대도시 도심교통문제의 개선을 위한 가로망체계의 개편방안에 관한 연구

In line with the continued growth of car ownership, the traffic problems in central area of metropoles such as Seoul would become increasingly degraded. comparing with most western cities, the problems in Seoul are characterized by the improportionately high rates of intersection delay, station congestion, traffic accidents caused by weaving conflicts and pedestrian congestion. It is caused by the lack of flexibility I street network, which is prerequisite for upholding the efficacy of traffic management and control, resulted from the simplicity of network graph in terms of connectivity, street density and distribution by width. This pattern has been resulted from the prolonged policy pursuing the street-widening of the nagging bottleneck in such a short period since the 1950s, comparing that most western cities had undergone over several centuries an age of horse-and-vehicle transportation. In order to improve the expected traffic problems in central area over the coming periods of motorization, it is imperative to restructure the street network in Central Seoul so that the efficacy of traffic management and control may be operative. Based upon the long-range planning the street network should be restructured by stages so that cenral traffic may be controled by one-way operation and most through-traffic be detoured around fringe area.
우리나라 고속도로의 기하특성과 교통사고발생률과의 상호관계에 관한 연구

Since the expressway was first opened in 1968 there has been continued demand for constructing new lines of expressway, and thus it amounts to 1,420.5km in total length as of 1984. As the expressway becomes to take up more important role in our country facing motorization traffic accidents have become more of social issues, although its accident rates are relatively low compared to those on general highways in Korea, which is among the highest in the world. The purpose of the study is to investigate the correlation between the traffic accident rates on the expressway and their geometric characteristics based upon 1982 data. In order to extract the correlationship among them on as much disaggregate basis, the study has carried out the analysis on the primary data aggregated on the 100 meter intervals. One of the important findings was, among others, the design criteria of the expressway should be reconsidered with respect to the radius of the curve, superelevation, climbing lane, composed gradients, interchange facilities, tunnels and so on.

Development of para-transit is imminent in modern metropolis which are galloping toward motorization. Compared with other already industrialize countries, our metropolis can take a vantage of late starter in coping with urban transportation problem. Our metropolis are still heavily relying on public and/or pare-transit in modal split. Current government policy toward taxi-cab, however, seems to contradict with the objective of developing para-transit. If it is not adequately developed, the middle-class people of higher income would have no other option than having their own auto as already been observed. It will centainly accelerate our motorization process so that we follow the model of industrialized countries, and their problems too. Insisting that our transport policy should be drastically reformulated in favor of paratransit in addition to public transit, this study reappraise current policy on taxi-cab with respect to fare, prohibition of shared-ride, and other regulatory measures and propose and management model for taxi fare and operating policy in metropolis.

한국과학기술단체 총연합회는 11월16일 학술원 대회의실에서 「신정부 과학기술정책의 나아갈 길」이라는 주제로 과학기술정책포럼을 열고 관련전문가들로부터 분야별 시책을 진단해보았다. 김기형초대과기처장관을 비롯 1백여명의 과총회원 단체장들이 참석한 가운데 열린 이날 포럼에는 진해술과기처 기술신흥국장, 신길식경제기획원 산업4과장 등 정부부처 관계관들도 참석, 토론자들과 열띤 토론을 벌였다. 이날 토론 과정에서 경제기획원 신길식산업4과장은 「정부의 과학시상제도의 통폐합시도는 재고되어야 한다」는 이은웅 서울대 명예교수와 박택규 건국대 이과대학장의 주장에 대하여 「26년의 전통을 이어오고 있는 대한민국과학 기술상이 다른 상과 통폐합되지 않도록 정부최고위층에 적극 건의하겠다」고 약속하는 등 구체적이며 실질적인 정책대안이 교환되었다.
