제주특별도지사 주민소환사례를 통한 주민소환제 문제점 고찰 및 개선방안

A public recall vote for governor of Jeju special self-governing province who promoted the Jeju Naval Base construction plan was held on August 26, 2009. He retained his post, however, as the recall vote failed to get the required one-third support from eligible voters. The system has its weaknesses because it does not clarify reasons for a recall vote, paving the way for citizens to dismiss provincial chiefs for their legitimate exercise of their authority. Some have also argued that current regulations mandate the participation of more than one-third of voters who must in turn reach a majority, making the recall virtually impossible. Under the current system, there is no way to stop the head of a regional government, even with the presence of acts considered that may be considered censurable, so long as the leader is not under criminal punishment. The paper discusses the problems with public recall vote system in the case of recall vote for governor of Jeju and suggests systemic supplementary public recall policies.

자본시장을 통한 지방채 신용평가기관제도 도입에 대한 고찰

이 논문은 정부개혁의 한 축인 재정분권의 여러 정책 중 지방재원의 조달 방법의 하나인 지방채와 관련하여 자본시장기능에 의한 신용평가기관제도 도입의 필요성과 의미에 대해 고찰해 보는 것이다. 기존의 중앙정부의 승인제도인 개별적 기채승인제에서 완전한 지방채발행자율권이 앞으로 주어진다면 지방채발행의 남발도 예견될 수 있다. 이를 통제하는 방법으로 신용평가기관의 지방채 신용평가제도 도입은 절실하다고 할 수 있다. 또한 지방자치단체를 자본시장기능을 통해 성과평가측정의 가능성도 있고, 민간신용평가기관이 정부의 지방자치단체에 대해 포괄적인 재정ㆍ행정적 관리ㆍ감독기능을 대체하고, 자원의 효율적인 배분과 정보의 불균형을 해소시킬 수 있다. 진정한 지방자치시대를 열기 위해서는 정부 규제적인 지방채발행제도의 개선과 신용평가제도와 관련된 법령정비가 필요하고, 회사채의 신용평가에 비해 비재무적인 요인들이 큰 비중을 차지하고 있으므로, 우리 정치ㆍ행정문화의 실정에 맞는 비재무적인 요인에 대한 연구도 필요한 시점이다.

이 논문은 디지털시대 우리나라 정보공유의 현황과 문제점을 지적하고, 특히 저작권 문제와 그 대안으로서의 CCL(Creative Commons License) 확산을 위한 정책방안을 제시하고자 하였다. 정보공유 현황의 경우 공공정보와 민간정보로 구분하고, 전자는 국가지식정보자원과 국가지식포털을 중심으로, 후자는 민간포털, 지식서비스, 블로그, 카페 등을 중심으로 분석하였다. 파워블로거 집단면접을 통해 디지털시대 실제 정보공유 주체들의 관점에서 파악하였다. 공공정보공유와 민간정보공유 모두 저작권이 정보공유 확산의 가장 큰 걸림돌로 작용하는 것으로 판단하고, 이에 대한 대안적 논의로서 FSF(Free Software Foundation), 정보공유연대, CC(Creative Commons)의 라이선스 방식을 비교 분석하였다. 분석 결과 CC 대안이 정보공유 확산의 관점에서 가장 적절하다고 판단하고 이의 도입과 확산을 위한 정책방안을 제시하였다.

공공기관의 지식관리시스템 성공요인에 관한 실증적 연구 : J 광역자치단체 사례를 중심으로

본 연구에서는 지식관리의 보편적인 개념을 정리하고 정부조직의 경쟁력을 강화시키기 위해 공공부문의 지식관리 도입 및 개선 노력 등을 검토하고자 한다. J 광역자치단체의 사례연구를 통해, 부서원들의 지식관리시스템의 사용 정도를 파악하고 지식관리시스템의 개선 및 계속적인 활용을 하는데 효과적인 영향 요인을 분석하여 발전적 대안을 모색하고자 하였고 실증 분석에 근거하여 시사점 및 개선 방안을 제시하였다. 이 연구에서 지식공유가 지식창조보다는 최종성과인 지식관리효과에 더 강한 영향을 미치는 것을 실증적인 분석에서 발견할 수 있었다. 이는 지식공유가 더 적극적인 조직일수록 공공기관의 지식관리효과의 궁극적인 목적인 내ㆍ외부 고객의 만족에 영향을 미침을 시사한다. The purpose of this study is to discuss about the critical success factors involved in implementing a knowledge management system (KMS), in order to enhance a government's competition. Based on case study and a literature review, this study outlines the factors necessary for effective implementation of a KMS. The outcome of this empirical research shows that knowledge sharing and knowledge creation are significant factors in determining the level of knowledge management effectiveness. In particular, knowledge sharing is more effective than knowledge creation in knowledge management effectiveness through knowledge management activities.

제주특별자치도 감사위원회 기능강화를 위한 제도개선 방안

Eight years have passed since the launch of Jeju Special Self-Governing Province Audit and Inspection Commission(JAIC). Some say that it seems more positive aspects of JAIC in terms of decentralization of power and local government"s autonomous rights, but the criticism say that there has been still a controversy on the independence of JAIC from the start. This study aims at analyzing the function of JAIC, and suggesting some alternatives to raise the independence of JAIC. The structure and functions of JAIC should be amended to raise it"s independence by transferring the control power from the governor to the chairperson of JAIC. First, it is needed to the independent right of the personnel adminstration in JAIC. Second, the recruitment system for specialists needs some changes. Third, a chairperson of JAIC must have a right to recommend a member of audit committee. In addition, reinforcement of the budget rights and a power to audit Jeju Special Self-Governing Provincial Office of Education should be empowered to enhance the independence and professionalism of JAIC.
