TPM의 성공적 추진을 위한 국가직무 능력표준 적용에 관한 연구

This paper is trying to apply TPM (total productive maintenance) to national competency standards for its useful implementation for the plants and manufacturing sector in Korea. TPM has been widely and effectively being utilized by various sectors such as electrical and electronic industries, car industry, machine and chemical industry, etc. as well. At the same time, some of case studies show that this was refused by machine shops, or by top managers. It has been known that top manager sometimes confuses the definition and framework of TPM and technical personnels of the middle management group lack the maintenance technology required as well as the vision of their future job. As such, this paper proposes NCS of TPM. It usually includes from 6 to 10 pillars among which 9 pillars are selected as competency units in this paper. Each competency unit has its job description and several elements. This paper also suggests that more developed and advanced job description including competency unit, its elements, performance criteria and ranges of variables will be required. Future researches also should provide knowledge, skills and attitude for more efficient practice of TPM.
논문 : 국유림 내 사방시설 관리방안에 관한 연구(I) -2009~2011년 국유림 내 사방시설 점검 결과를 중심으로-

2009년부터 2011년까지 3년간 국유림내 사방시설 점검대상지에 대하여 현장점검을 실시하고 그 결과를 분석하였다. 대상지는 총 1,628개소로 사방댐 308개소, 사방지 1,320개소(1,269.05 ha)였으며, 현장조사는 연도별로 3~6월 사이에 실시하였다. 점검대상 사방댐은 1991년~2005년에 시공되었으며 96.4%인 297개소가 2000 년 이후에 시공된 것으로 나타났고, 사방지는 1986~2005년에 시공되었으며, 68.6%인 903개소가 2000년 이후에 시공된 것으로 나타났다. 사방댐은 콘크리트댐과 콘크리트전석댐이 각각 205개소와 68개소로 많았으며, 총 308개소의 사방댐 중 296개소가 양호한 것으로 나타났다. 사방지에는 돌쌓기와 돌망태를 이용한 사방구조물이 많이 시설되어 있었으며, 총 1,320개소 중 1,245개소(94.3%)가 양호하였다. 전체적으로 국유림내 사방시설은 양호한 상태를 나타내어 그 기능을 충분히 발휘하고 있는 것으로 나타났다. 사방시설 중 불량한 상태인 것으로 나타난 경우 반드시 보완·보수를 통해 사방사업의 목적이 달성될 수 있도록 해야 할 것이다. 또한 기존 사방시설과 향후 사방사업으로 시공되는 사방시설의 체계적인 유지 및 관리를 위해서는 사방시설 관리 시스템의 구축이 시급하다. This study was conducted to analyze field inspection results of erosion control facilities within national forests and to suggest maintenance and management plan of erosion control facilities. The objects amounted to a total of 1,628 locations, comprising 308 erosion control dams and 1,320 erosion control areas (1,269.05 ha). The field inspections were conducted during March-June each year. The erosion control dams inspected were constructed during 1991-2005, with 96.4% of them, or 297 dams, constructed in or after 2000. The erosion control areas were constructed during 1986-2005, with 68.6% of them, or 903 areas, constructed in or after 2000. As for erosion control dams, there were 205 concrete erosion control dams and 68 concrete with boulder pitching erosion control dams, respectively, with 296 out of a total of 308 erosion control dams in a good condition. As for erosion control areas, there were many erosion control structures using stone masonry works and gabions, with 1,245 out of a total of 1,320 (94.3%) erosion control areas in a good condition. Overall, erosion control facilities within national forests were in a good condition, amply fulfilling their functions. As for erosion control facilities in a bad condition, they must be made to accomplish the goals of erosion control works through supplementation and repairs without fail. In addition, for the systematic maintenance and management of existing erosion control facilities and erosion control facilities constructed in the future as part of erosion control works, the construction of an erosion control facility management system is urgently needed.
