        국제개발협력을 위한 아시아인프라투자은행(AIIB) 사업추진 방향 연구

        AIIB(Asian Infrastructure Investment Bank) was established in 2016 with the aim of fostering sustainable economic development, creating wealth and improving infrastructure connectivity in Asia by investing in infrastructure and other productive sectors. This study forecasts the future direction of AIIB s business through review of AIIB’s business plan, sectoral strategy, infrastructure demand, and MDB’s private sector support policy. The main results of this study are as follows. First, according to the annual project plan, the proportion of self-conducting projects in the co-financing projects so far will increase, and the scale of support for private projects will gradually increase by increasing the proportion of non-sovereign financing. Second, depending on the sector-specific strategy, future investments are expected to concentrate on expanding power supply networks, improving energy access, supplying public housing, developing new towns and industrial complexes, and expanding road and rail networks. Third, it is expected that private sector s participation in the infrastructure development market will be promoted as a way to solve the infrastructure supply limitation by public funding.

        토지적성평가 평가지표 및 평가방법 개선방안 연구

        TypeⅡ of Land Suitability Assessment(LSAⅡ) lacks the distinction performance caused by its inclination to development suitability so that it is necessary to adjust LSAⅡ to LSAⅠ. This study aims to improve the assessment criteria and method based on the literature surveys and the experts questionnaire, and to test the effectiveness of the improvement using the simulation method. The improvement of the assessment criteria consisted of adding the conservation criteria, reducing the range of public facility, and changing some of the existing criteria such as the ratio of ecologically high graded area and the ratio of readjusted arable land. The upgraded assessment methods included the reflection of resistance factor to distance measurement, the adjustment of minimum values in the assessment criteria, and the modification of class boundary values. As a result of simulation on some municipalities, the area of conservation-suitable and medium class by this study’s improvement increased drastically compared with the result by the existing one, while the area of development-suitable class decreases significantly. The spatial distribution by the improved LSAⅡ was more similar to one of LSAⅠ which was used to subdivide Management Zone than the existing LSAⅡ. These results imply that the improvement can enhance the application performance of LSAⅡ.

        한중협력 도시개발사업을 위한 유망도시군 분류 및 사업모델 개발

        This study aims to classify the groups of promising cities of China for proposing the models of urban development cooperative projects between Korea and China. Firstly, provinces of favoral economic condition were selected. 2nd and 3rd tier-cities in these provinces were taken for the classifying the groups of cities. Two cities, Chongqing and Wuhan, were finally selected as a case study according to the economic indicators and the possibility of cooperation. Secondly, by surveying the conditions of these cities and benchmarking the cases of urban development projects between china and foreign governments, the directions and implications for the development were derived. Finally, based on the results of the above analysis, the cooperative business model of urban development as to Wuhan and Chongqing was proposed. In this model, the step-by-step for the development of the urban complex and the construction plans for the eco-friendly infrastructure turned out to be major factors for the success.

        유사목적 지역ㆍ지구의 정비방안에 관한 연구

        This study presented a concept of overlapped zoning regulations among the zones with similar purposes. An in-depth analysis has been conducted for the ecological and water resource protection zones. In addition, a plan for rearranging zones with similar purposes was prepared based on the investigations into the situations of overlapped zoning designations, the similarities of deed restrictions, and the opinions of the proper authorities. Major findings of the study were presented as follows. First, most extensively overlapped were both the national park and the Great Baekdu Mountain Range protection area and the discharge facilities installation limit area, the pollution control area and the nature preservation area. In addition, topographical alteration, quarrying and construction works have been prohibited from the ecological protection zones. Regulations have also been enforced to prevent construction works in the water protection zones. Finally, the marsh preservation area was rearranged to a certain extent when the ecology scene preservation area and the marsh preservation area were partially overlaid. The discharge facilities installation limit area were spatially adjusted or lifted if it was overlapped with either the water resource protection area or the riverside area.

        낙후지역의 성장잠재력 지표개발을 통한 지역특성 분석

        The purpose of this study is to develop the indicators for evaluating growth potential in underdeveloped regions and to analyze the regional characteristics by the types of the growth potential. Based on the literature review and the experts survey, we selected 10 indicators in 5 categories(population, economy, industry, infrastructure, society). Then, by applying these indicators, we classified 85 regions into 3 types by the growth potential and reviewed the characteristics. The regions which fell into the top 30% of growth potential had superior financial status and regional productivity. Meanwhile, the lowest 30% regions showed low growth potential such as the population decrease, unsound finance, low productivity, and insufficient tourism facilities and college students. These findings would be applied usefully in establishing the development strategy of the regions based on their characteristics.

        환경보호 및 개발 목적 지역·지구의 입지적 영향에 관한 연구

        The differently purposed zones that tend to be designated through separate administrative procedures may have a negative influence mutually. This study aims to analyse the current status of land use regulation zones which have different purposes, and to examine the effect of the zones for land development closely located to the environmental purposed zones. The analysis of differently purposed zones is carried out on Gwangju-si, Yongin-si where some negative relationship among nearly located inconsistent zones is expected. As a result, the development according to the designation of zones for land development had a negative impact on the environmental quality of the river and lake which are designated Water Resource Protection Area or Waterside Area. The impact by land development varied depending on the development type. The impact by land development varied depending on the specific locations in the basin around the water. The nearer the water quality measuring point was to the development site, the more water quality was inclined to deteriorate.

