        The goal of this study was to conduct a comparative evaluation of accident rates between yellow taxis and non-yellow taxis in order to know whether vehicle color contributes to reducing accident rate as expected in Gyeong-Nam province. For this study, 49 company's taxi accidents and enrolled number of taxis were examined from 1992. 3. to 1996. 2. by month. The main finding of this study was that significant difference existed in accident involvement rate between yellow and non-yellow taxis overall. Especially, it was concluded that low significant difference existed in wounded accidents, but significant difference existed in property damage only accidents. However, the effect of vehicle age was not considered to those relationships. According to this study, it was concluded that vehicle color contributed to reducing taxi accident rate in Gyeong-Nam province.

        도시부도로 제한속도 산정모형 개발 및 효과분석 연구

        Appropriate speed limits at a reasonable level in urban roads are highly important factors for efficient and safe movement. Thus, it is greatly necessary to develop the objective models or methodology based on engineering study considering factors such as traffic accident rates, roadside development levels, and roadway geometry characteristics etc. The purpose of this study is to develop the estimate model of appropriate speed limits at each road sections in urban roads using traffic information big data and field specific data and to review the effects of accident decrease. In this study, the estimate method of appropriate speed limits in directional two or more lanes of urban roads is reflecting features of actual variables in a form of adjustment factor on the basis of the maximum statutory speed limits. As a result of investigating and testing influential variables, the main variables to affect the operating speed are the function of road, the existence of median, the width of lane, the number of traffic entrance/exit path and the number of traffic signal or nonsignal at intersection and crosswalk. As a result of testing this model, when the differences are bigger between the real operating speed and the recommended speed limits using model developed in this study, the accident rate generally turns out to be higher. In case of using the model proposed in this study, it means accident rate can be lower. When the result of this study is applied, the speed limits of directional two or more lane roads in Seoul appears about 11km/h lower than the current speed limits. The decrease of average operating speed caused by the decrease of speed limits is 2.8km/h, and the decrease effect of whole accidents according to the decrease of speed is 18% at research road. In case that accident severity is considered, the accident decrease effects are expected to 17~24% in fatalities, 11~17% in seriously injured road user, 6~9% in slightly injured road user, 5~6% in property damage only accidents.

        조건부가치측정법(CVM)을 이용한 보행환경개선사업에 대한 편익 추정

        In this study of estimating the benefits of environmental materials, the CVM method used in environmental economics was applied to estimate the value of pedestrian environment improvement. After finding the Willingness To Pay (WTP) level of residents through CVM, this study attempts to calculate quantitative benefits from the pedestrian environment improvement. In this study, a survey targeting the inhabitants in Seongbuk-gu adjacent to a business area was carried out for pedestrian environment improvement considering form of payment, willingness to pay and such by establishing and showing several virtual scenarios depicting a quiet and comfortable pedestrian environment. As a result, the willingness to pay level of the Seongbuk-gu residents was 627 won of surcharge for pedestrian environment improvement per month. Additionally, the annual total benefits by pedestrian environment improvement was estimated within a range from 1,247,516,820 won to 286,305,110 won. 본 연구에서는 최근 환경재의 편익을 추정하기 위한 목적으로 환경경제학에서 사용하던 CVM을 보행환경개선사업의 가치 추정에 적용하였다. 이를 통해 주민들의 지불의사를 알아보고 보행환경개선사업으로 인한 편익을 정량적으로 산정해 보고자 한다. 이를 위해 본 연구에서는 쾌적하고 편안한 보행환경이 조성된다는 가상시나리오를 구축하여 보여주고, 지불형태, 지불유도방법 등을 고려하여 보행환경개선 사업지역에 인접해 있는 성북구 주민을 대상으로설문조사를 실시하였다. 설문조사를 토대로 하여 성북구 주민들의 지불의사를 추정해본 결과 보행환경 개선시 매월627원의 보행환경 개선 부담금을 지불하고자 하는 것으로 나타났다. 그리고 보행환경 개선으로 인한 연간 총편익을추정해보면 1,247,516,820원에서 286,305,110원에 이르는 것으로 추정되었다.

        교통안전진단 개선방안들의 우선순위 산정 연구

        Recently, a massive loss of life and property is occurring in Korea due to traffic accidents, with the rapid increase in cars. For improvement of traffic safety, the Korea Transportation Safety Authority intensively analyzes accident data in local governments with low traffic safety index, performs a field investigation to extract problems and offers local governments improvements for problems, by conducting the ``Special Survey of Actual Conditions of Traffic Safety`` each year, starting 2008. But local governments cannot strongly push forward the improvement projects due to the limited budget and the uncertainty of the improvement plan effects. Therefore, this study suggested a model which applied the Utility concept to the AHP theory, in order to efficiently decide a priority of the improvement plans in accident black spots in consideration of the limited budget of local governments. The number of accidents in each spot for improvement and accident severity, traffic volume, pedestrian volume, the improvement project cost and the accident reduction effect were chosen as evaluation factors for deciding a priority, and data about the improvement plan costs and the accident reduction effects, traffic accidents and traffic volume in the spots to undergo the special research on the real condition of traffic accident in the past were collected from the existing studies. Then, regression analysis was carried out and the Utility Curve of each evaluation factor was computed. Based on the AHP analysis findings, this study devised a priority decision method which calculated the weight and the utility function of each evaluation factor and compared the total utility values. The AHP analysis findings showed that among the evaluation factors, accident severity had the biggest importance and it was followed by the improvement plan cost, the number of accidents, the improvement effect, traffic volume and pedestrian volume. The calculated utility function shows a rise in utility, as the variables of the 5 evaluation factors; the number of accidents, accident severity, the improvement plan effect, traffic volume and pedestrian volume increase and a fall in utility, as the variables of the improvement plan cost increase, since the improvement plan cost is included in the budget spent by a local government.

      • 4차로 도로 중앙 트램 정차 및 보도에서 접근 승하차 정거장 제안

        본 연구는 4차로 도로에 설치하는 정거장의 새로운 형식을 제안하는 연구다. 본 연구가 중요한 이유는 맞상대식 정거장 설치가 어려운 좁은 도로에 트램정거장을 설치하는 방안을 제안하기 때문이다. 우리나라는 현재 20여개 도시에서 트램을 도입하고 있다. 트램 노선이 도로폭원 4차로 이하 도로를 중앙으로 통과할 경우 정거장 설치 공간 확보가 매우 어려운 현실이다. 물론 트램이 오래 전에 도입된 유럽 도시에서는 4차로 이하 도로에서 트램이 일반차량과 혼용차로로 운영되고 있지만 우리나라는 안전의 이유로 도로교통법에서 트램 전용차로만 허용하고 있기 때문에 트램 정거장 설치를 하려면 보도 구간을 셋백(보도 경계석 뒤로 이동)해야 하는 문제가 발생한다. 이 문제에 대해서 해외 트램 선진 도시에서는 도로 중앙에 트램이 정차하고 보도에서 대기중이던 이용객이 도로 바깥 차로를 가로질러 승하차 하는 정거장을 운영하고 있다. 해외사례 조사 및 우리나라 적용성을 검토하고 국내 여건에 맞춘 정거장 운영방안을 제안한다.
