The purpose of this paper is to study on the topological relation of spatial data in the facilities management systems(FMS). The subject area is selected and collected all of the drawing in order to get the coodinate values, which become the standard of the subject area and that can be gotten by way of practising control surveying from a existing control point. Also, after giving the code in the attribute information to make it data-based, connecting spatial information with the attribute information to overlap layer each other, and compared with the topological relation of the spatial data. From the results of this study we could obtained conclutions as follow ; it is expected that we can effectively operate and manage the situation between the underground structures so accurate that we may obviate the safe accidents or the damages of life and property.

The rapid development of computer system that in existing Unix environment enable, GIS system of proceed spatial data and attribute data of server in PC, making Internet appeared and Internet used in academic organization, and industrial organization, many people to numerous field GIS to use. But that most people except some experts practically use GIS is fact. Therefore, In study, diverse geography information stored and made of each different environment enables users to approach and proceed data, constructed GIS with utilizing OGIS used of diverse geography information and CORBA technique to be much operated in different platform ; Internet GIS contains following merits ; First, can use interface, approach, and share inclination besides to use URL anywhere in the world seek Internet GIS. Second, make maintenance and management to multiple client convenient. Third, if users have web browser, can freely approach service benefiting by service anywhere.

GSIS(geo-spatial information system) is an automated system for the capture, storage, retrieval, analysis and display of geo-spatial data. The technique among the GSIS is the digital terrain modelling. In general, grid digital elevation model and triangulated irregular network are reasonable units for solving terrain problems. But, triangulated irregular network is an efficient in storing data and their simple data structure for accommodating irregularly spaced elevation data. The triangulated irregular network represents a surface as a set of non-overlapping continuous triangular facets, of irregular size and shape triangulated irregular network interpolations are widely used to construct smooth surfaces from scattered data in 3D. Data points are extracted irregular from digital topographical map of two areas which have different topographical characteristics. In this paper various triangulation algorithms and theories of radius sweep algorithm are presented and triangulated irregular network program is developed using Delaunay triangle algorithm.
