Comparing different points and common points about crisis management technical terms among Korean, Chinese and Japanese language can be help to understand each countries’ characteristics. By comparing 12 technical terms, this study concludes that Korea and China are government-initiated but put citizens before government while Japanese case is led by civil society but they put government before citizens at least in the terms’uses. Accordingly it is useful to focus on Japanese civil society even if it is apparently not strong.

Plan for receiving outside support should be developed by local government before disaster because local government can become a receiver of outside support. This study researches a plan for receiving outside support in Kobe City, Japan. The plan includes basic concept, system, task selection and consistency with other related plans. For local government in Korea, significant needs of vulnerable people as a receiver is expected to be included in the plan through social economic organization.

코로나19 사태로 인한 사회적·경제적 취약성 노출과 사회적 경제조직의 역할-충북지역 사례-

This study analyzed the problem of exposure to social and economic vulnerabilities caused by COVID-19, the role of social economic organizations, and the need for local government support. Specifically, surveys and interviews were conducted on social economic organizations in the Chungbuk region. As a result, the response that it is necessary to understand the current situations of children, the elderly, women, and the disabled by public institutions showed the highest frequency. In addition, the need for education and training related to life safety including COVID-19 was suggested. In the future, an administrative agency-led survey of local communities including the vulnerable, the need to cooperate with local governments and social economic organizations to give a helping hand by listening to voiceless voices, and to develop policies for mutual assistance were suggested.

국제협력사업 성인지적 평가 모델 비교-한국과 일본의 여성직업훈련사업을 중심으로-

In the field of international development cooperation, this study compared Korean and Japanese systems to establish the direction of women's vocational technical education and training, and tried to derive future policy implications. As a result of comparison, Korea is characterized by the active introduction of gender separation statistics and gender impact analysis, the use of gender-sensitive evaluation indicators in the field of vocational skills training, and the application of a performance framework of gender equality strategies. Japan introduced the guidelines for gender mainstreaming in 2016, and is promoting gender mainstreaming by dividing it into 'organizational gender' and 'business gender'. As policy implications, first, the importance of selection of gender policy officers, second, discovering various gender indicators related to work, and third, development of sustainable support plans after the project was completed were suggested.

협동조합 기본법에 적합한 회계기준 설정 방향

본 연구는 한국 협동조합 기본법에 적합한 회계기준 설정 방향을 도출하기 위하여 일본 NPO법인 회계기준 그중에서도 특히 기부와 자원봉사부분에 초점을 맞추어 분석하였다. 우선 현행 협동조합 기본법에서 협동조합 특유의 요소인 현물기부와 자원봉사가 ‘손익 계산서’에 반영되지 않아 협동조합의 활동 실태가 과소평가될 수 있는 문제가 있다. 이 문제에 대하여 일본 NPO법인 회계기준을 살펴보면 현물기부나 자원봉사의 금액을 합리적으로 산정할 수 있는 경우 그 사실을 재무제표에 주기(注記)할 수 있으며 이에 더하여 객관적으로 산정할 수 있는 경우에는 ‘활동 계산서’에 계상할 수 있게 되어 있다. 향후 한국 협동조합의 실태를 회계 보고에 정확히 나타내기 위해서는 협동조합의 특성을 반영할 수 있는 회계기준이 필요한 바, 향후 협동조합에 적합한 회계기준의 도출 및 이와 정합된 협동조합 기본법의 개정 가능성이 시사된다. This study focused on accounting standards of nonprofit organization in Japan to find out future direction to set accounting standards conformed to framework act on cooperatives in Korea. In-kind donations and volunteer activities as characteristics of cooperatives are not included in financial report of cooperatives based on the current framework act on cooperatives in Korea. Therefore cooperatives can be estimated lower than its real value in its financial report. On the other hand accounting standards of nonprofit organization in Japan can convert volunteer activities and in-kind donations into money value through annotation on financial statements or entry to an activity statement. The accounting standards based on framework act on cooperatives in Korea need more consideration to reflect the realities of cooperative activities to promote its supporting system.

고용ㆍ복지ㆍ교육훈련 연계 일본사례

사회적기업에 대한 지원정책은 현재 고용 중심으로 함으로써 이른바 취약 계층을 포함한 지역사회 공헌을 촉진하고 있다. 그런데 소득, 고령, 장애 등 으로 인한 사회적 취약 상태에 대해서는 고용뿐만 아니라 복지, 교육훈련의 연계가 필요하다. 이에 본 원고는 일본의 고용・복지・교육훈련 연계사례를 중앙과 지자체로 나누어 정리하였으며 특히 지자체 차원(가와사키 시 사례) 에서 취업 곤란자 지원 포괄연계 협정을 일반기업과 체결하는 외, 수급자 자 녀 학습지원, 거주 및 건강관리 지원을 종합적으로 실시하고 있음을 제시하였다. Korea’s support policy for social enterprise is mainly focused on employment especially of vulnerable people. However not only employment but also welfare service and educational training are necessary for them. This case study researched governmental support program integrated with employment, education, health and housing in Japan.

