중ㆍ미간의 세력경쟁과 아세안의 균형전략(balanced strategy)

본 연구는 중국과 미국 간의 세력경쟁에 대한 아세안의 대응전략을 분석하는 데 목적을 둔다. 최근 중, 미, 아세안은 아시아ㆍ태평양 지역에서 새로운 전략적 삼각관계를 형성하고 있다. 아세안은 중ㆍ미간의 세력경쟁의 장이 되고 있으며, 그 전략적 가치가 증대되고 있다. 아세안은 약소국의 위치에 있지만, 중ㆍ미간의 갈등을 이용해 국제적 지위를 확보하는 중추적 역할을 하고 있다. 아세안의 이러한 전략을 균형전략이라고 한다. 아세안의 균형전략은 다른 두 강대국에 대한 안보적 이익과 관심을 고려하여 어느 한 국가를 고립시키거나 적대시하지 않는 전략이다. The Purpose of this study is to analyse ASEAN’s correspondence strategy toward power competition between US and China. Recently, ASEAN region has become not only a game ground for US and China, but also a buffer zone where the potential collision from this competition has been prevented. ASEAN’s strategic value has been increased, and ASEAN still plays a pivotal role, even though composed of weak states. Taking advantage of conflicts between US and China, ASEAN has secured international status. In the “balanced strategy”, ASEAN does not aim at countering or alienating any one of the two states, but focuses on securing benefits and interests derived from that particular strategic triangular relation.

시진핑 시기 중국의 아시아정책: 특징, 전망, 그리고 함의를 중심으로

중국의 아시아 정책은 주변국외교의 적극적인 추진과 새로운 아시아안보관의 제기 등을 통해 변화ㆍ발전해왔다. 미국의 아시아재균형 정책 시행 이후, 아시아 지역은 중ㆍ미간의 영향력 경쟁의 장이 되기도 하지만, 동시에 중국이 국제사회에 경제와 안보분야의 영향력 강화를 통해 글로벌 강국으로서의 역할과 이미지를 구축하는 데 중요한 시험무대가 되는 것이기도 하다. 이러한 중국의 아시아 정책의 전개에 따른 미ㆍ중간 세력경쟁이 심화될수록 한국의 전략적 딜레마는 커질 수밖에 없다. 본 연구의 목적은 시진핑 시기 중국의 아시아 정책의 주요한 특징과 내용을 분석하는 데 있다. 이를 통해 향후 아시아 지역의 정세를 전망하고 한국에 대한 전략적 시사점을 제시하고자 한다. China`s Asian policies are evolving with the introduction of new measures, such as the country`s enhancement of its foreign diplomacy with neighboring countries and its proposal of a new perspective on Asian security. With the U.S. pursuing its “Rebalance to Asia” policy, Asia is becoming not only a platform to influence competition between China and the U.S. but also an important testing ground for China to solidify its role and image as a global superpower beyond its economic and security influence in global society. As China`s policy regarding Asia develops, South Korea, which has the U.S. on one side and China on the other, faces a strategic dilemma. In light of this dilemma, the goal of this research is to review the primary characteristics of Beijing`s policies regarding Asia under the Xi Jinping Administration and present future prospects and strategic implications for South Korea.
