지속가능발전목표(SDGs)관점에서 본 해양도시 발전에 대한 탐색적 연구 - 부산광역시 사례를 중심으로 -

본 연구는 부산시의 사례를 통해 도시경쟁력 강화차원에서 지속가능개발목표(SDGs) 실현을 위한 해양도시 발전방향에 대해 논의하는 것이 목적이다. 특히 현재 부산시에서 추진 중인 관련 정책 또는 제도와 지속가능개발목표(SDGs)의 상호연계성을 지속가능발전목표의 원래 취지인 인류 보편적 문제, 지구 환경문제, 경제·사회문제 등으로 구분하고, 이를 토대로 정책적 함의를 제시하였다. 지속가능개발목표(SDGs)을 활용해 도출된 결과는 다음과 같다. 첫째, 부산시에서 해양도시 및 해양수도 관련 모든 정책 또는 사업 추진의 근간이 되는 구체적인 방향성과 평가 및 진단지표와 관련된 내용들이 포함되어야 한다. 둘째, 부산시 해양도시 관련 계획에서는 환경적 요소를 강조하는 수준에 머물러 있어, 종합적이고 포괄적인 기본구상 도출을 통해 지역여건을 반영하고, 대내외적 상황변화에 대응할 수 있는 정책적 독립성 및 자율성 확보가 필요하다. 마지막으로 해양환경을 적극 활용하여 신산업발굴 및 육성을 통해 지역경제 활성화와 일자리 창출을 추진한다는 방향성에는 문제가 없으나 경제·사회문제 해결과 관련된 중요한 영역 중 하나인 포용적이며 회복력 있는 도시조성과 관련된 계획내용은 제한적으로 제시되어 있는 것으로 나타났다. 이에 따라 도시의 포용성과 회복력을 증진시킬 수 있는 구체적인 계획 및 사업추진을 통해 부산시의 해양도시 발전계획이 보다 실효성을 가지고, 다른 국내외 해양도시에 시사점을 줄 수 있을 것이다. The purpose of this study is to discuss the direction of the development of marine cities to realize the Sustainable Development Goals(SDGs) in order to strengthen urban competitiveness through the case of Busan City. The results are as follows. First, the specific direction, evaluation, and diagnostic indicators that are the basis for all policies and projects related to marine cities in Busan City should be included. Second, Busan City"s maritime city-related plans remain at a level that emphasizes environmental factors, so it is necessary to ensure policy independence and autonomy to reflect regional conditions and respond to changes in internal and external situations through comprehensive basic ideas. Lastly, there is no problem with the direction of promoting local economy activation and job creation by actively utilizing the marine environment to discover and foster new industries, but a plan related to the creation of an inclusive and resilient city, one of the important areas related to solving economic and social problems. It was found that the content was presented in a limited way. Accordingly, the Busan city"s marine city development plan will be effective and have implications for other domestic and foreign marine cities through concrete plans and projects that can enhance the city"s tolerance and resilience.

