This study is to develop a Priority Decision System for Redevelopment (PDSR) which is able to decide the priority for redevelopment of agricultural reservoirs. The major scopes of this research are to make the related GIS data like hydrologic unit map and other thematic maps to determine the suggested priority index (PI), and to develop the PDSR handling the GIS data and calculating weighing factors for the PI. In order to make the weighing factor decision module, the AHP technique was adopted. The result of the weighing factor calculation was showed PC (Possibility Criteria) and RC (Restriction Criteria) were 76% and 24% respectively. Which means that most of the specialist selected PC category prior to RC because of whom to mostly of major technique. So, in order to make more objective result, the selection of specialists is important like environmental activists or local residents and so on. The product from this research can provide more scientific support to decide the priority decision.

The aim of this study was to analyze the operation plan for heightened agricultural reservoir, in terms of water supply to downstream paddy fields and instreams. Operation of agricultural reservoir before the heightened reservoir project is easy to manage because of its single purpose, which is irrigation water supply. However, after proceeding the heightened project, there is needed to be set the operation rule because of its multiple purpose, which is water for irrigation and supply to the stream. In this paper, propose the method of design the criteria of supply to the stream and operation rule curve for the heightened reservoir. According to simulation results by proposed operating rule for the Gumsa reservoir, the yearly amount of water supply to the stream can be 2,588 thousand $m^3$, 3 times of the heightened space (2,588 thousand $m^3$).

The subject of externality of agricultural water supply has been discussed in the OECD AC ( Organization for Economic Cooperation and Development Agriculture Committee) while argued between monsoon Asian developing countries and the agricultural product export nations (Australia, EU, etc). It argued that a 'positive' approach to multifunctionality views agriculture as an economic activity with multiple, interconnected outputs or effects, and a 'normative' approach interprets multifunctionality in terms of the multiple roles assigned to agriculture. and the agricultural product export nations insisted 'negative' approach to externality of agricultural water supply like causing water pollution. So, in this study, define the externalities (positive, negative and economic, environmental) in terms of the agricultural water supply and calculate benefit and cost each the externalities by cost estimation. As results, BC is calculated to 1.28 which means that it is more economical to agricultural water supply and shows that although the negative exernalities comes out while supply the agricultural water, it still more valuable to supply the agricultural water.

최근 급속도로 성장하고 있는 산업화로 인해 건축물이 대규모화, 초고층화, 복합화 됨에 따라 많은 변화가 발생하였다. 그 중에서도 실질적으로 주거용도로 사용하면서 수험생뿐만 아니라 젊은 독신 직장인, 외국인 근로자, 도시빈곤층 등 다양한 계층이 이용하고 그 구조가 벌집 형태의 작은 쪽방 구조로 되어 있는 고시원이 증가하고 있는 추세이다. 산업화로 인한 빈부격차, 노사문제, 실업률의 증가 등 많은 사회적 갈등의 심화로 강력 범죄가 증가하고 있는데 특히 불특정 다수인을 상대로 행해지는 범죄인 방화가 증가하면서 많은 인명피해가 발생하고 있다. 본 연구는 고시원의 방화화재 사례 분석과 감식실무를 통해 화재안전성 개선 방안을 제시하고자 연구 되었으며 이러한 연구의 목적을 달성하기 위해 방화화재 사례 분석과 방화원인 감식기법을 조사하였다. 이러한 조사 결과를 토대로 고시원의 방화화재 위험성을 살펴보는 동시에 제도, 법규, 건축, 안전시설 차원의 화재안전성 개선방안을 고찰 하였다. Recently, buildings became larger, higher and more complex. There were many changes by rapidly growing industrialization. Gosiwons with an interior structure of small room of hive form used by many classes are growing. They are used as dwelling purpose substantially. They are used by not only examinees but also young single workers, foreign workers and poor classes in a city. Strong crime is also increasing by deepening of many social conflict. Especially, many life damages are happening as a don't ask crime, and arson. It is increasing and intended for unspecified individuals. Therefore, this thesis is formed to present the improvement method of all stability through example analysis about prevention of fire in Gosiwons and exaltation of practical discernment ability. I investigated the example analysis about arson and discernment skill of the cause of arson. On the basis of this investigation result, I also investigated the danger of arson fire and surveyed about the improvement method like system, law, architecture and safety facility.
