IMT-2000(WCDMA 단말기) 시험 요구사항 분석

우리 나라에서는 IMT-2000 상용서비스를 2002년에 제공할 것을 추진하고 있다. 따라서 국내 이동통신 장비업체들은 IMT-2000 시스템 개발에 더욱 박차를 가하고 있다. 국내에 구축되는 IMT-2000 시스템에는 비동기 시스템이 포함될 것이며, IMT-2000 서비스에서 제공하고자 하는 멀티미디어 통신이 범 세계적으로 가능하기 위해선 모든 관련 장비가 정확히 구현되어야 한다. 그래서 본 고에서는 우선, 비동기 방식인 WCDMA 단말기가 정확히 구현되었는지를 확인하기 위해서 WCDMA 단말기의 기능 및 성능평가를 위한 시험 요구사항에 대하여 분석하였다.

2000년대 한국사회와 국가주의 스포츠의 약화

근대 스포츠의 도입 이래 한국 사회는 늘 스포츠를 저항의 수단으로 간주해왔고 그 과정에서 스포츠 민족주의를 발전시켰다. 스포츠 민족주의는 특히 독재정권하에서 강화되었으며 일종의 국가주의로까지 발전하였다. 독재정권은 취약한 정당성을 보완할 수단으로 스포츠를 이용하였으며 이를 위해 엘리트 스포츠의 육성에 집중했다. 하지만 1990년대 이후 한국 사회에서 스포츠 민족주의는 점차 약화되기 시작했다. 여기에는 여러 요인들이 영향을 미쳤지만 그 중에서도 하는 스포츠의 확산이 가장 중요한 요인으로 작용했다. 한국 사회에서 하는 스포츠의 확산을 가져 온 일차적 요인은 건강에 대한 관심이었다. 하지만 2000년대 이후 한국인들은 스스로의 만족을 위해 스포츠에 몰두하기 시작했다. 이런 변화는 스포츠의 개인화로 부를 수 있으며 이는 스포츠 민족주의를 약화시키는 데 기여했다. From the start of the modern sports in Korea, Korean people thought the sports as a means of resistance and developed the sports nationalism. It strengthened in the dictatorial regimes and consolidated as a kind of statism. Korean dictatorial regimes used the sports to secure their weak legitimacy and in that process developed the elite sports in Korea. But from the 1990s the sports nationalism in Korea started to weaken. There were many factors to influence the trend and among them the proliferation of the participatory sports within the Korean people was most important. The spread of the participatory sports in Korea started mainly to strengthen the personal health. But from the 2000s many Korean people was immersed in sports to magnify their personal satisfactions. This change can be named as the individualization of the sports and it systematically weakend the sports nationalism in Korea. With the spread of the individualization of the sports, Korean people could overcome the sports nationalism. But it could undermine the collectivism of the sports which had been the origin of the sports and still has many positive potentials. So we need the appropriate solutions to maximize the positive potentials of the sports collectivism and to minimize the negative potentials of the sports nationalism.

항공기 체계운영관리시스템 기반의 통합무기체계데이터베이스 발전 방안 연구

국방 연구개발은 사용군의 요구사항을 만족시키는 무기체계를 최단 기간, 최소 비용 및 고품질로 개발하고자 노력하고 있으며, 통합 데이터베이스 전산 환경 하에서 체계공학 및 동시공학을 체계적으로 구현하기 위한 연구개발 프로세스 및 도구들이 개발되고 있다. 항공 무기체계 분야에서 본 논문의 연구개발 과정에서 생성되는 기술 자료를 효율적으로 관리하기 위한 웹기반 체계운영관리시스템을 개발 및 운용하고 있으며, 기존 항공 무기 체계 연구개발 사업에 적용하여 그 효율성을 입증 및 검증하였다. 이에 본 논문에서는 체계운영관리시스템 기반으로 향후 개발 예정인 보라매 사업, 무인항공기 및 무인전투기에 적용 가능한 통합 연구개발 프레임웍(Framework) 및 통합 무기체계 데이터베이스 발전 방안에 대해서 기술한다. 또한, 연구소에서 운영 예정인 WISEMAN과의 연동 및 통합 방안에 대해서도 기술한다. National defense research and development is trying to develop the weapon system to satisfy users' requirements at minimum cost, high quality and the shortest period. Under integrated database computer environments, development processes and tools have been developed to implement system engineering and concurrent engineering systematically. In the aerospace defense weapon system, the fixed wing development department has developed and operated the integrated operation and management information system based on web technology to manage efficiently the technical information generated by the R&D process. When this system was applied to the existing R&D project for the aircraft weapon system, it proved and verified its efficiency. In this paper, we describe the future development plan of an integrated R&D framework and an integrated weapon system database based on the integrated operation and management information system which are able to control the technical information of KF-X, UAV(Unmanned Aerial Vehicles) and UCAV(Unmanned Combat Aerial Vehicles) programs. We also describe an interoperability and integration plan with WISEMAN which will be operated soon in our research Institute.

