다른 계획입지와 마찬가지로 경제자유구역의 경우에도 개발ㆍ조성 이후 그 취지에 맞게 지속적으로 관리ㆍ운영될 수 있는 법적ㆍ제도적 장치가 마련될 필요가 있다. 그러나 경제자유구역에 관한 법체계는 구역의 지정ㆍ개발, 규제완화 및 인센티브 중심으로 구성되어 있어 전통적인 관리문제, 즉 입주자격을 심사하거나 용지 분양 후의 사후관리를 하는 데는 상당히 미흡하다. 경제자유구역의 관리기관으로 경제자유구역청이 존재하지만 주로 투자 유치, 기업 지원, 과제 발굴 등과 같은 업무에 치중되어 있다. 관리계획의 경우 개발계획이나 실시계획에서 정하는 토지이용계획을 중심으로 이루어져 있고, 입주 및 사후관리에 있어서도 조성용지를 실시계획에서 정하는 바에 따라 처분하도록 하는 것 외에는 별도의 규정을 두고 있지 않다. 따라서 경제자유구역을 효율적이고 체계적으로 관리하는 데 한계가 있을 수밖에 없다. 다만 경제자유구역의 개발계획의 내용에 따라 산업단지의 지정이 의제되는 경우 그 지역에 대해서는 산업단지의 관리방식인 입주 및 사후관리에 관한 관리방식이 적용될 수 있을 것이다. 경제자유구역을 체계적으로 관리하기 위해서는 무엇보다도 관리법제의 중요성에 대한 인식을 제고하여야 한다. 그리고 법률 차원에서 관리체계를 명확히 할 필요가 있는데, 근본적으로 관리에 관한 별도의 규정을 두는 것이 바람직하다. 산업단지의 지정 의제로 산업단지의 관리방식을 활용하려는 경우 「산업집적활성화 및 공장설립에 관한 법률」의 관리법 체계와 정합성을 갖추도록 하여야 할 것이다. 더 나아가 경제자유구역의 입지적 특성에 맞는 고유한 관리체계를 구축하는 것에 대해서도 관심을 가져야 할 것이다. 그간 경제자유구역 운영상의 문제점을 면밀히 검토하여 관리가 필요한 지역의 경우 관리계획을 수립하는 등의 적극적 조치를 취해야 한다. 그리고 분양계약을 통한 관리방식에는 한계가 있으므로 산업시설용지 외의 경우에도 입주계약 체결 방식에 의한 관리체계를 진지하게 고려해 볼 필요가 있다. As with other planned locations, free economic zones are required to prepare legal and institutional devices facilitating continuous management and operation consistent with the purpose even after development and creation. However, since the legal system for free economic zones is centered on the designation and development of the relevant zones, deregulation, and incentives, it is considerably insufficient in terms of traditional management issues, that is, screening qualifications for occupancy or ex post facto management after sale in lots. Free Economic Zone Authority located throughout the country exists as a management agency for free economic zones. However, it is mainly engaged in tasks focused on investment attraction, support for corporates, and task discovery. On the other hand, the management plans are centered on the land utilization plans determined by the development plans or implementation plans. For occupancy management and ex post facto management, no separate regulations are stipulated other than to dispose of the creation sites according to the implementation plans. Therefore, it is inevitable to encounter limitations in performing efficient and systematic management for free economic zones. Nevertheless, in case where the designation of an industrial complex is under consideration according to the outline of the development plans of the free economic zones, it will be possible to apply the management system for both occupancy management and ex post facto management, which is the method for industrial complexes. In order to systematically manage free economic zones, it is primordial to raise awareness of the importance of management legislation. Furthermore, it is necessary to clarify the management system at the legal level. Fundamentally speaking, it is desirable to have separate regulations regarding management. In order to utilize the management system of industrial complexes as a designation under consideration for these complexes, it is essential to ensure consistency with the management system under the Act on Industrial Cluster Development and Factory Establishment. Furthermore, it will be vital to pay attention to how to establish a distinctive management system in line with the locational characteristics of the free economic zones. When it is judged that some areas require some management upon careful reviews of problems in the operation of free economic zones, active measures such as establishment of management plans must be taken. In addition, since the management system through the sale contract has limitations, it is needed to make serious considerations on the management system by way of the occupancy contract even in cases other than the land for industrial facilities.

A 4 years and 8 months old girl had accidentally swallowed coins while playing on sofa. She immediately complained of a painful sensation in her throat and chest. Radiograph of the chest at a local clinic showed the coins located at the gastroesophageal junction. She was admitted to our hospital 24 hours after the accident, when her physical examinatioa was normal and the coins failed to be moved. One hour thereafter, two coins(500 won and 50 won) were dislodged from the gastroesophageal junction witb biopsy forceps:on gastroendoscope (Olympus GIF-Q10). The following day, she was discharged without complicaitions.
