호남고속철도구간에 부설되는 테스트베드는 400km/h 급 고속차량의 운행에 적합하도록 개발된 인프라의 핵심기술을 실열차 운행시 성능평가를 통하여 실용화 기반을 구축하기 위한 것으로 2014 년까지 구축될 예정이다. 테스트베드에는 국가연구개발사업으로 개발 중인 환경소음 저감장치(방음벽 상단장치, 흡음블럭), 전차선로 시스템의 개발품과 이의 성능을 측정하기 위한 계측시스템, 그리고 400km/h 이상의 고속대역에서 노반, 궤도, 교량의 성능을 평가하기 위한 모니터링시스템이 설치된다. 본 실행계획은 테스트베드를 구축하기 위한 액션플랜으로‘400km/h 급 고속철도 인프라 시범기술 개발’과제에서 수행되었다. 이 과제는 한국철도기술연구원을 주관기관으로 2010 년 12 월 착수하여 2014 년 10 월 종료 예정이며 현재는 3 차년도 과제가 진행 중에 있다.
