      • 農村老人의 生活滿足度 向上을 위한 農協의 社會福祉的 役割에 關한 硏究 : 農協職員의 社會福祉 認識度를 中心으로 Focused on the recognition of the social welfare by the Agricultural Cooperative officers

白南太 동국대학교 불교대학원 1997 佛敎大學院 論叢 Vol.4 No.-

This study aims at grasping the social welfare roles played by the Agricultural cooperatives in lifting the satisfaction degree of life among the elders in rural areas and providing the basic resources which can be used to seek the better way the Agricultural Cooperatives have to find in this matter. For this purpose, This study simultaneously employed both the bibliographical study and questionnaire research by mail, taking for granted that, first of all, the recognition by the Agricultural Cooperative officers about the age problems in the rural areas and the social welfare system to address them is the most important in the social welfare roles played by the Agricultural Cooperatives in order to improve the satisfaction degree of life among the elders in rural areas. The main contents of the questionnaire are the recognition of and attitude to the age problems by the Agricultural Cooperative officers, the evaluation of the welfare policy for the elders, the Agricultural Cooperative's roles in Businesses related to the elders welfare. Questionnaires were dispatched to a total of 200 officers of the Agricultural Cooperatives nationwide and a total of 194 replies from the questionnaires were used for this study. The final results of the analysis are as follows; To begin with, the Agricultural Cooperative officers take the positive attitude to do their best within their means to find ways to help the elders in rural areas. Second, they are poor at recognizing the living conditions of the rural elders, especially so in their recognition of how inconvenient the rural elders are economically. Third, the Agricultural Cooperative officers have a relatively low degree of recognition about the social welfare system for the elders provided by the Government and its services, but they recognize highly the necessity of the welfare system and its services. Especially, they completely agree to the need for a system and its services related to the economic conditions and medical affairs for the elders. Fourth, they agree that Agricultural Cooperative businesses which influence the satisfaction degree of life for the elders include the operation of the social welfare facilities, businesses related to the funeral ceremony, legal advisory services, medical assistance, but they responded unfavorably to the efficiency of those businesses. Based on the result of this analysis, it is recommended that, in order to improve the welfare of the rural elders, the Agricultural Cooperatives should play the following roles. First, the Agricultural Cooperatives should put its priority on the needs of the rural elders. Only after it knows what the elders needs are, can the Agricultural Cooperatives chart the future course and implement its business plan based on the findings of the elders needs, let alone adjusting priorities in the selection of business. Second, as indicated in the findings of this analysis, it is highly reasonable that the Agricultural Cooperatives should now review the social welfare facilities and medical assistance activities which are regarded as the business of the Agricultural Cooperatives in order to improve the welfare for the rural elders, widen the scope of the businesses underway currently, develop various programs and lift the service quality. Third, until now the Agricultural Cooperatives have not gone beyond the basic stage in implementing programs and activities for the welfare of the rural elders. In order to make preparations for the reshaping of the business the Agricultural Cooperatives should have the professional manpower and establish an exclusive unit within their organizations for the welfare of the rural elders. Lastly, the Agricultural Cooperatives should establish a comprehensive master plan which spans the long period as well as short period in order to continue to conduct businesses to lift the welfare of the. To this end, they can find a lesson by carefully studying cases overseas.
