SMS(안전관리체계)에 대한 국내 철도 안전관리자 교육훈련 요구 분석

Despite a general acknowledgement of the importance of thorough needs analysis, a lot of training and education programmes are not considering needs analysis. When it is actually done, needs analysis is often trial and error or conducted in a fairly ad hoc manner. we are feel to needs for systematic approach to training and education needs analysis. We investigated the training and education needs for safety management system of railway manager. railway manager is just object to safety management team. we are develop to questionnaire design for safety management system in railway safety management. The questionnaire is separate to expert and a staff in charge related railway safety. We are discusses to primary needs safety management system in railway management team, and proposed to adapting training needs analysis method in railway safety.

The Railroad Safety Technology R&D Program has been supported by the Ministry of Land, Transport and Maritime Affairs. The Program consists of dozen or more projects and thus is quite complex, which requires effective project management. This paper is discussing how to effectively manage the railroad safety technology R&D program based on systems engineering management plan (SEMP). The key issues dealt in this paper include the SE management, requirements management, verification and validation, integrated data base management, and traceability management. To achieve the goal, we first defined an appropriate SE process to be adopted in the program and the result was documented in the systems engineering management plan. According to the process defined, we set up the environmental frame in database. Using the database and SEMP, each project of the program was verified with respect to the corresponding requirements utilizing the traceability. All these efforts were carried out using a computer-aided SE tool, which enables efficient management of complex database.

최근 정보통신기술의 발전에 따라 철도 분야에서도 다양한 IT 기술을 접목하려는 시도가 많아졌다. 현재까지 안전 관제 시스템이 현장에 설치되어 실제 데이터를 이용해 운영 중이지만 실제 상황에서 사고가 발생하지 않는다는 점에서 철도 안전 관제 시스템의 기능 확인이 어렵다는 문제점이 있다. 본 연구에서는 임의로 사고 데이터를 발생시켜 안전관제 시스템이 정상적으로 동작하는 지 확인하고, 이를 위해 사고 데이터를 발생시킬 시뮬레이터와 사고 시나리오 및 시나리오에 따른 시뮬레이션 데이터를 작성하였으며, 실시간 철도 안전 통합 감시 제어 시스템은 철도 현장에서 데이터를 수집하고 변환하여 전송하며, 각종 철도 안전 설비의 데이터를 인터페이스 장치에서 수합, DDS 라는 공통의 프로토콜로 변환 후 안전 관제 통합 콘솔 및 위험/사고 예측 서버로 전달하여 철도 사고를 감시하고 예방할 수 있을 것으로 사료 된다. With the recent development of information and communication technology, there have been many attempts to apply various IT technologies in the railway field. Until now, the safety control system has been installed at the site and operated using actual data, but there is a problem that it is difficult to verify the function of the railway safety control system in that no accidents occur in real situations. In this study, accident data is generated randomly to verify that the safety control system is functioning properly, and to this end, simulation data is prepared according to the simulator, accident scenario and scenario. Real-time railway safety monitoring system collects and transmits data from interface devices to common protocol called DDS.
국내철도 교육훈련 요구분석을 통한 전문가 집단과 실무자 집단간의 SMS(Safety Management System) 인식 차이에 관한 연구

Approach of systematic Training is improve individual, team, and organizational for work effectiveness. The important of approach systemtic saying the training needs analysis. however, there is always to begin training without a thorough analysis of these needs. Also, improving the safety which is necessary the thought of the expert who plans an education and the educatee a staff in charge is a possibility the difference about education. The differences of thought is a possibility of reduces the effect of training. From the research is SMS training needs analyses which are developed with character difference of recognition under examining about between SMS of the expert group and the staff group . Result of the research which are specialist and the staff for training teaching material development for reflected about SMS.

Railway safety case is an important measure for demonstrates operating company"s capability, commitment and competence in accordance with Railway Regulation 2000 in UK. Safety case describes the scope of operation, definition and boundary of activity, risk analysis, system safety activity, annul safety plan. Relationships between these components and company"s policy, organization, human resource, control measure, investment plan are also included. A case study for Network Rail (infrastructure manager)"s safety case is described in this paper for the construction of safety rule and safety planning.
실시간 철도 안전관제를 위한 DDS 기반의 일반철도 신호 데이터 규격 설계 연구

The real-time railway safety monitoring and control system is for prevention of safety accidents, and this system adopts DDS (Data Distribution Service) standard based data transmission method to support integrated management of data from existing on-site safety detection devices. In this paper, we introduce the design of DDS-based data specification from on-site signal equipment on the conventional railway. For this, we (1) design UML data model of KRS SG 0062 standard which defines existing data specification, (2) define DDS Topics for DDS transmission and map KRS model to DDS Topic model, (3) suggest data transformation rules and (4) design network control QoS polices. In addition, we analysis actual on-site log data and validate our data specification design. DDS-based data transmission enables data compatibility among on-site devices and the real-time railway safety monitoring and control system, and allows efficient network management for a large amount of data transfer. 철도 안전사고 예방을 목표로 하는 실시간 철도 안전관제 시스템에서는 DDS (Data Distribution Service) 표준 기술 기반의 데이터 전송 방안을 적용함으로 기존 현장의 안전검지장치로부터 발생한 데이터를 통합 및 관리하고 있다. 본 논문에서는 수많은 현장 데이터 중 일반철도 현장에서 발생한 신호설비 데이터 규격 설계를 소개하고 있다. 신호설비 데이터의 DDS 전송을 위하여 기존 표준 규격인 KRS SG 0062를 모델링하고, DDS 데이터 전송 단위인 Topic 설계 및 데이터 변환 방안을 제시하고, 데이터 성격 별로 네트워크 제어 QoS 정책 설계를 제시하고 있다. 또한 실제 현장 데이터를 분석하여 설계된 규격이 현장에 적용 가능한지를 확인해 보았다.
실시간 철도 안전 데이터 전송을 위한 철도 안전 공동 데이터 모델 및 DDS 토픽 연구

In this paper, we propose the design of railway safety common data model to provide common transformation method for collecting data from railway facility fields to Real-time railway safety monitoring and control system. This common data model is divided into five abstract sub-models according to the characteristics of data such as ‘StateInfoMessage’, ‘ControlMessage’, ‘RequestMessage’, ‘ResponseMessage’ and ‘ExtendedXXXMessage’. This kind of model structure allows diverse heterogeneous data acquisitions and its common conversion method to DDS (Data Distribution Service) format to share data to the sub-systems of Real-time railway safety monitoring and control system. This paper contains the design of common data model and its DDS Topic expression for DDS communication, and presents two kinds of data transformation case studied for verification of the model design.
철도화재 안전관리체계 개선 및 장기전략 수립 방안에 관한 연구

In this paper, the elemental components and improving purpose in advanced safety management system are reviewed to cope with a railway fire accident. And a considering procedure(V -cycle) of long-term plan for railway fire safety improvement is proposed. For the purpose of preventing recurrence of accident, items which have to be considered in the course of accident investigation and cause analysis are presented according to the stage of investigation activity.
