In the era of globalization and information revolution, Korean Firms are facing with new challenges and crises from the hyperturbulent and chaotic environments. Therefore, They must search for new management paradigms and management Innovation strategy for surviving and overcoming the urgent and tremendously cataclysmal threats. The purpose of this paper reviews the concepts, approaches, and obstacles of management innovation and also to describe the management innovation strategy and it’s implementation process model for the Korean Firms.

Rearing venture business is leading to knowledge economy from industry economy. The faculty of technology and capital is in lack and not in public of sense. It is hard to activiate venture enterprise by government alone. The answer is educational organization, that is to say university and college in which technology and man power in coming venture age is in lack. The government is progressing many educational-industrial complex programs to activate connection among education, industry, and R&D institute. With this the government is operating the upbringing center for many small and middle size’s business, providing information network, and performing improvement of the former system.

The main purpose of this paper is presented a quantitative foundation and criteria on a policy- making be measurement and assessment a management capability of Korea small & medium enterprises. In a word, this paper is proceeding as follow: 1) It is prescribed as a management performance the mean value added up evaluation marks of the sales growth rate and the rate of return on total capital comply with the questionnaires on a basis sample survey of the hundred small & medium enterprises. 2) It is provided as a D-value, the difference of maximum value and minimum value on management performance and considered that a high D-value be capable enough to have an important effect in management performance. 3) after being identical with management performance as a dependent variable and equal to management factors as in dependent variables, it must be estimated to multiregression coefficients βij by multiregression model ***** 4) This paper attempts to sufficiently consider trade-off relationship between multicorrelation coefficients and rank correlation coefficients, in order to maintaining a stability of multiregression model. 5) In a case of estimating multiregression coefficients βij, it must be converted a category with a lower D-value to another category with a higher D-value to rise management capability after due consideration a multicollinearity between multiregression coefficients βij and management performance. This management capability assessment is offered to a quantitative seletion criteria on the alternatives in the even of a decision-making of top manager in the small & medium enterprises.

But there is many things to do for matured venture environment. Thus we need to present any way for improvement as follows; 1. Improvement for an educational-industrial complex. 2. Making tool for new relationship to a competitive exhibition. 3. Constructing management system and system for learning to restore obstacles in an educational-industrial complex. 4. Allowance of motive by building an incentive effects. 5. Guaranteeing exclusive possession right on network assets produced by an educational industrial complex. 6. Clear division of roles between education and industry. 7. Development of special program for education. 8. Consideration for solution of unbalanced and discriminant information possession structure. 9. Expansion of various information system and lower costs. Lastly it is important to raise venture business in the future, so that government must provide strong incentives, active communication and culture formation for infrastructure.
