본 논문은 세종시 측지 VLBI 시스템 전파잡음 측정결과를 요약한 자료이다. 전파잡음 측정 실험은 안테나 사이트 주변에서 실시하였으며, 측지 VLBI 22m 안테나와 스펙트럼 분석기를 활용하여 진행하였다. 측정 주파수 대역은 2.2~2.4 GHz으로 측지 VLBI 관측대역 중 S 밴드를 포함하였다. 앙각은 7도로 고정하였고, 방위각은 30도 단위로 회전하여 전 방향에서 관측되는 측정 주파수 대역의 신호 세기를 측정하였다. This document gave a summary of RFI measurement of Geodetic VLBI system in Sejong. An experiment of measuring RFI was performed around the antenna site, This test was carried out using VLBI 22m antenna and a spectrum analyzer. Bandwidth of measurement frequency is 2.2-2.4 GHz included in S band. Elevation angle is fixed on the 7°, azimuth angle changed the direction per 30°, measured the intensity of signal of frequency band in all directions.

국토지리정보원은 측지 VLBI 도입을 위해 ‘측지VLBI 관측계획 수립(장관방침, ’01.7.19)‘, ’측지VLBI 구축 기본계획 수립(원장방침, ‘06.4.12)‘, 실시설계 용역수행(’06.5∼‘07.5), VLBI 시스템 구축 ? 개발(’08∼‘12) 사업을 수행하였으며, ’12년 6월 VLBI 구축사업을 완료하였다. 국토지리정보원은 측지 VLBI 관측국 부지를 세종특별자치시로 선정하였고 관측국명을 우주측지관측센터로 명명하였다. 본 논문에서는 우주측지관측센터에서 수행한 국내 최초의 측지 VLBI 시험관측 결과, 국제 VLBI 기구(IVS; International VLBI Services for Geodesy and Astronomy)가입추진, VLBI 장비 최적화를 위한 5차례의 한일 시험관측 결과분석을 통한 조치사항 및 VLBI 국제 공동 관측계획에 대한 내용을 포함한다. The Korea Geodetic VLBI has been constructed by National Geographic Information Institute (NGII) according to the ‘Geodetic VLBI Observation plan(Minister policy, 2006)’, ‘Planning for Geodetic VLBI system(NGII’s General director policy, 2006)’, ‘VLBI final design project(2006)’, ‘Developing and Manufacturing VLBI system(2008~2012)’. The Sejong station is the 1st geodetic VLBI station in the Republic of Korea, which is dedicated to geodetic purposes only. The station is located about 120 km south of Seoul at longitude 127°18′12″, latitude 36°31′12″, and height 153 meters in the middle of Sejong city that serves as a new administrative capital. This report includes 1) becoming an official member of the International VLBI services (IVS), 2) VLBI test observations carried out with the Tskuba 34m antenna of GSI in Japan, 3) International VLBI observation plan.

Picture activity represents human being's thought and feelings through pictorial molding factor. The pictorial representation of elementary school pupils can not be generally depended upon a certain rule or goal, because it is on the unspecialized stage. The children's expressing action is to represent in the concrete and original idea through their self-expression. Teachers should lead to ovoid an imaginary picture as well as their exaction or imitation and also strive to be represented the imagination by the pupils themselves frankly and boldly. To do so, teachers should; 1. Understand their pupils well To understand their pupils well means that they should be reading their children's psychological and molding development process. 2. Try to be made self-expression by their pupils without feeling of uneasiness, and freely. 3. Bring-up the children's independent and creative spirit through picturing.

The meaning of appreciation is to find the good and beauty of ant work and nature. And it is the activity which understand them. Generally, when we explain the appreciation as a concept by expression, the expression is the plastic expression of passion and feeling of himself. Whereas appreciation is to represent the feeling with the objects, and also it is the activity to format aesthetic consciousness spirits which place a value on the appreciation. In this sense, if the expression is the external creation activity, the appreciation would be the internal creation activity. In art education, the teaching of appreciation is important activity with practice of making.

I presuppose that 'deucation' is an ativity to satisfy human being's innate drives in some cases, to supress them in other cases, and to develop human being desiraly. I also suppose that 'art-deucation' is an educational activity to satisfy human being's innate drives of formation, creation,, decoration and self-assertion, to stabilize human emotions, and to sublimate them for the sake of his whole personality development or self-actualization. And I think that the art-education is aimed at refining pupils' emotions through aesthetic experiences, satiffying their drives, instincts and interests properly, enhancing their creative thoughts or imaginations, cultivating their incividualities, and helping them develop their intellectualities, emotionalities and socialities. And I understand the contemporary problems of art-education not in terms of the instruction of a discipline but in terms of the artistic activities coming to humanization. On theses assumptions, I studied the historical transition of the problems according to the change of educational thoughts, and compared the objectives and contents of elementary art-education in Korea with them in Japan.
