analysis and distribution in Korea, was chosen as the target in which the newly developed measurement tool was applied and an evaluation was also performed. This study provides an objective discussion on the present status of Clean & Smart IT. The findings presented in the study also provide organizations with useful implications for establishing a correct orientation for the introduction and promotion of Green & Smart IT in the future.
