        공공부문의 ICT투자와 생산성 연구: 이해와 제언

        The advent and diffusion of the information age has fundamentally changed policy environment. resulting in the dramatic changes in the structure and functions of government policy systems. At the center of such changes lies government informatization. Although tons of money has been poured into government informatization, a major problem is the lack of systematic evaluation of IT-related policies or programs in the public sector. We, thus. have little idea whether the expected effects of IT-related programs have been achieved as investment has grown. One of such effects is the increasing productivity in the public sector. The relationship between IT investment and government productivity will continue to playa central role in investment decisions on government informatization. Under the circumstances, this study attempts to examine a set of major and thorny issues (e.g.. conceptualization, measurement. causal links, consideration of confounding factors etc.) in examining how and to what extent IT investment is related to government productivity.

        정책평가모형 및 방법론에 대한 이론적 재음미

        Despite the importance of land policy. its evaluation has not been systematically conducted. That is. systematic evaluations which focus on goal achievability, analyzing causality between means and end have been often neglected. Policy failures thus have been little explained. Consequently, evaluations simply based on a few indicators undermined the validity of evaluation results. Under the circumstances, this study addresses the following question: What is a good-reliable and valid-policy evaluation for land policy? To this end, this study examines theoretical evaluation models and some methodological issues as a basis for systematic evaluations. Interestingly. meta analysis of existing studies in the field of land policy shows that past studies relatively lack the effort to secure validity and reliability in conducting evaluations. A case analysis once again highlighted this problem. In short, we need to develop and apply a better evaluation method for national land policy by combining qualitative and quantitative methods and referring to principles of evaluation and evaluation designs. This effort expects to contribute to improving the overall quality of land development and management at the national level. Although this study is in nature descriptive and based on partial analysis by utilizing secondary data, it is expected to provide a theoretical framework for enhancing internal validity in evaluations of land policy.

        평가 종합(evaluation synthesis)의 논리와 기준

          The current changing environment in evaluation initiated by the advent of knowledge-based society and the use of top-down allocation of resources in Korea leads to changes in the way evaluation is conducted. In the Korean government, such changes trigger the beginning of self-evaluation, that is, government programs d/r policies are evaluated by government organizations (e.g., ministries or agencies) in charge of them. To control or manage the quality of self-evaluation in the central government, so-called the logic of metaevaluation can be applied, though the current way of doing it is not the exact way metaevaluation suggests. That is, results of self-evaluation(mainly in the form of evaluation reports) are monitored rather than evaluation by an upper level agency of evaluation(i.e., Committee for Government Program Evaluation). In so doing, a more practically nagging problem is little has been done to systematically sort out voluminous results of self-evaluation for meaningful utilization. This study addresses issues related to how to use results of evaluating self-evaluations, that is utilizing results of metaevaluation by examining the notion of evaluation synthesis.

        정책연구에서 생태학적 관점의 적용가능성 -하나의 예시-

        Emerging phenomena such as globalization. regionalization. And informatization have significantly affected the context of public policies in the way of increasing interdependence. complexity. competition. and convergence among policies or actors. Consequently. problem-consciousness. premises. methodologies. interpretations. or theoretical frameworks are also required to be modified for more appropriate responses. Under the circumstances. there have been increasing debates on whether existing policy theories and perspectives based on positivism and post-positivism are still relevant enough. to explain the new phenomena. Particularly. this study focuses on the gap between theory and practice. which can be in large measure caused by fragmentary research trends and the limited use of research results. In this regard. this study attempts to examine the applicability of so-called ecological perspectives. that is. to see if principles in ecosystem would be applicable to existing policy theories and/or methodologies in developing or revising them. Ecological perspectives in policy studies would enable us to have an opportunity in explaining policy phenomena in a more integrated way. This will. thus. shed light on a possibility for consilience of policy studies with other discipline. To see the empirical power of the perspective. this study compares. though partially. the ecological perspective with the advocacy coalition framework in a case of health policy(i.e.. the separation of prescribing and dispensing drugs in Korea). A few suggestions are also offered for future studies.

        협력적 거버넌스 구축 및 운영에 관한 연구

        As a way of resolving today’s social problems and delivering public services, the close cooperation of several administrative institutions is more effective than keeping strict boundaries adhering to the notion of ‘a single consumer of a single institution.’ As such, the cooperation of multiple institutions is increasingly in demand as a means of resolving problems common to several related projects. In Korea, this perspective has been driven by the ‘integrated administration’ approach since 2010. Under the circumstances, this paper attempts to analyze one of the integrated administration programs, the job creation and placement program for ex-offenders, a program in which five institutions cooperate: the Ministry of Public Administration and Security, the Ministry of Justice, the Ministry of Employment and Labor, the Rural Development Administration, and the Small and Medium Business Administration. The analysis results reveal considerable achievement of the main goals of the program. Yet the role of the Ministry of Public Administration and Security seemed to be vague, and the support of the political community (i.e., the National Assembly and political parties) as well as the President was not properly secured. Consequently, it is recommended that the Ministry of Public Administration and Security playa more positive role in the cooperation process as a mediator, and the political community including the President offer more support to this type of program.

        머리말: 정책분석평가연구와 실증주의 논쟁의 재인식

          The advent of digital society has fundamentally changed all most every aspects of human life, not to mention professional activities including academia. Most importantly, the field of policy analysis and evaluation is expected to reconsider the foundation of its very own existence. For example, the concept of knowledge has been forced to change from the co-called objective knowledge to subjectively constructed one, which is in return to affect the activities of knowledge production in the field. One unique feature of knowledge production in applied sciences like policy analysis and evaluation is to see the use of knowledge in the form of policy analysis or program evaluation. To this end, students of policy analysis and evaluation need to be self-reflective of what has been done in the field. Of most importance is whether the results of policy analysis or program evaluation are used as much as expected and, more specifically, how to increase the use, if any. In this regard, methodological solidity underlying policy analysis or evaluation is at the center of scholarly endeavor. The authors of the papers in this special symposium are all interested in reconsidering and reinterpreting the methodological foundation of policy analysis or evaluation. In so doing, they either advocate or criticize the positivistic base of policy analysis or evaluation.
