      The importance of ethical leadership has been emphasized, as the modern society requires a leader to act and make decisions based on ethical standards.
      Modern managers and researchers realize the importance of ethical leadership and they put much efforts to use it as an instrument for taking competitive advantage for their organizations. Yet little empirical research has been focused on an ethical dimension of leadership. For this reason, this study reviewed conceptual definitions of ethical leadership and examined the relationships between ethical leadership of leaders and ethical behavior of subordinates in R&D organizations.
      The followings are major purposes of this study : First, how does ethical leadership affect ethical behavior of subordinates ? Secondly, can organizational factors moderate the relationships between ethical leadership of leaders and ethical behavior of subordinates? Thirdly, how do individual characteristics of leaders affect ethical leadership?
      To conduct this empirical study, the following research model and hypotheses were made. The self-reporting questionnaires for statistical analysis were distributed to 304 employees of 16 public research institutions.

      In accordance with the results of hypotheses testing, the major findings of this study can be summarized as follows.
      The results of this study suggest that leaders should try to have ethical leadership for ethical behavior of subordinates(Organizational Citizenship Behavior, Ethical Decision Making) and they should make efforts to improve individual characteristics such as high agreeableness, high conscientiousness, low neuroticism, and low machiavellianism. Also, Organizations must make efforts to improve ethical climates, ethical attitude of CEO and Peer.

      The importance of ethical leadership has been emphasized, as the modern society requires a leader to act and make decisions based on ethical standards.
      Modern managers and researchers realize the importance of ethical leadership and they put much efforts to use it as an instrument for taking competitive advantage for their organizations. Yet little empirical research has been focused on an ethical dimension of leadership.
