일본 ‘다문화공생’ 정책과 지역사회의 지원 활동: (2) 지역사회 다문화공생 거버넌스 - 오사카와 히로시마의 사례를 중심으로

최근 일본은 기존의 인종적, 문화적 동질성의 신화에서 다문화공생 사회로의 전환을 추진하고 있다. 일본의 다문화공생 정책은 중앙정부보다는 선도적인 지방자치체들을 중심으로 시행되고 있다는 특징을 가진다. 특히 다문화공생 정책은 국제교류협회, 외국인시민회의, 외국인집주도시회의 등과 같이 네트워크 조직의 구축을 통해 전개되는 지자체 다문화공생 거버넌스에 기반을 두고 있다는 점에서 의의를 가진다. 이는 외국인 이주자들을 지역사회의 주민으로 받아들여 ‘아래로부터 다문화주의’를 확산시키고, 이들과 관련된 문제들을 논의할 수 있는 ‘다문화 공적 영역’을 마련했으며, 또한 정부 차원에서뿐만 아니라 시민사회에서도 지역사회 다문화공생 담론 및 거버넌스 체제가 확장될 수 있도록 했다. 그러나 일본의 다문화공생 정책은 개념적 모호성과 사회통합을 위한 암묵적 이데올로기, 외국인 이주자에 대한 차등주의 또는 동화주의의 잔존, 경제적 지원과 정치적 권리에 대해서는 무시한 채 문화적 측면만 부각하기 등의 문제들을 안고 있다. 따라서 이러한 다문화공생 정책을 한국 사회에 유의하게 원용하기기 위해서는, 다문화공생을 위한 원칙으로 호혜적 비지배의 원칙 또는 상호 인정의 원칙 명시, 규범적 다문화공간의 창출을 위한 시민적 기반의 확충, 다문화공생을 위한 상호 인정과 더불어 정당한 물질적 재분배의 보장이 요청된다. Recently Japan has pursued a transformation from the ‘myth of racial and cultural homogeneity’ to ‘multicultural co-existence’ society. The transformation can be characterized in a sense that it has been promoted by innovative local municipalities rather than the central government of Japan. In particular, it is highly significant that policies for multicultural co-existence have been developed on the basis of municipal governance organized by several types of network system such as ‘International Association’, ‘Foreigners’ Assembly’, ‘Council of Cities with High Concentration of Foreign Immigrants’. Such governance systems have practiced ‘multiculturalism from below’ by accepting foreign immigrants as communal residents, have generated multicultural public sphere in and through which they can discuss and pose problems in everyday life, and have extended discouses and governance systems for multicultural co-existence on the level of communal civil society as well as on the level of central government. But in order to properly apply implications of the Japanese municipal multicultural co-existence governance to Korean society, it is required to proclaim principle of reciprocal non-domination or of mutual recognition as that of multicultural co-existence, to expand civil basis for creating normative multicultural space, and to secure fair material redistribution.