근대 민족국가의 형 성과 스포츠

근대 민족국가는 흔히 상상적 공동체로 정의되며 상상적 공동체의 내용은 민족국가의 구성원 사이에 공유되는 공통 문화로 이루어진다. 이 글은 이 공통 문화의 핵심 요소 중 하나로서 스포츠가 근대 민족국가 형성과정에서 수행한 역할을 살펴본다. 애초 스포츠는 시민혁명에 기반한 근대 국가 정치권력의 교체기에 구지배계급과 신지배계급의 계급간 화합을 도모하는 수단으로 발전된 것이라 할 수 있다. 하지만 제국주의의 발전으로 민족국가간 대립이 본격화되면서 스포츠는 계급의 경계를 넘어 민족의식을 형성하는 수단으로 활용되기 시작했다. 이를 위해 보는 스포츠가 스포츠의 핵심 영역으로 자리를 잡게 되었으며 대중매체에 의한 스포츠 이념의 확산이 광범위하게 이루어지게 되었다. 그리고 이렇게 스포츠를 통해 형성된 민족의 성격은 중산층적 가치에 기반한 민족이라 할 수 있다. 스포츠가 민족과 결합하면서 건전한 여가활동이라는 스포츠의 이데올로기가 지닌 허구성이 전면에 드러나게 되었다. 하지만 민족의 역할이 아직도 중요성을 잃지 않고 있는 현 세계체제의 현실을 고려해 볼 때 스포츠 민족주의에 반드시 부정적 요소만 존재한다고 볼 수는 없다. Modern nation states are regared as an imaginary community. Their bases are common cultures which are shared by the members of the nation states. Modern sports is one of the central parts of this common culture. This article examines the role of sports in the process of modern nation state building. Originally sports had been used as an cement between the old aristocrats and the emerging bourgeois. But soon, with the development of Imperialism and the advent of the competition among nation states, sports became the means to forge the nationalism in the minds of the members of the nation states. To make this role possible, there emerged various spectator sports and mass media dealt with these sports events extensively. The nations formed by this process were basically bourgeois nations. With the union of sports and the nations, the meaning of sports as a healthy leisure time activity has been jeopardized irrecoverably. However in this world system where nations still has enormous importance, there exists at l ast some positive function in sports nationalism.

Untreated massive hemoptysis, especially in patients with tuberculous-destroyed lung, is a serious complication resulting in considerable morbidity and mortality. We report a case of a patient who had active tuberculosis and a destroyed left lung with massive bleeding. He was transferred to our clinic with intubation of a right-sided Robertshaw double lumen tube and right upper lobe collapse likely due to tube malposition that was presented on chest X-ray. Because hemoptysis had persisted after bronchial arterial embolizaton, we replaced the double lumen tube with a conventional endotracheal tube and inserted an endobronchial blocker into the left main bronchus through an endotracheal tube guided by bronchoscopy to prevent aspiration of blood into the right lung. Left pneumonectomy was performed and hemotpysis was ceased. We suggest that the use of an endobronchial blocker followed by surgery may be a safe and effective modality of treatment in patients with persistent bleeding after bronchial arterial embolization.

