공교육의 내실화를 위한 방안의 하나로 최근 교사평가 제도의 도입이 교육계의 큰 관심사가 되고 있다. 교사평가의 주요 항목의 하나는 수업평가로서, 이제까지 수업평가의 필요성이나 또는 부작용에 대해서는 주로 당위적 수준에서의 논의만이 이루어지고 있다.
이 연구는 수업평가가 실제로 공교육의 내실화에 기여할 수 있기 위해서는 수업평가 활동이 교사의 전문성 신장에 실질적인 도움을 줄 수 있어야 한다는 생각을 바탕으로 하여 교사 자기평가, 학생에 의한 평가, 동료교사에 의한 평가 등 세 가지 수업평가 유형별로 평가 결과의 특징과 이에 대한 교사의 반응을 경험적으로 분석하여 수업평가가 도입되어야 할 학교 현실에 대한 이해를 높이는 데 목적이 있다. 이 연구는 학교 현장에서 실천 가능한 수업평가의 방안을 모색하는 데 있어서, 그리고 수업평가가 실질적으로 교사의 수업전문성 신장에 활용될 수 있도록 하는 방안을 찾는 데 있어서 유용한 기초 자료로 활용될 수 있다.
이 연구에서는 수업평가가 진행되는 과정에 따라 크게 수업평가의 시행단계, 수업평가 결과 피드백에 대한 교사들의 반응단계, 수업에서 나타나는 교사들의 수업개선 노력 등 세 단계로 나누어 연구문제를 구체화하였다. 연구문제는 다음과 같다.
첫째, 수업평가 유형별 평가 시행에 따른 수업평가 결과의 특징은 무엇인가?
둘째, 수업평가 시행 과정에서 교사들은 수업평가의 필요성과 수업평가 결과의 신뢰성에 대해 어떠한 반응을 보이는가?
셋째, 수업평가 시행 이후 교사는 자신의 수업개선을 위해 어떠한 노력을 하였는가?
위의 연구내용을 고찰하기 위하여 이 연구에서는 질적 사례 연구방법을 활용하였다. 연구대상은 연구의 목적에 동의하는 한국(가칭)중학교 내 세 명의 교사로 교직경력 24년의 간부교사, 경력 13년의 중견교사, 새로 임용된 초임교사이다. 연구에 필요한 자료 수집을 위해서는 설문지 조사, 수업평가, 심층면접, 수업관찰 등으로 자료를 수집하고 분석하였다. 형성적인 목적의 수업평가를 시행하기 위한 평가체제는 수업평가의 일반적인 모형과 수업평가 유형을 검토하여 현장에서 시행할 수 있도록 설계하였다. 특히 현장에서 사용되고 있는 형성적인 목적을 위한 수업평가 도구를 찾기 힘든 상황에서 시범적인 수업평가 준거를 활용하여 연구 수준에서 수업평가를 실시하였다. 수업평가는 학기 초, 학기 중, 학기 말 3회에 걸쳐 시행하였고 평가 유형은 교사자기 평가, 학생에 의한 평가, 동료교사에 의한 평가를 동시에 실시하였다. 그러나 동료교사에 의한 평가는 동료교사들의 수업시간 조정과 같은 행정적인 문제로 인해 학기 초와 학기 말 2회 시행하였다. 수업평가 도구는 교사의 수업전문성 향상을 위해 Danielson이 개발한 수업을 위한 틀(A Framework for Teaching)을 기초로 하였다. 그 틀은 수업의 전문적인 실천에 포함되는 영역을 크게 ‘Ⅰ계획과 준비’, ‘Ⅱ 학습 환경 조성’, ‘Ⅲ 교수’, ‘Ⅳ 전문인으로서의 책임감’으로 나누고 있으며 하위요소와 내용들로 구성되어 있다. Danielson의 틀을 기준으로 하여 우리나라 학교 현실에 맞게, 평가의 주체에 따라 질문의 형식과 질문내용을 조정하였다.
연구자는 연구 참여 교사들의 수업을 참관하면서 수업의 일반적인 특징들을 정리하였다. 학기 초에 수업평가 도구를 가지고 평가 유형별로 1차 수업평가를 시행하고 평가결과를 교사마다 피드백 하였다. 이후 수업에서 어떠한 수업개선 노력들이 나타나는가를 관찰하였고 이러한 과정은 3회의 수업평가 시행과 함께 반복되었다. 연구결과는 다음과 같다.
