온실가스 저감을 위한 국가적 차원의 노력이 필요하게 되고 이러한 환경 문제를 해결하기 위한 일환으로 국가는 철도가 사회적·환경적으로 미치는 영향력에 대해 제고하게 되었다. 우리나라의 사회간접자본 투자는 2000년대 초반까지 도로부문에 치중하였다. 철도사업의 타당성 분석결과 경제성분석이 1이 넘는 사업이 건별로 철도가 매우 적었기 때문인데 그 이유는 도로부문의 편익항목에 의존함으로써 철도의 특성을 고려하지 않았기 때문이다. 특히 철도화물분야는 현 분석체계상에서는 철도화물 특성을 반영한 타당성 분석을 수행하기 어려운 실정이다. 본 연구는 철도사업 시행으로 인하여 도로 및 해운을 이용하는 화물의 철도로의 수단 전환으로 발생하는 편익항목을 발굴하여 2가지의 새롭게 도출된 편익항목과 4가지의 기존에 정량화하지 못한 편익 항목에 대한 정량화 방향을 제시하였다. Many countries make an steady effort to reduce the greenhouse gas and search for the solution. resently, recognizing very useful socioeconomic-ecological transportation, they give attention to railway transportation. But SOC investments of korea have been focused on the highway and road building construction until the early 2000s. because it is very fewer records than road construction project that pass the benefit-cost analysis in preliminary feasibility test. Honestly, the reason was that benefit items of road construction are almost adopted to preliminary feasibility test of rail construction. so, railway transportation`s characteristics are not reflected. especially, the field of railway logistics is not constructed in the system of preliminary feasibility test. therefore It is not performed the benefit-cost analysis in preliminary feasibility test. The purposes of this study are to figure out two benefit items, modal-shifting to railway logistics and to suggest four measuring direction of unmeasured benefit items.

The region trunk line railroad route considering regional characters is the final aim of railroad management to operators and passengers. For reflecting these aspect to make policies, The study has been performed by defining and analyzing the informations. According to the methodological and political research, First of all, The feature for demand and supply of railroad in the region trunk line railroad route is that demand aspect was excessively influenced by supply aspect. The demand sensitivity was measured very high on the supply changes. The survey, Containing the regional characters, result the railway and bus use patterns are clearly different and this feature is simiral to that of janghang and pohang district. also, In railroad case, Demand shifts from railroad to other transport sensitively. Therefore, We make some new index besides existing index, which like to management index, rate of boarding, rate of using. After that, We suggest passengers and operator's win-win alternatives.
지방간선노선의 철도이용과 활성화 방안 - 대구 · 장항선을 중심으로

호남선 인접 도시구간 철도운영 현황과 시사점 : 익산∼전주 구간 통근열차 중심으로

한국철도공사는 비수익 노선과 해당 노선의 운행 열차에 대한 폐지를 통해 수익성을 개선하고 있다. 그 일환으로 통근열차 구간이 다수 폐지되었으며 현재는 경의선과 경원선의 통근열차 노선만이 운영 중에 있다. 그러나 지역 주민들의 열차운영 요청이 여전히 존재하는 바, 이에 기존의 단순한 통근열차로서의 기능에서 한단계 더 진행하여 KTX와의 연계를 꾀할 수 있는 Local선 운영 정책이 필요하다. 본 연구에서는 전체적인 과거 통근열차의 운영정책과 성과와 기존 운영정책의 문제점을 고찰한 후 외국의 고속철도와 연계한 적자 로컬선의 운영정책을 분석하고 호남선 인근 도시로 지역을 축소하여 익산-전주간 연계셔틀에 도출된 발전방향을 적용하고자 한다. KORAIL has improved profitability through abolition of nonprofitable route and withdraw rolling stocks, operated at that route. as a part of that process, most sections of commuters' train are gone. presently, gyeongui-line and gyeongwon-line's commuter's trains are operated. Despite the abolition, there are demands for commuters' train. so, nonprofitable route operation policies are needed to meet the demands and connect seamlessly to KTX. In this study, we consider the overall operation policies and problems of commuters' train in the past. and then, we analyze foreign nonprofitable route, connected with high speed train, operation policies and search for the development suggestions for applying to the nonprofitable route between Iksan - jeonju section at Honam and joenra line.
