대한민국 e스포츠의 정체성으로 본 국제기구와 선도국가에 관한 연구

최근에 개최된 항저우 아시안게임과 올림픽e스포츠 시리즈는 대한민국 e스포츠에 많은 시사점을 준다. 대한민국은 e스포츠의 발상지이다. e스포츠는 무한한 가치와 레거시를 후세대에게 물려줄 수 있는 보고이다. 1998년 스타크래프트가 탄생하고 임요환과 같은 걸출한 스타가 e스포츠의 발전을 가시화 하며 전세계의 관심과 이목을 집중시켰다. 또한 리그오브레전드 종목에 앞도적인 기량을 선보이며 페이커 이상혁 선수가 등장하여 e스포츠의 미래를 밝게 하는 원동력이 되었다. 항저우 아시안게임에 e스포츠가 정식종목으로 채택되고 올림픽e스포츠 시리즈가 싱가포르에서 열렸다. 본 연구는 e스포츠가 국제화 되면서 국제스포츠와 e스포츠의 현황을 파악하고 국제관계를 조명하고자 한다. 국제무대에서 미래 가치에 대한 주도권 쟁탈전은 점점 심해질 것으로 예상된다. e스포츠의 국제화를 들여다보고 미래 세대를 위한 정책적 기초 자료를 제공하고자 한다. The Hangzhou Asian Games and Olympic e-Sports series have many implications for Korean e-Sports. South Korea is a major country in e-Sports. E-Sports is a treasure trove that can pass on infinite values and legacies to future generations. StarCraft was expanded in 1998 and outstanding stars such as Lim Yo-hwan visualized the development of e-Sports and drawing attention from all over the world. In addition, ‘Faker’ Lee Sang-Hyuk appeared by showing off his advanced skills in the League of Legends, becoming the driving force behind brightening the future of e-Sports. E-Sports was adopted as an official event at the Hangzhou Asian Games, a Chinese-led competition was held, and the Olympic e-Sports Series was held in Singapore. This study aims to understand the current status of international sports and e-Sports as e-Sports become international and to shed light on international relations. The competition for leadership over future values in the international arena is expected to intensify. We intend to look into the internationalization of e-Sports and provide basic policy and strategy for future generations.

2018 평창동계패럴림픽을 위한 동계패럴림픽 유산에 관한 연구

The importance of paralympic legacies is stressed ahead of the 2018 PyeongChang Paralymtic Winter Games The purpose of this study is to offer basic data of Paralympic policy by analying legacies of Paralympic legacies and benchmarking past Paralympic Games. The International Paralympic Committee is depended on a roll of the International Olympic Committee in creating value of its legacy. Paralympic legacy is divided into tangible and intangible legacy. But It is difficult to confirm the fact that intangible elements such as national pride and a participation consciousness of community can be quantitatively evaluated. The impact on legacies is to minimize negative impacts and maximize their use of positive factors. The PyeongChang Paralympic Winter Games will be held in five stadiums including the Olympic plaza and It is urgently needed to preserve the legacies to create value for the Paralympic Games. The type of past Winter Paralympic legacy is identified with the positive changes of various Paralympic Movements, which is the benchmarking target for the Pyeongchang Paralympic Winter Games. The Sochi Winter Paralympic Games has brought the change of recognition and accessibility of people with disabilities in Sochi and Sochi has been recognized as a place for international exchange. Pyeongchang Paralympics Memorial Centre, Publishing a Pyeongchang Paralympics White Paper, Sustainable Paralympics Legacy Committee, Education Hall, and Paralympic Park are proposed. 2018평창동계패럴림픽을 앞두고 패럴림픽 유산의 중요성이 강조되고 있다. 본 연구의 목적은 동계패럴림픽의 유산을 고찰하고 외국사례를 분석하여 패럴림픽 정책의 기초자료를 제공하는데 있다. 국제패럴림픽위원회는 패럴림픽 유산의 중요성을 인지하고 있으나 실질적인 유산의 가치 창출에 국제올림픽위원회의 역할에 의존하고 있다. 패럴림픽 유산은 유형과 무형으로 구분되며 도시재건, 경기장 신설 및 증축은 정량적으로 평가할 수 있으나 국가 자부심, 지역사회 참여의식 등 무형적인 요소는 실체를 확인하기가 어렵다. 또한 유산에 관한 영향은 부정적인 영향을 최소화하고 긍정적 요소로 극대화 하는데 있다. 평창동계패럴림픽대회는 5개 경기장에서 개최되며 패럴림픽 가치 창출을 위한 유산의 보존대책이 시급하다. 역대 동계패럴림픽 유산의 유형은 각종 패럴림픽 운동의 긍정적 변화와 동일시되며 이는 평창패럴림픽대회의 벤치마킹 대상이다. 소치동계패럴림픽대회는 국내적으로 장애인 인식의 전환과 접근성 강화를 가져왔으며 소치는 국제적으로 교류의 장으로서 가치를 인정받고 있다. 평창패럴림픽 기념관, 평창패럴림픽 백서 발간, 지속가능한 패럴림픽유산위원회, 교육관, 패럴림픽공원 등을 제안한다.

