주민자치센터 프로그램 운영이 참여자의 지역공동체 의식 형성에 미치는 영향 - 청주시 서원구를 중심으로 -

While the globalization and localization era have come, Korean Community Center was thinked as the ways to shrink government organizations. This appeared the need grows synthetic administration in the expansion of the living area according to the development of traffic and communication. Accordong to 「the Community center installation and operating rules」 in the year 2002, The community center was established with the aim of forming local communities strengthening the welfare and self-governing functions of residents. Many scholars have pointed out that community center is too biased in cultural, leisure programs more than autonomy functions. so, they said it does not fit the established purpose. So this study will try make sure that the program which accounts for the largest share in community canter has only a simple culture and leisure facilities, or what is the impact on the community. First, when the organization is operating systematically focusing on the program leader, Personal needs are met. and could feel conscious interaction of community, also could feel the emotional intimacy shared. Second, the higher the level of human resources such leaders, members, experts and practitioners, it increased the interaction rituals, emotional intimacy shared of community spirit form factor. In addition, when programs are operated systematically, it increased emotional intimacy shared. In this way, The community center should positively propose ways to utilize learning outcomes in the community for each program. And strengthen training of practitioners and experts in program operation. Finally, The Center should contribute to the building of local communities by developing systematic organizational operations and support for learning activities, various types of programs.

Water-repellent coating solutions were prepared by sol-gel method using tetraethoxysilane (TEOS) and methyltrimethoxysilane (MTMS) as precursors. The solutions were spin-coated on a cold-rolled steel sheet and thermally cured to prepare a non-fluorine water-repellent coating films. The effects of molar ratios of MTMS/TEOS, water concentration and ammonia concentration on the hydrophobic properties of the coating films were studied. The contact angle of water on coating films prepared by varying the molar ratio of MTMS/TEOS to 1~20 showed a maximum value of 108° when the MTMS/TEOS molar ratio was 10. With increasing water content, the coating films showed the larger contact angles and the better the water repellency. As the amount of ammonia added was increased, the contact angles of coating films were increased, showing the better the water repellency. It is considered that the larger the amount of ammonia added, the larger the size of the silica particles generated, which increases the surface roughness of the silica particles, thereby increasing the water repellency.

본 논문은 현재 강우량 관측을 위해 활용중인 점우량계를 이용하여 소규모 구역에 대한 강우량 분포 실험을 수행하여 강우량 편차 분석을 수행하였다. 즉, 실제 수십 ㎢의 유역을 대표하는 점우량계가 좁은 구역에서도 우량계간 상당한 편차를 가지는 것을 관측 및 분석을 통해 보여주고자 함이다. 이런 편차는 유역에 떨어지는 강우의 유역 유출량 계산에 심각한 영향을 끼쳐 실제 홍수예보시스템의 정확도를 떨어뜨리고 있는 상황이다. 본 연구에 대한 관측 실험은 한국건설기술연구원 안동하천실험센터에 6기의 점우량계를 60m 간격으로 설치하여 수행하였다. 강우 분석을 위한 자료는 2014년 7월 11일부터 9월 3일까지 획득한 자료를 이용하였으며 분석 결과 일강우량을 기준으로 최대강우(85.5mm)시 최대 8.5mm의 편차를 기록하여 소규모 구역에서 약 10%의 강우 편차를 나타내고 있다.