첫째, 수업평가 결과의 특징은 수업평가 총점이 대체로 동료교사에 의한 평가, 학생에 의한 평가, 자기 자신에 의한 평가의 순으로 점수가 높게 나왔고 교사에 따라 차이가 있었다. 각 평가 유형별 평가결과의 특징은 교사와 학생의 수업 영역에 대한 반응 및 점수 간에 일치도가 높은 것으로 나타났다. 또한 학생평가 결과는 다른 평가 유형 중에서 가장 안정적인 점수를 나타내고 있었다. 3차 수업평가 시행 결과 동료교사에 의한 평가결과에서만 점수가 높아진 것으로 나타났으나 신뢰로운 응답결과는 아니다. 수업평가 유형별 응답 결과는 몇 가지 경향성을 나타내고 있으나 교사에 따라서 차이점도 나타나고 있다.
둘째, 수업평가 시행과정에서 나타난 수업평가의 필요성 및 유용성, 신뢰성에 대한 교사들의 반응은 인식수준과 실천수준에서 차이가 났다. 연구가 시작되기 전 연구 참여 교사들은 수업평가가 수업의 질 개선을 가져올 것이라는 긍정적인 반응을 보였으나 평가가 시행된 후에 교사별로 반응의 양상이 달라졌다. 학생평가의 경우 평가점수의 높고 낮음보다는 평가점수에 대한 교사의 만족여부에 따라 긍정과 부정으로 반응이 나뉘었다. 동료교사에 의한 평가의 경우 교사들이 가장 큰 부담을 느끼는 것으로 나타났으나 실제로 평가 결과에 대해서는 얻을 것이 없다는 반응을 보였다. 자기평가에 대해서는 연구 참여 교사 모두 자기반성의 기회가 되었다고 반응하였다. 한편 평가자에 해당하는 학생과 동료교사의 반응은 상당히 긍정적으로 나타났다. 학생들의 경우 자신들의 수업을 되돌아보는 기회가 되었다고 응답하였고 동료교사의 경우 수업평가가 교사의 수업에 대하여 점수를 매기는 일에 국한된 것이 아니라 자기반성 및 자기학습의 기회가 되었다고 반응하고 있다.
셋째, 수업평가 시행 이후 수업에서 나타나는 교사들의 수업개선 노력은 교사마다 다르게 나타나고 있음을 알 수 있다. 공통적으로 나타나는 현상은 매체의 활용이나 분단수업 등 학생들의 학습을 유도할 수 있는 수업의 요소들을 동원하는 수준이었다. 그러나 교사에 따라서는 자신이 생각하는 좋은 수업의 모습에 가깝게 노력하는 교사, 보여지기 쉬운 활동 중심의 수업요소를 동원하지만 변화가 지속되지 않는 교사, 수업평가의 준거에 비추어 자신의 부족한 부분을 메워나가는 교사 등 반성의 수준이 다양하게 나타났다. 이러한 결과를 통해서 볼 때 수업평가가 교사들의 수업개선 노력을 유도하기는 하지만 모든 교사들의 전문적인 반성 및 학습의 과정으로 이어지는 수준이었다고 판단하기는 어렵다.
본 연구의 결론은 다음과 같다. 첫째, 수업평가의 결과는 평가의 주체가 누구인가에 따라 다르게 나타나고 있음을 알 수 있다. 따라서 수업평가 결과를 해석함에 있어서 평가의 주체를 함께 고려해야 할 필요가 있다. 또한 수업평가의 정보를 다원화하는 문제에 있어서 평가 주체별로 평가 영역을 달리할 필요가 있으며 평가 정보의 타당성 문제가 보다 현장 중심으로 신중하게 검토되어야 함을 알 수 있다.
둘째, 수업평가에 대한 교사들의 반응은 인식수준과는 달리 실천수준에서 부정적인 것으로 바뀐 것을 알 수 있다. 교사들은 수업평가 업무와 수업평가 주체들에 대하여 이론수준에서 기대하는 것과는 달리 다양한 반응을 보여주었다. 교사들의 이러한 반응은 교사개인의 심리적인 문제만이 아니라 수업평가가 정착되어야 할 학교 현실을 반영한다. 따라서 학교현장에 대한 이해가 선행되지 않은 채 당위수준에서 정책이 도입된다면 많은 한계들이 지적될 수 있음을 알 수 있다.
