The purpose of this study is to analyze problems of popular control on public administration, to improve popular control, and to set limits on it. The activation of the input function can pre-control the government. Elections, public opinion, interest groups and citizen participation are the major apparatuses for input function, and they control the governmental processes and secure public administrative responsibility. But these apparatuses are net operating fully due to backward political and administrative practices in developing countries, especially in Korea. Therefore the focus of this thesis is on how to activate their operation. The general pre-conditions for activation of popular control are equal the pre-conditions for polyarchy. Social indoctrination, basic consultations, social pluralism, political activity, circulation of the elites and so on are the important pre-conditions for administrative control. Promotion of the consciousness of the electorates' sovereignty is most important to elections. A matter of great importance for the activation of public opinion is the neutrality of opinion leaders from the government. It is necessary for a interest group to be independant from government. Citizen participation is activated at the time when the distance between citizens and their government is narrowed. But popular control has its limits. Efficeincy and specialty of public administration conflict with popular control. Basie efficiency and responsibility stem from control by due process and cultural vitality of the entire system of institutions in the nation. So far, the method of popular control, its problems, its limits and the schemes for improvement have been summrized. All problens are mainly due to the inferiority of political development. Therefore, political and administrative culture are to be improved, especially the popular consciousness.
