초등학교의 총체적 질 경영 측정 도구 개발 = A Study on the Development of a Total Quality Management in Education Inventory for the Elementary School

국문 초록 (Abstract)

본 연구는 초등학교의 총체적 질 경영(TQME)을 측정할 수 있는 도구를 개발하는데 그 목적이 있다. 이러한 연구의 목적을 달성하기 위하여 설정한 연구 내용은 다음과 같다.
첫째, 초등학교 총체적 질 경영(TQME)의 구성 요인을 분석․추출한다.
둘째, 초등학교 총체적 질 경영(TQME)을 측정할 수 있는 도구를 구안하고 타당화한다.
이러한 연구내용을 수행하기 위해 관련 문헌과 선행연구의 고찰을 통해 초등학교교육의 정체성과 경영의 특성, TQME의 개념, 원리, 모형 등을 정리하였고, 이를 바탕으로 초등학교 TQME 측정 도구를 구안하였다. 서울, 청주, 전남 광주, 경기 지역의 14개 초등학교 450명을 대상으로 예비검사를 실시하였고, 이를 바탕으로 탐색적 요인분석을 실시하였다. 그 결과 권한위임 및 자율성, 아동참여, 수요자 만족, 환경 및 풍토, 평가관리, 지속적 개선활동 등의 6개 하위 요인으로 구성된 42개 문항을 추출하였다. 하위요인별 문항의 신뢰도는 .814 - .892 로 양호하게 나타났다. 본 검사는 6개 요인 42개 문항을 바탕으로 층화군집무선표집 방법에 따라 53개교를 무작위 선정하여 설문조사를 실시하였다. 분석방법은 AMOS 5.0을 활용한 구조 방정식 모형을 통하여 최종 문항을 선정하였고, 하위요인 간 관계를 검증한 모형의 적합도 및 수렴타당성과 판별타당성을 검증하였다. 그리고 공인타당도를 확인하기 위해 학교조직효과성 측정 도구와의 상관관계를 검증하였다.
요인들의 내적일관성 신뢰도는 Cronbach α 계수로 .972로 나타났다. 도구 구성 요인간의 상관관계는 .554에서 .835로 정적인 상관을 나타내었다. 판별타당성과 수렴타당성을 검증하기 위하여 요인별 개념신뢰도와 분산추출지수를 산출하였다. 그 결과 모든 요인의 개념신뢰도가 .70이상으로 나타났고, 분산추출지수도 .50 이상으로 나타나 수렴타당성을 검증할 수 있었다. 또한 모든 요인 간의 상관계수 제곱값이 분산추출지수보다 작아 판별타당성이 검증되었다. 구조 모형의 적합도를 살펴본 결과, 은 6156.471(df=521, p=.000), GFI .840, RMSEA .079, NFI .903, CFI .912, PNFI .753으로 나타났다. 통계량을 제외한 모든 적합도 지수들이 적합 또는 양호한 수준으로 나타나, 본 검사도구는 타당함이 검증되었다. 그리고 초등학교 TQME 측정 도구의 공인타당도를 알아보기 위해 학교조직효과성 측정 도구와의 상관관계를 분석한 결과, 초등학교 TQME 측정 도구와 학교조직효과성과의 관계는 Pearson 상관계수 .879 로 매우 높게 나타났다.
이상의 과정을 통해 권한위임 및 자율성, 아동참여, 수요자 만족, 환경 및 풍토, 평가관리, 지속적 개선활동 등의 구성요인이 최종 도출되었으며, 본 연구에서 구안한 초등학교 총체적 질 경영 측정도구는 그 타당성이 검증되었다. 본 연구를 통해 개발된 도구는 초등학교 경영의 질을 높이는데 유용하게 활용될 수 있을 것이다.