셋째, 수업평가 시행 이후 연구 참여 교사들의 수업개선 노력은 전문가적인 학습의 과정으로 해석하기에 한계가 있다. 수업평가를 통하여 전문적인 반성을 시도하는 교사도 있었으나 수업평가의 결과가 부정적인 피드백으로 작용하는 경우도 있었으며 수업평가 준거에 비추어 보여주기 식의 개선노력을 기울이는 경우도 있었다. 수업평가를 통해 그러한 기술적인 변화만을 시도한다면 결국 교사의 일은 기술자의 일과 크게 다르지 않을 것이다. 스스로 자신의 수업에서 가장 문제라고 인식되는 것으로부터 이를 개선하기 위한 작은 노력이 시작되는 것, 그것이야 말로 전문가적인 학습의 과정이라고 말할 수 있다.
교사들이 수업평가를 통해 보여준 수업개선 노력이 전문적인 학습의 과정으로 이어지지 못하는 이유는 수업평가를 시행하는 과정에서 교사들이 보여주었던 반응들을 통해서 유추해 볼 수 있었다. 먼저 교사들은 수업평가를 본연의 업무인 수업과는 별개의 업무부담으로 받아들이고 있음을 알 수 있다. 또한 수업의 주체인 학습자와의 관계에 있어서 교사와 학생이 수업에서 교과내용을 매개로 수평적인 만남을 이루는 것이라고 생각하기보다는 수직적인 관계로 인식하는 것으로 파악되었다. 한편 교사의 권위를 기반으로 한 전문적인 인도자로서 교사의 역할을 의식하고 있음을 알 수 있다. 교사의 일을 교사 스스로 책임져야 할 고립된 작업으로 인식하고 있으며 교사간의 동료관계가 전문적인 공동체, 혹은 협력적 관계로 유지되기보다는 개인 중심의, 온정주의적 관계로 이해되고 있음을 알 수 있다. 한편 수업참관이나 동료간 평가에 있어서 수업공개를 꺼려하는 가장 큰 이유는 ‘교실은 교사의 영역’이라는 생각이 지배적이기 때문이라고 해석된다.
그러나 이러한 학교 현실이 변화되지 않는다면 수업평가를 통한 수업개선 효과는 크게 기대할 수 없을 것이다. 수업평가가 수업의 연장선에서 수용되고 교육의 수혜자인 학습자의 반응을 수평적인 관계에서 적극적으로 수렴하며 교사 간 협력적인 관계를 기반으로 한 전문적인 조언이 교사의 자율적인 의지로 교류되는 것이야말로 전문가적인 학습의 실천이라고 말할 수 있다. 수업평가가 수업전문성을 높이는 동력으로 활용되기 위해서는 제도의 발전뿐만 아니라 학교 현장에서 나타나는 이와 같은 한계들을 교사 수준에서 극복해 나가는 노력들이 시작되어야 한다. 그러한 노력이 곧 전문적인 학습의 과정인 것이다.
수업평가에 대한 후속연구에서는 수업평가의 효과를 검토할 수 있는 다양한 방법에 대한 연구가 수행될 필요가 있다. 또한 수업평가의 시행사례를 좀 더 폭넓게 연구하고 수업평가 시행 과정에서 나타날 수 있는 교사들의 다양한 반응들을 검토함으로써 수업전문성에 대한 경험적인 논의로 이어갈 필요가 있다. 이러한 과정이 곧 수업평가의 현장 적합성을 높이는 일이 될 것이다.

The purpose of this study is to progress from what is considered commonsense in terms of teaching evaluation, to a practicable level. And thus, obtain a research result on teaching professionalism based on actual experiences. With these objectives as the guideline, this study will be used to seek specific means to implement teaching evaluation, and further, to form a foundation for practical discussion on teaching professionalism
The study was conducted in 3 parts(1) teaching evaluation during classroom session, (2) teacher's reaction to the results of the teaching evaluation, and (3) their efforts towards improved teaching.
First, what is the characteristics of the results obtained on teaching evaluation depending on the various evaluators? Second, how did the teachers respond to the need for teaching evaluation as well as the reliability of the evaluation results during the evaluation process? Third, what efforts did the teachers make to improve the quality of one's teaching after the teaching evaluation process?
To conduct a research to obtain qualitative case study, a research objects selected, comprising of 3 teachers one with 24 years of teaching experience second, 13 years of experience and, the last, a newly appointed teacher, under agreement. The name of the school will remain anonymous.
Methods implemented to obtain results include surveys, teaching evaluation, in-depth interview, as well as observation of teacher's instructions.
Teaching evaluation was conducted 3 times per semester: at the beginning of the semester, in the middle, and at the end of the semester. Method of evaluation used includes self-evaluation by the teachers themselves, evaluation by students and evaluation by the peer-teachers. And all these results were taken into consideration to form the research conclusion. However, peer-evaluation was adjusted to twice per semester for reasons such as conflict in their teaching schedule and other administrative reasons.