지방자치단체의 스포츠이벤트를 활용한 경제살리기에 관한 연구: 속초시의 사례를 중심으로

본 논문은 지방자치단체가 지역경제 활성화를 위해 추진하는 스포츠이벤트를 경제적인 측면에서 다루고자 한다. 스포츠이벤트의 경제적 파급효과를 분석하기 위하여 2006년부터 2007년 상반기까지 속초시에서 개최된 모든 대회의 현황을 파악하고 참가자들의 소비를 집계하여 최종소비를 산출하였다. 또한 산업연관표를 활용하여 경제적 파급효과의 실체에 보다 접근함으로서 지방자치단체에 스포츠이벤트 유치의 정책적 기준자료로 활용되고 또한 경제적 파급효과의 제고를 위한 방안을 제시하고자 한다. 소규모 지방자치단체인 속초시는 2006년 총 3개의 대회를 개최하여 155백만원을 투자하여 생산유발효과 1,654백만원, 소득유발효과 429백만원, 고용유발효과 47명 및 부가가 치유발효과 894백만원의 경제적 파급효과를 발생시켰다. 그러나 2004년도에는 전년도 보다 많은 총 7개 대회에 271백만원을 투자하여 생산유발효과 3,222백만원, 소득유발효과 974백만원, 고용유발효과 76명 및 부가가치유발효과 1,945백만원으로 나타나 지역 경제에 기여한 것으로 사료된다. 산업연관표 분류에 의한 스포츠이벤트 산업은 강원도나 전국평균보다 높게 나타났다. 즉, 속초시에서 개최된 스포츠이벤트는 지역경제나 지역 경쟁력 강화에 도움이 되는 것으로 판단되며, 장기적으로는 지역화, 지역특성, 지역환경 등에 부합하는 스포츠컨텐cm 개발이 중요 과제라 할수 있다.

Recently, The local self-governing system is magnifying the autonomy and independence of the local government legally․institutionally from the nation. But the side effect accompanied by extension of ensuring the autonomy and independence in the local government had been often reported continuously by the press etc., It is the resident who must endure final damage of such results Hence, the self-inspection organization of the local authority takes charge of the role which audit about prevention or time after the work occurrence of corruption and illegality․injustice. But, there is a limit where the self-inspection organization of the local self-governing group audits because of the problem of independence about the self-inspection organization of the local authority. Therefore in order to overcome above problems, the board of audit system which Jeju Special Self-Governing Province is running can be the alternative. Also election of the Comptroller can be resident election like resident popular vote of New York state Chairman of the Board of Audit and Inspection system of the United States. I suppose that the Comptroller and Audit committee hold office for four years like the Comptroller of New York state Chairman of the Board of Audit and Inspection system of the United States and Audit committee where also east longitude of Japan has a expert knowledge identically, tenure proposes the fact that does in 4 years. Finally the participation where the resident is active is important as I look around the sound finance of the local government. Also the deep interesting of administration of local government and the embodiment of evident administration through lively attitude and approach can prevent the residents' damage caused by finance waste of the local government. To add, the reform of the municipalities law and the local finance act etc would be necessary in order to introduce the board of audit system of the local government.