지역재생 관점에서 본 도서종합개발계획에 대한 정책적 함의

본 연구는 제4차 도서종합개발계획을 대상으로 지역재생이라는 가치를 반영하고, 내용분석을 통해 정책적 함의를 도출하였다. 이에 따라 지역재생 관련 선행연구를 통해 도출된 공간 및 물리적 지원, 사회경제적 지원, 사회조직 네트워크 지원, 제도체계 지원 등으로 구분하고, 일부 분석이 가능한 형태로 수정 및 보완하여 활용하였다. 지역재생 관점에서의 제4차 도서종합개발계획에 대한 진단 결과, 첫째, 공간 및 물리적 정비 지원측면에서 보면, 도서종합개발계획이 지향하고 있는 목표를 충실히 이행할 정도로 관련 내용들이 반영되어 있는 것으로 나타났다. 둘째, 사회적 인식제고 측면에서 도서(섬)지역에 대한 주민의 생활권 측면에서의 정책적 인식 개선이 필요하나, 도서지역에 대한 인식 제고를 위한 홍보, 교육 등의 계획수립에 대해서는 반영되지 못하고 있다. 셋째, 지역조직 네트워크 지원 측면에서는 공간 특성으로 인하여 도서지역 내에서 원활한 사업들이 추진되기 위해서는 지역 내 조직 및 네트워크의 형성이 필수적인 조건으로 판단되지만 제3차 계획에서 제기되었던 지역 내 조직 및 네트워크 형성을 촉진할 수 있는 계획과 내용들이 반영되지 못하고 있다. 마지막으로 제도체계 지원 측면에서는 도서(섬)지역의 지속가능한 발전을 도모할 수 있는 효율적인 제도를 만들고 체계를 구축해 나아가는 방향이 무엇보다 중요하다. 특히 주민참여 및 주민이 중심이 되는 조직들의 협력적 거버넌스가 중요한 사업 또는 계획의 성패를 가늠하는 현 상황에서 직접적인 이해관계자의 의견을 제시하고, 반영할 수 있는 체계에 대해서는 찾아보기 어려운 것으로 판단된다. 본 연구는 도서(섬)의 개발 및 보전, 그리고 지속가능성 측면에서 의미가 있는 핵심 계획을 분석하여 정책적 함의를 도출했다는 점에서 의의가 있지만 설문조사를 통한 통계분석 등 다양한 객관적인 분석이 수반되지 못하였다는 한계가 있다. 다만 본 연구의 결과가 도서(섬)이라는 공간을 단순히 개발적 의미와 더불어 재생이라는 관점에서 분석할 수 있는 후속연구의 기초 자료로 활용할 수 있기를 기대한다. This study derived policy implications through content analysis by reflecting the value of regional regeneration in the fourth comprehensive development plan for islands. Second, it is necessary to improve the policy awareness of the island area in terms of the residents" right to live in terms of social awareness, but it is not reflected in the planning of public relations, education, etc. to raise awareness of the island area. Third, in terms of supporting local organizational networks, the formation of local organizations and networks is considered essential conditions for projects within islands due to their spatial characteristics, but plans and contents that could facilitate the formation of local organizations and networks that were proposed in the third plan are not reflected. Finally, in terms of supporting the system, it is more important than anything else to create an efficient system and build a system that can promote sustainable development in the island area. This study is meaningful in that it derived policy implications by analyzing key plans in terms of development and preservation of islands and sustainability, but there is a limit that it was not accompanied by various objective analyses such as statistical analysis through surveys. However, we hope that the results of this study will be able to use the as basic data for follow-up research that can be analyzed from the perspective of regeneration as well as the developmental meaning.

A Study on the Approach to Strategic Human Resource Management

오늘날 기업 경영자의 대부분은 무형자산의 대표적 가치요소인 인적자원을 경제 우위성 확보의 중요한 동인으로 인식하고 있다. 특히 앞으로의 경영환경은 지식·정보화 중심 사회로 이루어지므로 가치 창출의 원천인 인적자원의 중요성은 더욱 강조되고 있다. 본 연구에서는 전략적 인적자원관리에 있어 기업의 경쟁우위 제고와 지속 가능한 발전을 위한 학술적 방안과 가치를 창출하는 데 목적이 있다. 구체적으로, 첫째, 전략적 인적자원관리의 개념에 대해 고찰하고자 한다. 둘째, 전략적 인적자원관리의 특징에 대해 알아보고자 한다. 셋째, 전략적 인적자원관리의 접근 방법에 대해 살펴보고자 한다. 넷째, 전략적 인적자원관리의 구성요소에 대해 재검토한다. 다섯째, 연구 결과와 시사점을 도출한다. 본 연구의 연구결과는 다음과 같다. 첫째, 기업의 인적자원은 경쟁우위를 확보하는 원천으로 경쟁기업이 쉽게 모방하지 못한다는 점에서 그 중요성이 매우 크다. 둘째, 경영환경에서 인적자원은 물론 인적자원관리는 기업의 경쟁우위와 지속가능한 발전을 위한 중요한 요인으로 작용한다. 셋째, 인적자원의 개별 활동 사이에 상호작용을 통한 시너지효과를 창출하여 조직성과를 극대화하는 최적화된 전략적 인적자원관리 시스템 구축이 필요하다. 본 연구는 급변하는 현대 기업경영은 인적자원관리가 개별적 접근이 아닌 상호작용적 접근을 통한 조직성과의 시너지효과 창출을 목표로 하는 것이 중요하다는 점과 이를 바탕으로 기업특성에 최적화된 전략적 인적자원관리 시스템 구축에 대한 필요성을 제시해주고 있다. In corporations, most managers recognize human resources, the representative value factor of intangible assets, as an important driver of securing economic superiority. Since the future business environment is made up of knowledge and information, the need for human resources, the source of value creation, is more important. The purpose of this study is to create academic measures and values that strategic human resource management can lead to a company's competitive advantage and sustainable development. Specifically, first, the concept of SHRM(strategic human resource management) is considered. Second, the characteristics of strategic human resource management is learned about. Third, the approach to SHRM is examined. Fourth, the components of strategic human resource management are reviewed. Fifth, the research results and implications are drawn. Therefore, the following results were found in this study. First, the importance of corporate human resources is even greater in that competitors cannot easily imitate them as a source of securing competitive advantage. Second, in the business environment, human resource management as well as human resources have become an important factor for a company's competitive advantage and sustainable development. Third, It is necessary to establish an optimized SHRM system that maximizes organizational performance by creating synergies through interaction between individual activities of human resources.