Danielson's "A Framework for Teaching" was selected as the tool for teaching evaluation to enhance teaching professionalism. This framework categorizes teaching activities into 4 domains, I. Planning and preparation, II. teaching environment, III. Instructions and IV. Professional responsibilities.
Based on Danielson's framework, survey questions, question format, and content of the questions asked were re-adjusted to suit the local teaching environment.
The researcher observed the instructions of the sample teachers at the beginning of a new semester, and made notes on the observed results. And by making use of the teaching evaluation tools, evaluation on instructions was executed according to the three types of teaching evaluation. The subjects were given feedback about their teaching and consequent changes in their instructions were carefully observed. This process was repeated three times during the entire research period. And the results of this study are as follows.
First, the results of the teaching evaluation-the scores on the teaching evaluations were the highest on the evaluation by the peer teachers, followed by the students, then, by teachers themselves, with slight difference depending on teachers. Further analysis on the results of evaluation revealed that there was a high correlation between the evaluation by the teachers themselves and the students. It was also revealed that the students' ratings were most stable compared to the other evaluation score. Analysis on the third results of teaching evaluation showed that the scores improved only in the peer-evaluation. However, these results were not viewed to be credible. The results on teaching evaluation by the evaluators revealed some trends as well as a few discrepancies.
Second, teachers' response towards need for teaching evaluation, its usefulness and reliability, that were revealed in the process of the teaching evaluation, differed in their understanding and practice. Prior to the experiment, teachers responded positively that teaching evaluation will improve teaching quality. But after the teaching evaluation, their response differed according to the teachers. With regards to teaching evaluation by students, teachers' responses were divided not according to whether or not the score was high or low but how satisfied each teachers were by the evaluation scores. As for teachers' response regarding peer-evaluation, while the teachers felt most burdened by peer observation but were not impressed by the evaluation scores. In self-evaluation, all the research subjects view the participation to this evaluation process to be an opportunity for self-reflection. On the other hand, the responses of the students and teachers who served as evaluators were highly positive. The evaluators viewed this evaluation process to be an opportunity for self-examination as well as self-learning.
Third, the consequential change in the teachers' instructions, after the evaluation process, differed according to the subject teachers. The most common change was adopting teaching methods that would induce more participation from the students, such as making use of teaching tools, group formation and other teaching tools. However, the resulting change in the individual teachers in their instructions varied according to the teachers one made efforts to make teaching what she considered good teaching, one focused on the tools that were perceived to maximize their teaching skills but soon seized the efforts, while other focused on the areas where they were perceived to be lacking. Consequently, it is difficult to conclude that teaching evaluation will either induce all teachers to reflect about one's instructions or to promote better teaching.
In conclusion, it was revealed that the result of teaching evaluation differed depending on the evaluator. Therefore, in analyzing the evaluation result, it is necessary to take the evaluator into consideration. Furthermore, a multidimensional analysis of the information obtained from teaching evaluation does not necessarily guarantee the quality of the evaluation results.
Second, with regards to teachers' response towards teaching evaluation, it was seen that, while the teachers were positive in their understanding, their perception became negative in practice. The subject teachers confessed that, in reality, their working conditions were such that it was impossible to anticipate improvement in teaching by participating in such stressful research. And as long as these complaints were dealt with, at a personal level, they felt that the real improvement in teaching was almost impossible to anticipate.
Third, the efforts made by the subject teachers, to improve one's teaching, cannot be equated as professionlization of their teaching. Some teachers made attempt for professional reflection, however, at times, the feedback given to them had negative effects on some teachers, while others tried only to appease to the purpose of the evaluation process.
In an overview, it has become certain that the real issue should not lie on "how to evaluate teaching" but on "how can teachers' professionalism be improved". Just by mobilizing the teaching strategies, revealed by researches, that are easy to implement, does not mean teaching professionalism. It is not a true teaching experience, if teaching evaluation means to let those teachers who take the trouble to seek better teaching method, and enjoy challenges experience failure.
In conclusion, it is necessary to re-evaluate the actual changes that occur in teaching, after the evaluation process, in relation to teaching professionalism. And a practical discussion on what efforts and supports are needed for analysis to energize teachers' professionalism must take place. The future studies on teaching evaluation should include studies on various tools to measure the effects of teaching evaluation. In addition, by conducting a broad study on actual teaching evaluation case studies, and by reviewing the various reactions occurring within the subject teachers, the future discussions on teaching professionalization must continue, based on the actual experiences.
