        민관협력(PPP) 도시재생사업의 활성화 방안에 관한 연구

        In recent years, the number of areas with declining populations has been increasing due to the declining birthrate and aging population in regional cities across the country. Especially urban decline is accelerating due to population concentration in the metropolitan area and the stagnation of local industries. In order to prevent such urban decay, the law SPECIAL ACT ON PROMOTION OF AND SUPPORT FOR URBAN REGENERATION was enacted in 2013, and urban regeneration projects are being promoted in local cities across the country. However, after the implementation of the urban regeneration project, the side effects of infrastructure maintenance and planning-oriented projects have begun to be discussed, and the limitations of small-scale life-oriented urban regeneration projects through urban regeneration policies are appearing. In order to solve this, it is necessary to develop a private- participation urban regeneration model that can generate continuous profits by strengthening the local self-sustaining capabilities. In particular, in order to actively induce private companies to participate in urban regeneration projects, it is necessary to establish the role of the public sector in urban regeneration and at the same time expand the public-private partnership(PPP) relationship to attract private investment. This study aims to provide basic data for promoting urban regeneration projects and to promote the revitalization of private-private urban regeneration projects through public-private partnerships(PPP) through case studies of public-private partnerships(PPP) operation with a focus on overseas cases of urban regeneration.

        도시재생 거점시설의 지속가능한 운영을 위한 영향 요인: 전북특별자치도 내 도시재생 사회적경제 조직이 운영하는 거점시설 사례 연구

        The purpose of this study is to identify factors affecting the operation of urban regeneration anchor facilities operated by social economy organizations of the urban regeneration type, and to present practical and policy implications for the sustainable operation of urban regeneration anchor facilities. As of December 2023, 15 facilities operated by urban regeneration-type social economy organizations were selected among 100 anchor facilities planned and built through urban regeneration projects in Jeonbuk Province. In-depth interviews were adopted as the research method in this study, and a total of 16 in-depth interviews were conducted in five local regions in Jeonbuk Province from December 1, 2023 to January 10, 2024. A total of 27 interviewees (13 operators, 6 intermediate support organization managers, 8 administrative managers) participated. And, through analysis of in-depth interview data, factors affecting the operation of anchor facilities were divided into six areas, and structured into 80 concepts, 32 subcategories, and 16 categories. First, the influencing factors in the areas of physical environment and function were derived from 6 subcategories and 11 related concepts. Second, the influencing factors in the areas of operating system and operating entities were derived from 7 subcategories and 17 concepts. Third, the influencing factors in the areas of financial structure were derived from 5 subcategories and 14 concepts. Fourth, the influencing factors in the areas of public support were derived from 5 subcategories and 13 concepts. Fifth, the influencing factors in the areas of governance were derived from 5 subcategories and 16 concepts. Sixth, the influencing factors in the areas of legal system and policy were derived from 4 subcategories and 9 concepts. Based on this, eight policy and practical implications for sustainable operation of urban regeneration anchor facilities were presented.

        서울시 일반근린형 도시재생사업의 과정적 성과와 한계에 관한 연구 : 참여자 체감 우선순위와 가중치 분석을 중심으로

        This study extracted variables from in-depth interviews with participants involved in general neighborhood Urban Revitalization Projects. These variables were then structured through focus group interviews with experts. Utilizing the Analytic Hierarchy Process(AHP), weights were assigned to the individual and group-specific variables of residents, administrative personnel, and expert groups. The analysis results include the expansion of living infrastructure(0.274), confirming regional economic potential(0.256), establishing governance frameworks(0.248), and rediscovering community competency(0.222). In contrast, the primary limitations identified were lack of capacity(0.280), inadequacy of key projects(0.277), inefficiencies in financial management(0.246), and underutilization of local resources(0.180). Furthermore, the opinion analysis across different stakeholder groups revealed inconsistencies in prioritization, with residents emphasizing the rediscovery of community competency as a pivotal achievement and noting the inadequacy of key projects as a major limitation. Conversely, the administrative group recognized participant competency as a significant achievement, highlighting challenges in realizing regional economic potential. The expert group identified financial management inefficiencies as a critical outcome, stemming from challenges in securing additional living infrastructure. These findings are anticipated to inform and guide the future directions of bottom-up and cooperative urban revitalization strategies.

