        생태시범도시 조성을 위한 계획모형 구축에 관한 연구

          The security of municipal competitiveness is the most important in the age of limitless competition of localization and globalization. The authority of city planning which has been exercised by central governments was mostly or is being transferred to local governments. At this point of time, it is no exaggeration to say that the creation of abundant and advanced municipal environment for 21st century ahead wholly depends on the efforts of local governments.<BR>  The ecological model project was introduced as a connecting support and link between central and local governments. The ecological model project will play a role in city policies ahead as a win-win strategy. Therefore, this study is aimed at establishing the most preferentially required planning model during the propulsion of the ecological model city project.<BR>  For the planning model establishment of the ecological city project, the security of purpose coincidence and public interest are required because the ecological city project is focused on efficient propulsion not like existing city development projects. For this, fund raising, citizen participation and citizen corporation should be preferentially considered from the aspect of project performance possibility. Also, the introduction of an evaluation monitoring system for appropriateness evaluation is needed.<BR>  From the result of the planning model establishment of this study, the model was divided into 11 stage procedures such as problem recognition, suggestion & announcement of proposed sites for the project, evaluation & selection of proposed sites, drawing up of project performance guideline, drawing up & presentation of project plan, selection of project"s main body, drawing up of detailed project plan, examination & authentication of detailed project plan, project execution, evaluation & authentication of project execution, evaluation & authentication of after management.

        기반시설이 양호한 노후주거지의 정비방안

        The main problem from the land use categorization is the limit on development through the strengthened regulations. The deteriorated residential area will negatively affect the adjacent area negatively and the regulation changes must be considered. As known from the experiences of previous residential area redevelopment and residential environment management projects, the public support is very weak for proper development of deteriorated residential area with low profitability. The management project of deteriorated residential area in the first category of general residential area suffers much for low profitability because it lacks the public support such as financial grants and tax waive programs. This study focuses mainly on the proposals of new management methods for GR1 as an alternative to the existing spatial management system for the deteriorated area. The method is to set up the model for analysis and to propose some hypotheses. Next we carry the case study including the analyses of current physical conditions and residential status quo by survey, which will give us basic data of this research. As main conclusions, the law may be deregulated so that the construction of multi-family house as wall as town house can be approved in GR1. The small sized redevelopment is also proposed for fitting to the size of household in the first category of residential area. Also we propose the role of public sector in the process of changes from the residential area with good infrastructures to the deteriorated area.

        노후주거지 정비체계 개선방향에 관한 연구 - 외국의 정비체계 및 사례의 분석을 중심으로 : 노후주거지 정비체계 개선방향에 관한 연구

        본 연구는 기존과 같은 획일적이고 고층화된 아파트 중심의 재개발ㆍ재건축방식의 한계를 인식하고 강화된 행정적 제한조치 하에서 새로운 노후주거지 정비수법의 대안을 마련하기 위한 것이다. 이를 위해, 현행 노후주거지 정비방식의 진단을 통하여 문제점을 도출하고, 외국의 노후주거지 정비체계 및 일본의 사례조사를 통하여 국외 노후주거지 정비수법 특성 및 시사점을 알아보고, 앞으로 지향해야할 국내 노후단독주택지를 중심으로 한 노후주거지의 정비방향에 대한 제언을 목적으로 하였다. 연구의 결과로 다음과 같은 노후주거지 정비체계에 대한 개선방향을 제언하고자 한다. 첫째, 거주자 중심의 노후주거지 정비가 이루어져야 한다. 원거주민이 정비사업에 따른 최대의 수혜자가 될 수 있도록 원거주민의 재정착 및 생활재건을 이룰 수 있는 다양한 프로그램의 개발이 필요하다. 둘째, 지역여건에 적합한 다양한 주택유형의 정비가 이루어져야 한다. 앞으로의 바람직한 노후주거지 정비는 물리적 환경개선 뿐만 아니라 거주자의 삶을 고려한 미래지향적 계획이 이루어져야 한다. 셋째, 광역적 차원의 기반 시설에 대한 계획적 정비와 점진적 소규모 주택재개발ㆍ재건축을 통한 장기적 노후주거지정비가 이루어져야 한다. 개발이익을 우선시하는 고층ㆍ고밀 위주의 정비사업을 지양하고 거주자의 사회적 특성과 지역적 특성을 반영하며 지역 커뮤니티의 활성화를 도모할 수 있는 종합적인 생활환경정비사업이 정부, 지자체, 주민의 일체된 노력으로 추진되어야 할 것이다. Recently, government and local government suggest the necessity of new rehabilitation methodology for suitable for urban tissue in response to critic introspection about the high-rise, high-density redevelopment. The purpose of this study is to suggest the maintenance direction of a domestic deteriorated residential area that we must intend from now on. To that purpose, we considered maintenance method of domestic deteriorated residential areas and derived problems. And, through maintenance methods of the foreign deteriorated residential areas and investigation of Japanese examples, we examined characteristic and current events point about maintenance of the foreign deteriorated residential areas. The results of this study are as follows. 1) It must consist that the long-term maintenance to keep the incremental small-scale redevelopment with the premeditated maintenance from regional viewpoint. 2) It must become the maintenance of deteriorated residential areas for the living residents now. 3) It must become the maintenance of deteriorated residential area that can adapt to local given condition.
