        Q방법론을 활용한 지역대학의 입시 옥외광고 정책에 관한 연구

        이 논문에서는 지역대학의 입시 옥외광고 정책에 관하여 이미 사용되어 온 기능적 수량분석에서 한 걸음 나아가 보다 심층적이고 본질적인 의미에 접근할 수 있는 질적 분석방법의 하나가 되는 Q연구방법을 활용하여 연구하였다. 연구목적은 지역대학의 입시 옥외광고 정책에 관하여 대학생들의 수용 유형을 유형별로 분류해서 이들 간의 특성을 알아보고 향후 함의를 제시하는데 있다. 분석된 내용은 크게 총 3가지의 유형으로 분류되었는데 제 1유형[(N=11) : 목적지향형(Purpose Orientati on Type)] 제 2유형[(N=10) : 타겟 중심선호형(Target Focus Type)] 제 3유형[(N=7) : 다각적 PR형(Dive rsified Public Relation Type)]으로서 각 유형마다 독특한 특징이 있는 것으로 파악되었다. 결과적으로 그간의 지역대학의 입시 옥외광고 정책과 관련하여 대중의 사회적 심리적 특성이나 라이프스타일 유형화 등을 중심으로 연구가 이루어져 왔고 다양한 문화 수용과 평가에 따른 타겟별 대중의 유형화 작업은 다양하게 연구되지 못했다는 점에서 앞으로 많은 개선책을 제시할 수 있겠다. 따라서 추후 발전된 연구방향은 지역대학의 입시 옥외광고 정책에 대한 구체적인 이용자들의 인식 특성과 행태를 연결하여 분석하는 것이 요청된다. This work was researched by practical method in a subjectivity study accessible in-depth in sloughing off old habit of functional quantity analysis about Reception type on entrance examination outdoor advertising of region university. The perception pattern come out in this study were divided into three types in Q-methodology. The result is as follows ; it is that divided'1[(N=11) Purpose Orientation Type] 2[(N=10) : Target Focus Type] 3[(N=7) : Diversified Public Relation Type]'. Like this it found that is very different type all over. Hereafter this study is to ascertain acceptance behavior about Reception Type on entrance examination outdoor advertising of region university 21th ; to offer a developmental suggestion about it.

        고수축 극세사 와이퍼의 고기능화

        The optimization of the high shrinking process has been performed for the high performance wiping cloth having excellent performance, which is based on the microfiber composed of the nylon and polyester in the TFT-LCD industry. To satisfy the required performance as an industrial wiping cloth in the TFT-LCD area, the wiper has excellent dust removal ability. Oil and water absorbing performance has a less dust particle generated by the solvent and the anti-scratch property on the surface of LCD product. These requirements could be achieved by high shrinking treatment for a microfiber knitted fabric to the selected best conditions. In this study, 10% of benzyl alcohol concentration and $110{\sim}120^{\circ}C$ of heating temperature were selected as the best treatment condition through the experiment considering all the related parameters such as temperature, concentration of agent and used fiber type. Then, Shrinking, SEM, and tensile strength performance were analyzed and compared with that commercialized products, being widely used in TFT-LCD area.

        고밀도 극세사 닦음포의 고기능화

        To obtain high performance microfiber knit wiping cloth used for manufacturing electronic devices benzyl alcohol pretreatment method was optimized. WAXD patterns of the PET, nylon and nylon/polyester filament fibers pretreated with benzyl alcohol showed stronger crystalline peak than 50d/14f fibers. Some properties including wiping efficiency of the wiping cloths made of 75d/36f filament fibers of nylon/PET(N/P) and the ones made of 50d/14f fibers were tested and compared. Results showed that water absorption rate of the former was higher than that of the latter. The former showed excellent removing efficiency of approximately 90% compared to 60% for the latter. Air particle counter analysis revealed that the former has less residue content than the latter.

        Policy evaluation is an applied endeavor to produce policy relevant information. It can use multiple methods. But the empirical approach to plicy evaluation which is on the foundation of positivism prevails. Under the positivist methods, policy evaluation don't treat the partisan goal or value conflicts associated with policy issues. It only calculate the efficiency and effectiveness or means to achieve goals. Positivist knowledge also seek generalizable knowledge to solve social problems. Policy evaluation under the positivism limits the area of the policy evaluation. Public policy is the political agreement process to achieve the good society. So public policy contain the value argument about the good society. But the positivism take the value question beyond the relam of policy evaluation. However public policy process is the only special environment which does not repeat. So the public policy study should focus on the only environment in which public policy is processed. But the positivism focus on the generalized knowledge rather than the specific knowledge which fits to the special public policy environment to evaluate the policy. This is the other problem of the policy evaluation under the positivism. Policy evaluation should take multimethodological approach which extend from concrete empirical questions pertinent to a particular situation to the abstract normative issues concerning a way of life. The logic of policy evaluation consists of four level, which are the verification, validation, vindication and social choice. Verification concerns with the measurement of the efficiency of program outcomes, validation is interested in the particular program objective's relevance to the situation. Vindication concerns policy goal addresses a valuable function for the existing societal arrangements. Social choice seeks to find out the concepts of a rational way of life and the good society. These four level should be integrated into the area of policy evaluation. When we evaluate the program and policy by all four level(verification, validation, vindication, social choice), we can say it policy evaluation.' In future, various methodologies which offer concrete method should be developed for each level of policy evaluation and we should try to apply those methods to evaluate real policy and program.

      • 韓國國會에서의 바람직한 立法過程運營方案

        When a bill becomes a law, it should have validity and feasibility. Validity means that the content of a law reflect the norm which is the people-agreed value. Feasibility means that a law should be able to be formulated and implemented timely. In order that a law has validity and feasibility in the bill can have a chance to participate in the legislation process. The special process means that expert should consider the bill. This article begins with the premise the legislation process should be democratic and special. Under this premise, I try to find which are the problems in the legislative process of the Korean National Assembly and to suggest ideas which can improve the legislation process in the Korean National Assembly. Legislation process is compased of introducing a bill, refering it to committee, deliberating it in the standing committee, considering it in the Legislation and Justice Committee, and voting on a bill in the plenary session. The more congressmen introduce a bills which are submitted by congressmen are hard to pass during the deliberation. It is because the bill was not made by expert and lacks validity and feasibility. The way one bill refers to only one committee is apt to lack the speciality and miss the chance to get the different opinion. It disturb to make law democratically and specially to present several bills too committees simultaniously. The purpose of a bill and it is considered after the deliberation of standing committee. In order that a low get validity and feasibility, the legislation process should be democratic and special. And some suggestions can make legislation process democratic and special. Special institution which support and advise congressmen to make a bill should be made in the Korean National Assembly. Referrals should be specialized as multiple referrals, joint split referrals, sequential referrals in order to consider a bill by different and reflect different opinion. The system·wording consideration to consideration should be made during the deliberation of the competent standing committee and the system·wording consideration institution should be made in the Secretariat of the Korean National Assembly.