일본 ‘토지가옥 조사사’의 사회적 기업 참여활동에 관한 사례연구

지적측량 시장의 일부개방과 지적 재조사 사업 추진이 가시화됨에 따라 향후, 지적측량 전문 기술자의 역할이 더욱 증대될 것으로 예상된다. 그 역할은 또한 ‘사회적 책임’에 대한 일반적인 관심고조와 무관하지 않을 것이다. 이에 본 연구는 한국과 유사한 지적제도의 역사를 가진 일본의 ‘토지가옥 조사사’ 사례에서 시사점을 얻어 보고자 하였다. 특히 ‘토지가옥 조사사’가 사회적 기업(NPO법인) 활동에 참여하고 있는 사례에 초점을 맞추어 조사하였다. 그 결과 인구감소, 고령화 등으로 인하여 이른바 ‘건설’ 시대에서부터 ‘관리’시대로 접어든 일본에서는 ‘토지가옥 조사사’가 단일의 전문가 집단으로 또한 영리목적만으로 업무를 수행함에 따른 한계가 인식되고 있다. 현재 ‘토지가옥 조사사’는 타 분야의 다양한 전문가들과 협력하면서 새롭고도 복잡한 지역과제 극복을 위한 사회적 기업(NPO법인) 활동에 참여하고 있다는 추세가 파악되었다. 그리고 한국에 대한 시사점으로서 지적측량 전문기술자는 소속된 조직을 위하여 자신이 가진 기술과 노하우를 활용하는 시스템에 더하여 사회의 다양한 전문가들과 협력하면서 지역사회에 기여하는 기회를 부여하는 중요성을 제시하였다. Due to privatization and deregulation of land measurements, the role of land survey specialists will become increasingly important and carry a higher degree of social responsibility in the Republic of Korea. In this study researchers examined “Certified real estate surveyors” in Japan as precedent for cases in Korea due to similarities in occupation. Recently, the role of the “Certified real estate surveyors” has expanded due to social and policy change which have more complicated root causes. Because of their expanding role, the relationship between citizens and land survey specialists must have an increased emphasis on social responsibility especially in regard to sustainable community development. The implication of this study is that, in the Republic of Korea, collaborations between land survey specialists, other specialists and citizens who participate in social enterprises including but not limited to: non-profit organizations(NPO)/non-government organization(NGO), will become increasingly necessary over direct support for the community.

교통약자를 고려한 노상주차 개선과 커뮤니티 교통 발전 방향 : 청주지역 노상주차의 실태와 주민 인식을 중심으로

차량 증가에 따라 주차문제가 심각해지면서 기존 운전자 관점뿐만 아닌 보행자 특히 교통약자 관점의 중요성이 부각되고 있다. 이에 본 연구는 청주지역 노상주차 실태조사 및 지역주민 인식조사와 국내외 주차 관련 교통 정책 등의 참조를 통해 향후 개선, 발전 방향을 도출하고자 하였다. 분석 결과 노상주차로 인한 위험성은 교통약자, 자전거/전동 킥보드/휠체어, 보행자 순으로 위험하다고 인식되고 있었다. 또한 노상주차에 대한 보행시 위험성 인식은 차량 소유 여부와 유의한 관계가 있는 것으로 비소유자가 더 높은 위험을 느끼고 있는 것으로 나타났다. 이는 향후 교통약자를 포함한 차량 비소유자 관점에서 노상주차 개선과 커뮤니티 교통 구축을 동시적으로 해야 함을 시사한다. 구체적으로 교통약자가 위험에 노출되지 않도록 주차 공간을 추가적으로 설계할 필요가 있으며, 식당, 직장, 기타(병원, 문화회관 등)에서 임대 자전거, 전동 휠체어 등 왕래가 가능하도록 이른바 액티브 모빌리티 정책을 도시재생, 사회적 경제 등과 연계해 병행할 중요성을 제시하였다. Viewpoint of vulnerable pedestrians have tended to disregard in previous studies of on-street parking nevertheless they can be the very victim. This study derives improvement direction of on-street parking and community transportation based on actual condition survey and questionnaire on recognition of resident in Cheongju. As the result, risk consciousness to vulnerable pedestrian is highest, bicycle or wheelchair is higher, and pedestrian is high. Pedestrian"s risk consciousness of non-car owner is higher than car owner. Thus the improvement direction can be not only an introduction of an incentive regulation for sharing parking facilities preferentially with sufficient consideration for vulnerable pedestrian, but also policy enforcement of universal active mobility includes bicycle and electric wheelchair through urban regeneration and social economic policy from viewpoint of non-car owners include vulnerable residents at same time.

네트워크 활성화를 통한 환경운동의 가능성

본 연구는 네트워크 활성화를 통한 환경운동의 가능성을 전망하기 위하여 일본 NPO법인 사례를 소개함으로써 향후 한국에 대한 시사점을 도출하고자 하였다. 구체적으로 일본 NPO법인 ‘아사자 기금’의 구성요소 및 성과를 조사 하였고 특히 성과에 대해서는 지속 가능성과 순응적 관리라는 관점에서 분석 하였다. 결과적으로 호수 환경 재생과 학교 비오톱 연계 등을 통하여 생태계 자체의 변화와 생태계에 관한 이해도가 깊어지면서 계획과 기법을 적절하게 바꿔 나가고 있는 상호작용이 확인되었다. 향후 생태계 관리와 사회적 경제의 접목을 촉진할 필요성이 있다. This study surveyed potentialities of environmental movement and network building through a case of non profit organization in Japan. The result of analysis showed that ‘Asaza Project’ promoted by non profit organization combines biotope education in school and lake environment restoration programs based on adaptive management network. Furthermore not only non profit organization but also social economy activity and ecosystem management can be considered to have mutual interaction through network building.
