이 글의 목적은 아렌트의 정치사유에서 시민개념을 구성하고 그 관점에서 대학 시민교육의 현실을 분석하고 개선방향을 제시하는데 있다. 아렌트의 정치사유에서 인간이 된다는 것은 공적 영역에서 말과 행위를 통해 공적 문제를 해결하는 정치적 주체 곧 시민이 된다는 것을 의미한다. 아렌트는 ‘좋은 인간이 곧 좋은 시민이다’라는 아리스토텔레스와 소로의 테제를 비판하며 좋은 시민의 조건으로 사유하는 능력과 타자의 입장에서 생각하는 능력을 제시한다. 시민은 비판적이고 자율적인 사유-판단-행위-책임의 주체인 것이다. 대부분의 대학들이 교육목적, 인재상, 역량설계에서 지역시민성, 세계시민성을 강조하지만, 시민교육은 불충분하며 개선이 필요하다. 아렌트의 관점에서 인격의 실현과 좋은 사회를 만드는 초석인 ‘시민교육’ 교과목이 개설되어야한다. 시민교육의 교육방법론으로 토론형 수업이 중요하며 학교시민성 교육의 강화와 학교의 학사 및 주요정책 결정과정의 참여가 보장되어야 한다. 정치적 책임과 공동체적 가치를 중시하는 다양한 교과목의 개설 및 실천 프로그램들이 체계적으로 운영되어야 한다. The purpose of this article is to construct the concept of citizenship from Arendt's political thoughts, to analyze the reality of university citizenship education from that point of view, and to suggest directions for improvement. In Arendt's political thoughts, to be human means to be citizen as a political agent who solves public problems through words and actions in the public sphere. Arendt criticizes the thesis of Aristotle and Thoreau that 'a good man is a good citizen' and presents the ability to think and the ability to think from the perspective of others as a condition of a good citizen. Citizens are subjects of critical and autonomous thinking, judgment, action and responsibility. At universities local and global citizenship is emphasized when designing educational purposes, concepts of talent, and competency. Nevertheless, citizenship education is insufficient and needs to be improved. From Arendt's point of view, the subject of ‘Citizen Education’ should be opened so that it can serve as a cornerstone for the realization of personality and a good society. Discussion-oriented classes are important as an educational method for citizenship education. In addition, school citizenship education should be strengthened and the participation of students in policy-making processes must be guaranteed. Subjects and practice programs that are oriented toward political responsibility and community values should be operated systematically.
