정책변동에 대한 맥락적 인과경로 탐색 -ACF와 인과지도 방법론의 접목을 중심으로-

본 연구는 ACF모형에 인과지도 접근법을 적용하여 시간의 흐름에 따라 정책변동이 발생하는 전 과정 및 초기 및 후기 변수들간 복잡한 인과관계를 일목요연하게 분석할 수 있는 방법을 제시하는 것이다. 이는 구체적으로 첫째, 외적변수들의 상호작용이 정책하위체제에 미치는 영향을 밝혀내고, 둘째, 이에 따르는 정책옹호연합의 형성, 강화, 이탈 등과 같은 변화에 의한 정책변동을 설명하여 ACF의 장점을 극대화하는 분석틀을 제안하는 것으로 요약될 수 있다. 인과지도 접근법을 사용하였을 경우, 기존의 ACF분석과 달리, 옹호연합이 형성되는 과정을 피드백 루프를 통하여 명확하게 보여줄 수 있다는 장점이 있으며, 또한 다양한 변수들의 피드백 루프(초기-후기 변수간)를 통하여 갈등이 어떻게 증폭되는가를 파악하는데 용이하다. 이를 위하여 본 연구는 먼저, ACF의 외적요인들 간 관계, 그리고 이러한 복잡한 외적요인들이 정책하위체제에 영향을 주는 경로를 시간의 흐름에 따라 사건 또는 변수간 피드백루프를 중심으로 분석할 수 있는 구체적 방법을 제시하였다. 둘째, 앞서 제시한 방법에 근거하여 기존연구에서 분석되었던 동남권 신공항 사례를 분석하였다. ACF모형에 인과지도 방법론의 적용을 통한 분석결과를 기존연구의 분석결과와 비교하여 보았을 때, 1) 시간변수의 적용을 통한 사건의 인과관계가 구성하는 피드백루프를 찾아내었고, 2) 발견된 피드백루프를 중심으로 정책변동에 미친 영향을 규명하였고, 3) 전체의 시간적 범위에서 전체의 인과경로파악을 통해 정책변동의 역동성을 설명할 수 있는 등 ACF에 인과지도 방법론의 적용의 장점이 있음을 밝혀내었다. Recently, researchers have argued that there are knowledge gaps in ACF model despite its usefulness to explain policy changes. As a part of efforts to bridge these gaps, the study attempted to combine ACF with the causal map method to suggest better ways to analyze complex paths between external perturbations and policy changes. In order to do this, this paper discussed how methods used in the system dynamics can be applied to ACF - complex interactions of external parameters affecting policy subsystem and policy dynamics through processes such as formation, reinforcement, and dissolution of Advocacy Coalitions. Through applying this approach to the policy change case, this study could provide the evidence that the new framework could maximize the advantage of ACF as detecting the effect of complex causality among external parameters and finally explain complex paths to policy change.

문화예술지원정책 정책변동과정 분석 -정책신념체계의 변화를 중심으로-

본 연구의 목적은 문화예술정책 이해관계자들의 정책신념체계의 변화를 중심으로 한국문화예술위원회의 설립에 대한 정책변동과정을 분석하는 것이다. 시간적 범위는 1993년부터 2005년까지이며 특징에 따라 네 개의 시기로 나누어 각각의 시기에 발생된 외부적 변수의 영향이 각각의 이해관계자들의 신념체계에 어떠한 영향을 미쳤는지 살펴보고 이를 통해 형성된 옹호연합구조의 특징을 제시하였다. 분석결과 이해관계자별 분석을 시도할 경우 통상 연합수준에서의 신념체계 이해와 달리 동일한 연합 내 이해관계자간 미묘한 신념체계의 차이를 감지할 수 있었으며 이를 통해 당해 연합구조가 왜 형성되었는지, 연합구조의 유지 및 결속정도가 어떠한지 등에 대한 이해를 도모할 수 있었다. 특히 정당의 참여는 옹호연합의 유지 및 결속력에 적지 않은 영향을 주기 때문에 정책결정과정에서 중요한 이해관계자 역할을 수행함을 알 수 있었다. The purpose of this paper is to analyze policy change processes of culture and arts support system in Korea focusing on policy belief system of advocacy coalition framework (ACF). The time frame of the case (i.e. arts and culture support system changes from Korea Culture and Arts Foundation (KCAF) to Arts Council Korea (ARKO)) spans from 1993 to 2005, which is divided into four phases by virtue of discriminating feature of each period respectively. By applying ACF to the case, this study explored how external variables affected and changed the strategies of stakeholders (i.e. the secondary belief system), through which changing configurations of advocacy coalition structures can be detected. The results can be summarized as; 1) changes in external environments sometimes resulted in subtle strategic changes between different coalitions as well as among policy actors who belonged to the same group, which in turn lead to structural changes in coalitions across four phases. 2) involvement of political parties is another important factor in policy process which has significant influences on forming and changing coalitions.
