발달장애인 리더십 개발과정과 경험에 관한 내러티브 탐구

본 연구는 발달장애인자립생활센터의 대표로 일하고 있는 두 발달장애인의 이야기를 리더십 개발과정과 경험을 중심으로 내러티브-생애사 분석하였다. 두 연구참여자는 어린 시절 보육원 생활, 병원 장기 입원으로 그동안 말하지 못한 이야기를 꺼내놓았고, 자라온 배경은 달랐으나 두려움과 안도감이 교차하는 장애진단을 받으며 발달장애인으로 살아가게 되었다. 이들은 공적서비스를 통해 자신의 장애를 수용하기 시작했고, 장애인복지시설 교육프로그램, 발달장애인 공동체모임, 지원전문가를 통해 리더십을 학습해나갔다. 이후 주도적으로 새로운 과제에 도전하며 성장하기 위해 노력했으며 리더로서 영향력을 넓혀가기 시작하였다. 두 참여자는 발달장애인 자립생활센터 대표로 선임된 후, 새로운 과업 앞에 막중한 책임감과 부담감을 느끼면서도 그 안에서 꿈을 안고 걸어가는 성숙의 길을 개척해가고 있었다. 이 같은 발달장애인 리더십 개발과정과 경험은 장애인 당사자주의, 인프라 확대와 관련이 있으며 개인의 성장 의지와 자신감이 추동력이 되었음을 알 수 있었다. 이와 같은 연구결과를 바탕으로 발달장애인의 리더십 개발에 대한 방안을 제언하였다. In this narrative-biographical study, we analyzed the stories of two individuals with a developmental disabilities who were working as representatives of independent living centers for people with developmental disabilities. The study focus was their leadership development process and experiences. The two participants revealed stories that they had never shared before, due to their childhood experiences in an orphanage and long hospital stays. Despite their different upbringings, both were diagnosed with a disability in their early 20s, which brought them mixed feelings of fear and relief. Since then, they have been living with a developmental disability. They accepted their disabilities through public services, participation in educational programs at welfare facilities for the disabled, developmental disability community meetings, and learning leadership through support specialists. Subsequently, they actively challenged new tasks to grow and began to expand their influence as leaders. After being appointed as representatives of the ‘Independent Living Center for People with Developmental Disabilities’, the two participants felt a tremendous sense of responsibility in the face of new challenges, but they demonstrated a mature journey, walking with their dreams in mind. Study findings indicated that the leadership development of people with developmental disabilities is related to the current emphasis on realizing the rights of persons with disabilities and the expansion of infrastructures. Furthermore, it is driven by individual will and confidence in one’s growth. Based on these findings, suggestions have been made for developing leadership in people with developmental disabilities.

본 연구의 목적은 발달장애인 자조모임 조력자 경험을 알아보는 것이다. 본 연구의 목적을 달성하기 위해 A법인이 시행한 2019년 발달장애인 자조모임지원사업에 선정된 자조모임의 조력자 7명을 대상으로 심층면접을 실시하여 자료를 수집하였다. 연구방법은 연구자가 탐구하고자 하는 현상을 참여자의 관점에서 파악할 수 있도록 하는 Glaser(1998)의 반복적 비교분석법을 활용하였다. 분석결과, 발달장애인 자조모임 조력자의 경험은 ‘지원기관과의 관계’, ‘발달장애인 자조모임과의 관계’, ‘발달장애인당사자 부모와의 관계’ 3개 범주로 나타났고 6개 상위주제와 9개 하위주제가 도출되었다. 논의에서는 연구결과의 함의와 함께 발달장애인 자조모임과 조력자를 지원하기 위한 실천적 제언을 제시하였다. This study was conducted to examine the experience of facilitators in self-help groups for the developmental disabilities by focusing on the relationship between the facilitator and support organizations, self-help groups, the developmental disabilities themselves, and the parents of the developmental disabilities. To achieve the purpose of this study, the data were collected through in-depth interviews with seven facilitators of self-help groups who were selected for the self-help group support project for the developmental disabilities conducted by A corporation in 2019. The Glaser’s(1998) constant comparison method, which allows the researcher to understand the phenomenon that they would like to study from the perspective of the participant, was utilized as the research methodology for this study. The results of the analysis derived 6 themes and 9 sub-themes in the 3 categories of ‘relationship with support organizations’, ‘relationship with self-help groups of developmental disabilities’ and ‘relationship with the parents of the developmental disabilities’. In addition to implications from the research results, this study provided practical suggestions to support developmental disabilities self-help group and facilitators.

상관 다기능 저류지 조성의 경제적 편익 평가(I): 환경개선용수 공급편익을 중심으로

본 연구는 상관 다기능 저류지의 조성을 가상적으로 설정하여 환경개선용수 공급편익을 추정하고자 한다. 이를 위해 국민들의 지불의사액(WTP, willingness to pay)을 유도할 수 있는 설문조사기법인 조건부 가치측정법을 적용한다. 조사결과 많은 응답자들은 영의 WTP를 밝혔다. 이러한 영의 WTP를 다루기 위해 본 연구에서는 스파이크 모형을 적용한다. 분석결과 환경개선용수 공급편익은 사업지에 대해 가구당 연간 1,393.7원, 비사업지에 대해 가구당 연간 2,237.7원으로 추정되었다. 이 값을 전국으로 확장하면 연간 383.6억원에 달한다. 이러한 분석결과는 환경개선용수의 공급편익과 관련된 투자의 적정수준 결정 및 관리정책 결정에 있어서 유용하게 활용될 수 있을 것이다. This study attempts to estimate the benefits of environmentally-enhancing water ensuing from Sangkwan multi-purpose reservoir. To this end, we apply a survey technique, the contingent valuation (CV) method to elicit the public willingness to pay (WTP). Two CV surveys of randomly selected households were administrated to on-site and off-site areas. As it happens, a number of respondents reported zero WTPs for the environmentally- enhancing water. To deal with the zero WTPs, this study employs a spike model. The results show that average household's WTP for the environmentally-enhancing water ensuing from Sangkwan multi-purpose reservoir is estimated to be 1,393.7 won for on-site area and 2,237.7 won for off-site area per year. The benefits of environmentally-enhancing water ensuing from Sangkwan multi-purpose reservoir amount to about 38.3 billion won per year. Our findings are expected to contribute to determining an appropriate level of investment and making management policies with regard to the benefits of environmentally-enhancing water.

본 연구는 물산업분야의 사회계정행렬을 작성하고 이를 활용하여 관련 분야 정책변화에 따른 경제적 파급효과를 분석하였다. 한국은행의 『2009년 산업연관표』와 『2009년 국민계정』을 이용하여 사회계정행렬을 작성하고 물산업의 승수효과 분석을 통해 우리 경제에 미치는 효과를 추정하였다. 물산업분야에서 사회계정행렬 연구가 타 분야에서와 같이 활발하지 않으므로 본 연구 결과는 정책적 효과를 측정하는데 있어 유용한 자료가 될 것이다. The main purpose of this paper is concerned with the estimation of a social accounting matrix(SAM) and the input-output table for the Korea economy and the application of SAM multiplier analysis to the computation of the effects of exogenous injections into the Water Industry. Because A SAM can be an important tool for measuring a society`s activity the SAM is a comprehensive data system, the whole network through which influence is transmitted can be identified and specified through structural path analysis. The construction of SAM for the Water Industries in Korea provides the statistical basis for modelling in analysing the Korea economy which is scarce, helping us better understand its interdependent and circular structure.
