This study examined the feasibility on the construction of a wood industrialization service center for a wood industry cluster establishment in Jeollanam-do. Construction of the wood industrialization service center is based on a discount rate of 3.5%, an investment period of 4 years, a business operations period of 16 years and an investment cost of 24600 million won; the total amount of the net present value, the cost-benefit ratio and the internal rate of return were assumed to be 2.579 million won, 2.51%, and 10.1%, respectively. In addition, the production inducement coefficient, the induced production effect, the income-induced coefficient, the income inducement effect, the employment inducement coefficient, and the employment inducement effect were estimated 1.4345, 35287 million won, 0.1655, 4000.7 million won, and 0.4665, 1,145 people, in the effects of the wood related industries using the multi-regional input-output model, respectively. Financial independence of operating income to cover its own costs incurred in accordance with the operating project might be practicable.
캐나다 FireSmart 매뉴얼을 적용한 장성 방장산 자연휴양림 시설물의 산불 위험성 평가

본 연구는 방장산 자연휴양림의 숙박시설 및 편의시설물을 대상으로 산불로부터 어느 정도 위험에 노출되어 있는지 위험성에 대해 평가하였다. 평가에 적용된 척도는 우리나라에는 아직 개발되어 있지 않은 이유로 캐나다 앨버타주 FireSmart 매뉴얼을 적용하였다. 그 결과, 첫째 숙박동의 경우, 산불에 대한 위험성이 낮은(137점 가운데 21점 미만) 숙박동은 19점의 개미배짱이동과 화목동으로 나타났다. 위험성이 최악(35점 이상)인 숙박동은 행복동(44점), 신선동(49점), 청운동(50점), 개나리동(60점), 민들레동(60점), 진달래동(60점)의 6개동으로 나타났다. 둘째, 위험성이 낮은(21점 미만) 편의시설은 사무동(숲속수련장, 12점)으로 나타났으며 최악(35점 이상)은 숲속공예동(45점), 매표소(48점)로 나타났다. 방장산 자연휴양림내 시설물의 경우, 산불로부터 높은 위험성을 보인 주요인은 건축물의 외장 형태, 현관 발코니의 가연성, 시설물 주변의 가연성물질, 시설물의 임분 사면에 위치한 시설물의 위치, 시설물 주변 임분의 상층목에 대한 산림식생 및 지표식생, 그리고 가연성 사다리 연료의 산재성으로 평가되었다. 이에, 산불로 부터 피해를 최소화하기 위한 사전 체크 척도인 한국형 자연휴양림 FireSmart 매뉴얼 개발과 휴양림 권역 내 연료관리, 교육, 법적문제, 지역사회 계획 및 개발, 훈련, 협력 등을 소통하기 위한 협의체 구성의 필요함을 제안하고자 한다. This study assessed hazards regarding how severely the accommodations and convenient facilities of Bangjang Mt. National Recreation Forest were exposed to hazard due to forest fire. FireSmart Manual of Alberta, Canada, was applied because scale applied to assessment had not been developed in Korea yet. The results are as follows. First, in case of lodging building, it was shown that the lodging building with low hazard due to forest fire (lower than 21 points out of 137) was ant and grasshopper building and harmony building. It was shown that the lodging building with the worst hazard (35 points or higher) included 6 buildings, i.e., happy building (44 points), fresh building (49 points), blue cloud building (50 points), forsythia building (60 points), dandelion building (60 points), and Korean azalea building (60 points). Second, it was shown that convenient facilities with low hazard (lower than 21 points) were office building (training center in the woods, 12 points). And it was shown that the worst one (35 points or higher) was craft studio building (45 points) and ticket office (48 points). In case of facilities inside Bangjang Mt. National Recreation Forest, principal factors in hazards due to forest fire included building exterior type, the combustibility of porch and balcony, location of nearby combustibles, setback from the edge of a slope, surface vegetation and forest vegetation regarding overstory trees in the stand around facilities, and the spatial distribution of combustible ladder fuel. Hence, it is intended to suggest that there is a need for organizing a consultative body to communicate about cooperation, training, community plan and development, legal trouble, education, fuel management and the like inside recreation forest zone and developing Korean national recreation forest FireSmart Manual, precheck scale, in order to minimize damage due to forest fire.
도서지역 활성화를 위한 장흥군 목재산업 클러스터 구축에 대한 분석

This study examines the feasibility of establishing a Wood Industry Cluster in Jangheunggun, Jeollanamdo. The purpose of this study is to explore the right direction of Island areas lagging behind, and to provide policies for the Korea Forest Service to promote the wood industry. According to the results, it is necessary that eight individual projects, including the Forest Products Marketing Center, should establish the Wood Industry Cluster. The estimated cost for the total investment rates to 970 billion Korean won (KRW). In addition, the major economic effects created by establishing Wood Industry Cluster were estimated as well. The results show that the Wood Industry Cluster would gain a production inducement effect equivalent of KRW 1.9 trillion, an employment inducement effect amounting to 9,000 jobs, a value-added inducement effect of KRW 830.9 billion, and an indirect tax inductive effect of KWR 78.6 billion. In order for the Wood Industry Cluster to succeed, the study suggests on building a network that will bring industry, academy, research institute and authorities together, which will also help form the Organizing Committee for the wood industry. In addition the study provides a policy alternative for developing the Wood Industrial Valley in Eokbul-Mt, a Forest therapy cluster in Jeongnamjin LOHAS Town and a BIO-Food Industry Cluster in Jangheung.