        지방중소도시 근린형 도시재생 사업비용 분석 : 충청남도 도시재생 사업을 중심으로

        This study identifies the execution status and problems of the project cost of the ongoing local small and medium-sized city neighborhood type urban regeneration project, and based on the opinions of experts who directly participated in the project, the allocation ratio of project cost by strategy of the urban regeneration plan and the efficient use plan is aimed at presenting. The actual condition analysis of urban regeneration project costs will be conducted centering on 22 neighborhood-type regeneration projects in Chungcheongnam-do. The results of this study are summarized as follows. First, the ratio of project cost of urban regeneration project was mostly allocated to the aspect of economic environment, followed by living environment and community vitalization. In addition, the larger the scale, the greater the proportion of project costs in terms of economic environment, while the proportion in terms of community activation decreases, showing extreme deviations. Second, living environment was the highest with an average of 35.36%, followed by economic environment with 32.9% and community vitalization with 31.7%. By sector, it appears in the order of residential environment, infrastructure, and commercial vitalization, confirming that more project costs should be invested in regenerating the living environment. Third, regeneration strategies centered on the physical environment, such as provision of living convenience space, maintenance of residential environment, strengthening of settlement environment, require a lot of absolute project costs, but spatial composition becomes a catalyst for urban regeneration. Fourth, the degree of execution of project costs by major strategies of urban regeneration projects was highest in high (70% or more), followed by medium (30-70%) and low (30% or less). Projects that are higher than project cost execution are focused on physical and environmental strategies such as infrastructure creation, provision of living convenience spaces and residential environment maintenance.

        코로나19 이후 도시재생 현장의 여건변화 및 대응사례 연구 : 도시재생지원센터 설문조사 결과를 중심으로

        The spread of COVID-19 has made a lot of changes in our society, and it is still having a lot of influence. In particular, the direct face-to-face/contact-oriented urban regeneration policy was greatly influenced. In this study, a survey of urban regeneration support centers nationwide was conducted to investigate the difficulties of urban regeneration sites. In addition, the improvement of a field-based urban regeneration policy was proposed to overcome this. The details are as follows: First, it is necessary to make a breakthrough transformation and support for residents' face-to-face and participation projects. Second, disaster response project guidelines reflecting urban regeneration characteristics should be established and shared. Third, it is necessary to establish a non-face-to- face and online program equipment and manpower sharing system. Fourth, it is necessary to reconsider the method of evaluating urban regeneration project performance centered on the budget execution rate. The results of the study are meaningful in that they proposed field-friendly alternatives to ensure sustainability of urban regeneration policies even in the post COVID-19 era.

        이직의사 영향요인 분석을 통한 도시재생지원센터 운영여건 개선방안

        The Urban Regeneration Center is the most closely active with the principal agents of urban regeneration projects from the establishment of urban regeneration project plans to the implementation of the project. The purpose of this study is to present improvement measures for the stable and efficient operation of the Urban Regeneration Center by empirically analyzing the factors of turnover intention for employees at the Urban Regeneration Center. As a result of the empirical analysis, it was confirmed that job satisfaction, promotion opportunity, autonomy of work, organizational relationship, working environment, workload, reward and achievement influenced turnover intention in the order. The following is an improvement plan for the efficient operation of urban regeneration projects and the continuous growth of urban regeneration employees as professional workers. In the short term, incentives such as project selection support should be considered to places with appropriate manpower placement and urban regeneration professional recruitment and treatment systems suitable for the role of the Urban Regeneration Center and the size of the urban regeneration revitalization area. In the long term, guidelines for efficient and stable operation of urban regeneration support centers and preparation of countermeasures should be presented in urban regeneration-related policies and laws. For a successful urban regeneration project, securing the expertise and efficient and stable operation of the Urban Regeneration Center is essential and is a preemptive task.