한국 텔레비전 사극에 드러난 한국인의 자기관념 변화

2000년대 이후 우리 텔레비전의 사극은 이전의 사극과 다른 독특한 모습을 보여주기 시작했다. 그 변화는 사극에서 허구성이 강화된 것과, 시대나 소재의 면에서 과거의 사극에서 다루어지지 않던 요소들이 많이 다뤄지기 시작했다는 것으로 요약될 수 있다. 이런 변화는 여러가지 요인과 함께 당시 우리 사회 구성원들 사이에서 전통적인 민족에 대한 관념, 즉 평화지향적이고 수동적인 민족의 관념이 거부되고 공격적이고 적극적인 민족의 관념이 대두한 것과 연결된 것으로 파악된다. 그리고 이런 민족 관념의 직접적 변화 요인으로는 2002년 월드컵에서의 성과를 꼽을 수 있지만 그 배후에는 우리 사회의 경제적 성공과, 민족의 자주성을 강조하는 정권의 등장, 젊은 세대의 의식 변화와 같은 복합적 요인이 존재하는 것으로 보인다. 결국 2000년대 이후 사극의 경향은 젊은 세대의 자신감에 기반을 둔 변화된 민족 관념에 대한 욕망이 투사된 결과라는 것이다. 하지만 이처럼 변화된 자기 관념은 IMF 환란이라는 패배의 경험과도 함께 결부되어 있었다는 점에서 일정한 왜곡을 지니고 있는 것이었으며, 이런 비틀린 자기 관념은 2007년 대선에서 파시즘적 성격을 지닌 대통령의 당선을 낳기도 했다. 반면 2008년의 경제위기와 함께 이 비틀린 자기 관념에 대한 반성이 제기되면서 2010년대 이후 다시 사극은 정통적인 틀에 좀 더 가까운 형태로 회귀하게 되었다. The historical dramas which had been aired in Korean TV in the middle of the 2000s showed that the older conception of the Korean nation as peace-oriented, passive and inner-oriented changed dramatically in the minds of Korean people. The newly emerged conception of the Korean nation in this period was more outer-oriented and expansive one. To express this new conception historical dramas gave up the plots which were based on the official history. The producers of new historical dramas encouraged the writers of them to use their imagination more freely when they made historical dramas. The result of it was new forms of historical dramas i.e. so called faction dramas. Extending the time stages of them beyond the scope of Chosun Dynasty was one of the means to overcome the burden of the official history. Sometimes it even resulted in pure fantasies like < Great King's Story >. The underlying element of this change was the self confidence of Korean people cultivated by the economic success of Korea since 1960s. But there also was a reactionary element to the outer force which had overwhelming power over the Korean society like international speculative capital and the political and military power of America which was directly felt by Korean people during the economic crisis of Korea in the late 1990s. Consequently the new conception of Korean nation had to have some distortion in it. The distorted combination of the self-confidence and the feelings of defeat made them to be captivated by the candidate who promised to build a economically strong nation in the presidential election in 2007.

미국의 공적변호제도(公的辯護制度) 및 그 도입가능성(導入可能性) (2)

미국의 국선변호제도는 公的費用(연방이나 주, 카운티 정부의 비용)으로 변호를 제공한다는 의미에서 公的辯護制度라고 부를 수 있고, ① 법원은 개별사건마다 변호인을 지정하는 법원선임변호인 제도 ② 정부의 한 부서로 변호인 조직을 두고 국선변호를 전담시키는 퍼블릭디펜더 제도 ③ 정부가 소수의 개업변호사 또는 법률회사와 공적변호계약을 맺는 계약변호인 제도로 나눌 수 있다. 1996년 현재 미국의 주법원에서 처리되는 중죄사건 중 82%가 공적변호를 받고 있고, 그 공적변호사건 중 83%를 퍼블릭디펜더가 변호하고 있다. 퍼블릭디펜더 조직은 관할구역내의 검찰청 조직에 대응하고(소속 변호사의 숫자 및 사무소 운영예산이 검사의 숫자 및 검찰청 예산의 50% 이상인 곳도 있음), 소속 변호사는 같은 경력의 검사와 대등한 보수 및 처우를 받는다. 영국이나 캐나다도 최근 퍼블릭디펜더 제도를 도입하여 시행 또는 시범실시 중이다. 우리나라 국선변호의 질적 향상을 도모하기 위해서는 국선변호료를 변호활동에 상응하게 체계화·현실화할 필요가 있을 뿐 아니라, 적은 예산을 효율적으로 활용하면서 국선변호의 질적 수준을 획기적으로 높일 수 있는 퍼블릭디펜더 제도의 도입도 신중하게 검토하여 볼 필요가 있다.
