In Unesco pullished many Voices, One World, it was sugested that the democratization of communication is at the cord of world commuication issuees today. The needs for democratic communication derived also from the undemocraticcircumstances and structures of the media in Capitalist societies and socialist societies. The democratization of comminication could mean a creative participation by individual and society in the promotion, decision making, distribution and consumption processes of social communication, according to their needs, based on the equaliry of opportunity in education and culture." The purpose of this study is the building of the participatory-domocratic media theory. Particpatrom of ordinary people in the process of communication is the most important eloment of the democrotnation of communication. The basic concepts of the participatory-democratic communication are horizontal commication, access to communication media, right to communicate, feedback, participation, dialogue, etc., The froms of people's participatron in communicatron processes are : participatron as meelia consuners ; participation in the feedback system ; in production processes of the media ; in media management ; in media ownership ; and the palitial participation to the decisions on media institutions. The elements for participatory democratic communication are plarelization of media, the public or social media ownership and financing, the development of participation - orieuted froms of conmmication, the independence from political and economic power, and the internal democratization of nedia organitations themselves. The participatong democratic media theory have many theoretical, social, political, economic problems. But it could be thought as the useful and voduable way to realize the new liberational, human, two-way, and voluntary communication, and to climinate the existing manipulatory, misleading, exploitative on coercive communication.

The Socialist Federal Republic of Yugoslavia have a broad system of self government and self-management of all economic, social, and political spheres by the ordinary people. And through which a full, not partial, participatory democracy has been developed. Mass Media are recognized as playing a special and important role within the context of a self-managing democracy. The political and organizational structures of the mass media of Yugoslavia have allowed for participation by the wider public in the decision-making process. The features of the mass media of Yugoslavia are the plurality of media social ownership of media, self-management and access to decision-making of media, freedom from government control, and independence and stability in the financial aspect of media. In Yugoslavia, all mass media are socially owned and self-managed. There are diverse participatory structures. Self-government of the media people in mass media includes the participation in ownership, foundation, management, programming, and editing. Participation of the general public in the mass media are very comprehensible. Yugoslavian can easily establish mass media. But the establishers cannot intervene in the management and editing of the media. The public can participate in decision-making processes of the mass media. There are many councils in media organization as Programme Council, Radio Council. Television Council, and Advisory Council, which permit participation of the ordinary people in decision-making processes of the media. Diverse public access programmes permit participation of the ordinary people in program production processes of the media. The right of reply is rigidly prescribed in the Law of the Press.
