지난 3월 25일 제5회 한국로지스틱스 대상 수상식에서 건설교통부 물류혁신본부는 국가 물류혁신에 기여한 공을 인정 받아 대상을 수상했다. 건설교통부 물류혁신본부(본부장 이성권)는 지난해 9월 발족 이후 건교부가 주로 담당해온 물류인프라의 확충 등 하드웨어적인 시책뿐 아니라, 물류산업 육성, 물류인력 양성 등 소프트웨어적인 시책을 집중적으로 추진, 국제 · 국내 물류, 민 · 관 · 학 분야를 포괄하는 물류 경쟁력 향상을 위한 종합적 지원업무를 수행하고 있다. 특히 물류혁신본부는 물류기업 경쟁력 향상과 제3자 물류 활성화 대책의 일환으로 종합물류기업인증제를 도입, 본격적인 시행에 들어갔으며 현재 부처별로 분산되어 있는 물류정책을 통합조정하기 위하여 물류정책기본법, 물류시설법 제정을 추진 중에 있다. 물류혁신본부의 수장인 이성권 물류혁신본부장은 지난 4월 7일 대한상공회의소가 주최한 조찬간담회에 연사로 참석하여 '물류 경쟁력 강화를 위한 정부 정책방향'이라는 주제로 발표하였다. 이에 그 내용을 요약 게재한다.

A LRT(Light Rail Transit) is one of the Future Urban Railway Development Project. The project's goal is to reduce a transportation congestion in the center of the city. New transportation is intensely required in order to overcome a limit of the ground transportation that is the existing public transportation, A LRT(Light Rail Transit) construction project to be based on an unmanned driving system is the large composition system that a vehicle, a signal, communication, electric, track etc. were organically integrated as echo-friendly urban transportation systems. It also put a huge budget, which is a large-scale infrastructure projects. It is international trend that Light Rail Transit projects apply a technique in System Engineering for a schedule, cost, quality elevations, and to approach in viewpoints of life-cycle from initial construction steps to operation, abolition. This paper intends to analyze RAM requirements taking into consideration ISO/IEC 15288 throughout life-cycle from concept, design, manufacture, operation and maintenance to the final phase, decommissioning, and the study seeks to suggest directions of efficient use to domestic LRT projects.

4호선 VVVF 전동차가 교류구간(AC) 운행 중 견인 및 제동 시에 충격이 일부 차량 및 차호에 한정되지 않고 불규칙하게 발생되고 있다. 이 현상 결과가 열차종합정보장치(TGIS)에 고장정보가 현시되지 않아서 차량 검수 시 원인 소멸로 인해 차량의 유지보수 업무에 많은 어려움이 있다. 이에 대한 원인을 분석 규명하고자 운행 중 전차선 전압과 차량의 주회로 측정, 전자제어장치(EC)내 카드 회로의 특성 및 입출력 전압 특성과 각 장치 간 인터페이스 부문을 측정하였다. 그 원인이 상기와 같은 다각적 방면으로 면밀히 분석한 결과 전차선 전압이 공칭전압보다 높게 인식되어 나타나는 것으로 나타났다. 이와 관련된 시스템의 기술적 분석과 전차선 전압 특성 등을 고려하여 문제점을 해결하고자 한다. The impact on VVVF Rolling Stock of Line 4 has randomly been occurring when it is traveling (motoring and braking) is applied regardless of vehicle's kind, but this impact log data is not shown on TGIS(Train General Information System), so it is very difficult to identify the cause of this phenomenon for maintenance. In order to analyze and identify the cause of this irregular impact on vehicle, various conditions were investigated such as the voltage of power line and main circuit in vehicle, the characteristics of cards inside the EC(Electric Control), the voltage characteristics of input/output, and the interface between various devices. As the cause has been analyzed in varieties of angles as above and after the elaborate review, the problem is on the incorrect voltage identification in vehicle which the voltage of power line identifies higher than the nominal voltage. Therefore, the problem will be solved through the given combination of the technical analysis and the characteristics of power line.

Because LRT project is large infrastructure projects investing enormous budget and required continuous maintenance after construction, it is the global trend to perform business in terms of life-cycle from the initial construction, operation to disposal. It is very important LRT to manage interfaces efficiently and to integrate vehicle, civil, track, electricity, communications, signals, operations, facilities organically. Global companies of the railway developed countries including Europe are getting orders a large rail project and preempting the world market based on engineering technology. But, domestic LRT systems engineering is the subcontracting level to the lack of practical skills and experience. Thus, technology securement is very urgent for the independence of systems engineering technology and overseas advance based turnkey. In this paper, we are going to study applicable systems engineering technology focusing on LRT system based on international standard ISO/IEC 15288.
전하결합소자(CCD : Charge-Coupled Device) 카메라를 이용한 판타그라프 습판마모 자동측정 및 관리방안 연구

The Advanced countries including Japan, USA and European countries are adopting automatic system(e.g., auto-measurement using CCD camera) for measuring pantograph sliding plate and wheel abrasion to minimize manpower for E.M.U(Electric Multiple Unit) inspection and maintenance as part of management rationalization of railroad Corporation since late 1980"s. In Korea, as part of scheme of business rationalization, automatic system for measuring pantograph sliding plate and wheel abrasion started to draw industry attention since late 1990s, and the system started to be installed in newly built depots of Korea Railroad Corporation since 2002. This study hopefully provides the base for realizing business rationalization and applying the advanced technology developed by Korea, the country of powerful IT basis, to overseas railroad organizations by examining automatic system for measuring pantograph sliding plate abrasion using existing CCD cameras produced domestically and in foreign countries to study cases(organizations in Korea) for improvement of measurement, management and inspection of pantograph sliding plate abrasion using CCD cameras with new cutting-edge technology; and by applying the study result to railroad organizations in metropolitan areas in Korea.
장소성을 활용한 도시구조와 기념비적 건축의 상관관계에 대한 연구

Korean cities were indiscriminately developed due to rapid urbanization, and most of the place, specificity, and historicality of each region were ignored, and the city was designed in a fragmentary way, looking at social problems and economics at the time. In order to read the context of the region"s placeability and surroundings and form a relationship, the correlation between urban structure and monumental architecture is analyzed. Through theoretical consideration, the definition and background of placeability and monumental architecture can be identified, and case analysis can be performed based on theoretical consideration.
판타그라프 습판마모의 머신비젼 측정에서 우천시 발생하는 영상의 노이즈 제거 방법에 관한 연구

Pantograph sliding plate abrasion auto-detect system, one of the electric rail car auto-detecting devices, is a system that decides how much abrasion and when to replace without an inspector physically looking at the abrasion on the wet plate using machine vision, a cutting-edge technology. This paper covers the cause of deteriorating reliability that affects pantograph wet plate edge detection due to noise added to the video when it rains. In order to remove such noise, problems should be checked through Smoothing, Averaging mask and Median filter using filtering technique and stable edge detection without being affected by noise should be induced in video measurement used in machine vision technology.

The highest priority for passenger safety should be system performance guarantee in LRT(Light Rail Transit) based on a fully-automated manless metro system. In order to realize spotless manless automatic operating system through system performance guarantee, the role of SE(Systems Engineering) is of utmost importance. Currently, SE initiatives for local LRT projects are not cost-effective and heavily dependent on overseas firms due mostly to the lack of knowledge and experience in SE. This paper aims to review the appropriateness of cases of SE implementation on the basis of LRT projects either in progress or in the introduction stage to local market by examining, comparing and analyzing the applied cases.