        도시재생뉴딜사업의 활성화요인 인식차이 분석: 주거재생형 도시재생뉴딜사업을 중심으로

        The purpose of this study is to analyze the difference of recognition between local residents and experts about the importance of the activation factors of residential regeneration type urban regeneration New Deal project in Incheon Metropolitan City. The analysis method used in this study is Analytic Hierarchy Process(AHP). As a result of analyzing AHP of the priority of the activation factors of all 16 subcriteria, the deviation of the importance is 0.005~0.06. Various factors show the need to operate in an integrated and organically. Residents groups emphasized the importance of various economic supports to create local jobs and respond to nesting, while expert groups emphasized software such as active participation and empowerment of residents rather than economic regeneration and physical regeneration, where policy effects can appear immediately. The social regeneration field was found to be an important factor, indicating that there is a difference in the level of recognition of the activation factors between the two groups. First of all, it should be promoted so that economic and social regeneration complement each other, and it can be practically helpful to the residents and show the results of policy implementation.         도시재생활성화계획의 사업추진전략 특성에 관한 연구 : 부산시 내 도시재생사업을 중심으로

        This study is to confirm the characteristics of the project strategy of the urban regeneration action plan. In this study, the characteristics of the urban regeneration action plan were analyzed by exploring the basic concept design and the frequency of key words of the project strategies, in relation with the types of urban regeneration project, the project's selection year and the location of project. Summarizing the analysis results, it was concluded that the characteristics of urban regeneration project public offering type, project's selection year, and the location of project were actively reflected in the project strategy. These research results are expected to help emphasize the need for a more differentiated and rational project strategies when making an urban regeneration action plan necessary for government-funded urban regeneration projects.

        도시재생지원센터의 인터넷 정보제공 및 운영실태 분석

        Many urban regeneration projects are under way across the country and many urban regeneration centers have been opened and operated. Each urban renewal center operates Web sites, blogs and SNS to provide users with information on urban regeneration and to promote the community. Local governments also use the Web site to provide administrative and urban regeneration-related information, but the link between the local government and the urban regeneration center web sites is not smooth. In addition, urban regeneration center web contents that provides urban renewal information often fail to provide specific business content and details, nor do it provide the address, contact of the sub-urban regeneration center. For this purpose, this study analyzed evaluation indexes to evaluate web content of urban regeneration centers across the country. As a result, the web content of most urban regeneration centers was very poor in quality, and the link between the local government and urban regeneration centers was also insufficient.         난방비 변화 시기의 공동주택 난방에너지 사용량 영향요인 분석 : 서울시 아파트 단지를 대상으로

        The purpose of this research is to analyze the impact of various characteristics on energy consumption when heating price change. Previous research has not investigated the impact of changing energy price change, and the analysis of heating energy consumption has primarily relied on physical and sociological characteristic data. This approach fails to reveal the factors influencing energy consumption in response to changes in heating energy price. Consequently, the purpose of this study is to analyze the effect of various characteristics on heating energy consumption when heating energy price change. As a result, first, it was found that the spatial characteristics of the water system ratio, the green area ratio, and the average altitude affect the probability of increasing and decreasing the use of heating energy. Second, physical characteristics were found to have an effect on both the increase and decrease in heating energy use as heating price rise. Third, among the demographic and sociological characteristics, the average aging index and the average elderly support ratio only affect the probability of a decrease in heating energy use per household compared to apartments that do not change heating energy use per household. The results of this study can be used as basic data for establishing energy support policies due to rising energy prices in the future by presenting the physical and spatial characteristics of urban space to be considered in urban regeneration and maintenance projects.