        지방중소도시의 실태 및 지역개발정책에 관한 연구

        Small and medium-sized cities charge an important role in provincial areas which help to strengthen the competitiveness. In spite of efforts to keeping the balance between Seoul Metropolitan Area(SMA) and provinces, there has not yet been any significant effects. Because, there are lots of problems such as insufficient consideration of local conditions, uniform contents of projects and complaints of regions. Therefore, improvement of current systems is significant object to vitalize small and medium-sized cities. This study focused on the comparison of the small and medium-sized cities located in SMA and provinces. And we classified those cities through cluster analysis and drew up a plan for improvement of current system. The findings from analyses were as follows : First, the unbalance between SMA and provinces were getting worse in the demographic and financial aspects. Especially, the provincial small and medium-sized cities which have population less than 300,000 were faced with serious decrease of the population and an aging society. Second, cluster analysis of those cities revealed that most of small and medium-sized cities were fallen into such groups with shortage of the infrastructure, low economic self-sufficiency and weak infrastructure to growth. Finally, regional development policies include dissatisfaction to solve the fundamental problem of small and medium-sized cities due to the lack of linkage between policies decentralized public investment, and so on. The findings in this study suggests the need for integration of regional development policies and improvement of the current support system to vitalize small and medium-sized cities.

        도시재생사업 모니터링을 위한 지표의 개발과 적용

        This study develops quantitative indicators of monitoring stages that can measure the effects of urban regeneration projects, suggests ways to apply them to priority regions, and suggests future policy directions. To this end, we developed the urban regeneration monitoring indicator and applied it to 13 priority regions. The conclusion of this study are as follows. First, based on domestic·overseas case studies and selection criteria, we developed social, economic and physical indicators. Second, it is applied to 13 priority regions for the resident population of the social aspect, the card sales of the economic aspect, and the number of building permission of the physical aspect. Third, the resident population, card sales, number of building permission were used to derive regional trends and characteristics of the indicators according to time series. The limitation of this study is that only the change of the monitoring indicators were analyzed and it did not reflect actual project progress status. Therefore, it is possible to obtain meaningful results by comparing the budget input amount according to the progress of the urban regeneration project

        MB정부의 토지규제개선 추진실적 및 성과에 관한 연구

        The incumbent administration has been performing a number of regulation reforms throughout the whole national system, one of which was to reform land use regulations for enhancing the competitiveness and the territorial quality of our country. The study intended to assess the achievements and performance outcomes of the reform drive through examining the whole process and relevant petitions. The Presidential Council on Nation Competitiveness has brought forth 136 out of about 1,300 tasks examined for the land use regulation reforms through 24 meetings since its launch. It has also made an attempt to improve the regulatory system by receiving 263 petitions related to land use regulations that were faced by business people, residents and other stakeholders. One achievements of its institutional reforms was to make better overall administrative procedure that was connected with land use controls; however, other institutional reforms such as revising relevant laws and rules was not properly accomplished in time due to difficulty in the legislation procedure and the problems inherent in the institutional system itself and so on. In order to achieve higher national competitiveness and territorial quality, the land use regulation reforms should take short-term and mid and long-term perspectives into consideration. It is necessary to resolve simple petitions and reform the legal procedure in the short run; on the other hand, it is vital to make land use regulations pragmatic and rational in the long run. This research concentrated on the short-term performance assessment of the land use deregulations; the mid and long-term performance assessment, however, needs to be conducted in terms of social and economic effects through the regulation reforms.

        도시개발 여건을 고려한 울란바타르 건설사업 참여방안

        본 논문은 최근 지속적인 경제성장을 보이고 있는 몽골의 수도 울란바타르시를 대상으로 개발여건 검토와 이를 바탕으로 현지 실정을 고려한 효과적인 도시개발사업 참여방안을 제시하였다. 연구결과, 첫째, 몽골의 경우, 구리 금 등 풍부한 지하자원과 높은 교육수준이 장점인 반면, 도로 철도 등 기반시설 미비와 인구 260만명의 협소한 내수시장이 단점으로 나타났다. 울란바타르시는 지속적 인구유입으로 향후 개발압력이 높을 것으로 예상되는 한편, 도로, 상 하수도, 전력, 난방 등 기반시설의 개선 또한 시급한 것으로 나타났다. 둘째, 몽골의 토지제도를 분석한 결과, 몽골의 토지권리는 소유권 및 임차권, 사용권이 공존하고 있는 상황이며, 이에 따른 권리에 차이가 있었다. 셋째, 몽골에 진출한 우리나라 개발사업자의 사업방식을 검토하고, 이를 토대로 울란바타르시 개발사업에 참여하기 위한 현실적 방안으로서 부지조성 후 토지분양 방식과 부지조성 및 건축 후 직접분양 방식을 구체적으로 제시하였다. 더불어 사업참여시 고려해야 할 사항으로서 토지매각 가능성 제고와 수익성 확보를 위한 적정 매각가격 책정, 수익성 토지의 적정 매수자 발굴, 몽골 정부의 지분투자 및 원리금 지급보증, 몽골주택금융공사를 통한 분양안정성 확보 등을 제시하였다. The efficient business scheme were suggested with the consideration of the local development condition at Ulaanbaatar. Major findings of the study were presented as follows. First, high level of education and the underground resources are presented as the merits of Mongolia. On the other side, the defects are limited domestic demands of 2.6 millions of population and the insufficiency of the infrastructure. The improvement of the infrastructures like roads, water & sewage, electric power, and heating is urgent while the development pressure of Ulaanbaatar is expected to be high due to the continuous inflow of population. Secondly, the Mongolian land system consists of the right of ownership, lease and use, therefore there are some differences among the right of land. Thirdly, definite business scheme to sell land in lots and to sell buildings in lots are suggested which are actual methods to participate in the development project in Ulaanbaatar. Moreover, enhancing the possibility to sell the lands, fixing the proper sale price to secure the profit, finding the proper buyer for the profitable lands, investing of quota and guaranteeing of granting the principal and interest by the Mongolian government, etc. are presented as consideration when participate in projects.
