This study examines the changing factors of social welfare expenditure of Boseong Gun time series analysis(1997~2002). In this analysis, the methods used descriptives and correlation analysis with standard scores. As a result, I found that the change of social welfare expenditure is population of poverty and old age, and pure welfare expenditure.
불확실성 상황에서의 의사결정 양상에 관한 실증적 연구 - 의사결정나무분석 ( Answer Tree ) 을 이용하여

본 연구는 의사결정자가 불확실성 상황의 결정에 직면하여 어떤 결정양상을 보이고 있는지를 의사결정 나무분석을 통하여 구분·확인하였다. 불확실성의 상황과 결정양상을 도출하기 위하여 의사결정이론의 관련 문헌을 검토하였으며, 이를 토대로 불확실성의 상황을 목표변수로, 결정양상을 예측변수로 설정하여 지방행정기관에 근무하고 있는 공무원들에게 다항선택식 설문지를 구성하여 조사·측정하였다. 분석결과 부분적인 정보를 가지고 있는 경우와 똑같은 성과를 가져다 주는 대안 중에서 선택에 갈등을 일으키는 불확실성의 상황이 가장 많았으며, 이에 대한 행동으로는 대안들의 잠재적인 이익과 실패가 무엇인지 비교·검토하는 양상을 보이는 것으로 구분·확인되었다. 이와 같은 연구결과는 지방행정기관의 정책결정자 및 의사결정 계층에 있는 관리직 공무원들에게 정책분석의 역량을 강화한다거나 혹은 부서 및 기관 차원에서 전문 정책분석가의 역할체제가 마련되어야 할 것으로 시사되었다. This paper focuses on identifying and classifying sources of uncertainty facing public decisionmakers. To understand the context of uncertainty this study reviews the decision-making literature. The study contains an empirical study based on a survey of public servants, with that survey containing questions concerning various aspects of decision-making, especially the uncertainty surrounding decisions. The results showed that important sources of uncertainty include a lack of information and conflict between seemingly equally attractive alternatives. Such conflicts tend to be resolved in local governments with keen attention to potential gains and losses, including those for the decisionmaker. Moreover, the results point to the need for enhancing policy analysis capabilities and including a role for professional policy analysts.
정보기술 투자와 암묵지식의 관계를 통한 암묵지식 관리에 관한 개념적 고찰

All Organizations are increasingly finding themselves in a world characterized by globalization, turbulence and complexity, paralleled with an exponential advancement in information technology (IT). Although empirical evidence indicates a lack of support for the positive economic impact of IT, we have seen that organizations increasingly invest in the new technology. As this technology is limited to the transfer of explicit knowledge, this may relegate tacit knowledge to the background, in spite of the strategic importance of tacit knowledge, hence, leading to the mismanagement of knowledge. The problem stated in this article is as follows: How does investment in, and the use of IT influence tacit knowledge and what impact does this have on the ability of organization's to create sustainable competitive advantages? The purpose of the article is to improve our understanding of the role of tacit knowledge and to reflect on and give guidance on how to handle the relationship between tacit knowledge and IT.

This paper developed the efficient method on knowledge management (KM) of public organization with get over the obstacles of communication in a learning organization. In drawing conceptual thinking or discussion of this paper, it is that can improve quality of communication through the integration of email with on organizational memories (OM). To access with an exploratory dimension on Conceptual discussion, it observed focusing with Government Knowledge Management System (GKMS), NALA21, and Government Email Center such as government knowledge management center (QKMC). And the obstacles of communication have a distant view of shared semantics and social navigation with comprehensibility. truth, trustworthiness, and appropriateness. Therefore this paper presented framework that one express a concrete practice on OM, and to draw a concrete discussion on relationship of OM and communication.
지방행정기관에 있어서 조직학습과 조직변화가 조직성과에 미치는 영향

For suggesting political issues in order to enhance the existence of organization and organization performance in the rapidly changing circumstances, this study is to verify causal model in order to examine a factors that affect to the organization change through organization learning on the subject of the general administrative public official at the local administrative body. Accordingly it is to make out basic model on organization learning and organization change with theoretical inquiry by prerequisite research and discussion. Also it is to establish organization performance as a dependent variable to establish learning absorption factor and change absorption factor as an independent variable and to establish organization learning and organization change as parameter. As for organization learning, this study is to establish their relations affecting to organization change and organization performance directly or indirectly and to examine their relations closely. The implications of this study suggests that as for the individual public official, it needs giving them chance for manifesting their experiences and know-hows from their services and making the systematization of performance incentive. It needs the execution of crisis countermeasure education and change training learning about the administrator because the supreme administrator's strong change will be preceded. For this, it needs to consist of a team with private education institutions. not public education institutions, private office workers and public officials and to present problems. Also the joint education will be paralleled for solving it. After all, the education and learning should be preceded for inducing the organization change through the organization learning. The organization will be changed when the public official did. Ultimately the enhancement of services for the nation will be realized.
