학자, 지식인, 사업가, 공무원 관계자들이 모여 계신 빛나는 이 자리에 저에게 파키스탄의 투자 환경에 관해 연설의 기회를 마련해 주신 충남도청과 충남대학교 아시아 지역 연구소에 대단히 감사드립니다. 지난달에 있었던 충남대학교의 아시아 지역연구소의 개설을 축하드립니다. 저는 아시아 지역연구소가 한국과 아시아 각국과의 우호증진과 국제적 관심사에 관한 이해증진에 매우 중요한 요체가 될 것이라는 것을 의심치 않습니다. 이번 기회를 빌어 이번 심포지움을 주관하시는 심 대평 지사님과 아시아지역 연구소장이신 유 병주 교수님, 서남아시아지역 책임자이신 이 규승 교수님께 감사를 드리며 이번 심포지움이 한국과 파키스탄 양국의 협력과 이해에 앞으로도 가교역할을 할 것을 확신합니다.

제가 충남대학교 아시아지역연구소에서 인도에 관한 소개를 할 수 있도록 기회를 주신데 대하여 감사드립니다. 저는 한국의 대학과 연구소들이 남아시아 지역에 관심을 기울이는 것을 보고 매우 기쁘게 생각합니다. 저는 이러한 관심이 한국과 남아시아 국가들 간의 협력 가능성에 대한 인식이 점차 증가하고 있다는 표시라고 생각합니다. 인도는 세계 제2위의 인구와 제 7위의 국토를 가진 나라입니다. 인도는 5000년이 넘게 이어온 역사를 가진 가장 오래된 문명 중의 하나입니다. 수세기동안 바깥 세계와 교역하면서, 그리고 역사의 전 과정에 걸쳐 서로 다른 지역으로부터 인구가 유입되면서, 인도는 문화와 종교, 언어의 풍요로운 모자이크를 만들어 냈습니다.

Center for Asian Regional Studies as a self-sponsored research center, among thirty-three research centers in Chungnam National University, was founded on November eighteenth in 1996. This center, focusing on the humanities studies, aims at integrating individual research on Asian studies to complete an educational system by exerting the intensive studies on various humanities fields related to language, literature, history, philosophy, economy, social affairs, and others in the extensive areas of Asia. Center for Asian Regional Studies which adopts the self-supporting accounting system, consists of an operation committee made of thirty-four faculties of Chungnam National University headed by the President of this center, an advisory committee, which houses thirty seven business men, professional men, etc., and an administrative team with a vice president and two assistants who are in charge of the practical works. To intensify the qualities of the research and specificities, this center divides the areas of research into five divisions, China, Japan, Asia, South East Asia, and South West Asia and appoints the professors who possess the knowledge in each field as head of the division who exerts the researches. To facilitate the research, as a supporting division, this center operates the departments of the comprehensive planning and the education training. As for the operative system of this organization, first, this center has a dual system. Second, it utilizes the operative system of a self-supporting accounting. Third, this center places emphasis on academic and career counseling, and scholarship for students. Fourth, although the Present of the center is in charge of the comprehensive works, the heads of divisions originate the research plans of each area. Lastly, Center for Asian Regional Studies, has fames for hosting various seminars whose speakers are famous or professionals in the Chung Cheong area. During the last seven years, this center hosted eighty seven lectures by invitation, including a lecture on literature and thirteen on the economy in 1997, ten on the economy and two on social affairs in 1998, one on literature, one on history, one on philosophy, seven on the economy, one on social affairs and three on politics in 1999, one on education, six on the economy, three on literature and one on politics in 2000, two on education, three on the economy, two on social affairs, three on literature, two on science, and four on politics in 2001, three on the economy, two on society, three on politics, two on other fields in 2002, two on the economy, one on social affairs, one on literature, two on science, and two on politics in 2003. However, Center for Asian Regional Studies faces more challenging tasks. First, it must increase the number of researchers and establish the sponsoring systems. Second, it must develop the various topics related to Asia and other worlds. Third, this center must raise the competitive power through periodic self-evaluation. The tasks that the advisory committee must exert are first, to attract the interests and the financial support from the government and the research centers run by the government and second, to try to expend the academic research areas by exerting the joint research and publication with other research centers. In addition to the above, what this center needs from Chungnam National University and the government is the basic financial support, the interest and consideration for assistants who are in charge of the difficult administrative work. Another task of this center is to help director generals of the communities of Chungnam search for ways to develop the society by using the research centers of the universities and by cooperative works with other universities.

박찬인 충남대학교 아시아지역연구소 2008 아시아지역연구 Vol.10 No.-
These days the world entered into the 'Age of Glocalization' uniting globalization and localization. Consequently the importance of local community and the renovation of local government are demanded. Especially new metropolitan city Daejeon is requested to establish a new identity much more than any other city. Actually in order to pursue a renovation-cluster based on Daeduck Reseach & Development Area and Administrative Complex City, Daejeon should set up a new strategy focusing on 'cultural industry' among the knowledge intensive industries. For that, changes of paradigm and concept of culture, association of culture and community identity have to be considered seriously. The cultural industry as a high value added industry cannot be possible without cultural bases. A long-range support and investment shoud be required at least in the field of culture. As a new metropolitan city, Daejeon should pave the way for the cultural identity, making the best use of the specificity of the newest science technology in Korea in the 21th century. Finally Daejeon should be a vibrant economic city, a city in harmony with nature, a cultural city at the same time a frontier science city. 오늘날 세계화와 지방화라는 모순같은 역설이 ‘glocalization’으로 융합되면서 지역의 중요성과 지방정부의 혁신이 요구되고 있다. 특히 신흥도시로서 ‘new metropolitan’ 대전은 어느 도시보다도 새로운 정체성 확립을 동시에 요구받고 있다. 어차피 대덕연구개발특구와 행정중심복합도시를 발판으로 혁신클러스터를 추구해야 하는 대전이기에 지식집약산업 중에서 ‘문화산업’을 중심으로 패러다임의 변화, 문화의 개념, 문화와 지역정체성을 연계하여 전략을 수립하여야 한다. 고부가가치의 문화산업은 문화적 토대 없이는 불가능하다. 우리도 적어도 문화에 관한한 장기적인 지원과 투자가 있어야 할 것이다. 대전은 신도시로서의 특성을 살리면서 과학 도시로서 문화정체성을 구축해 나가야 한다. 이와 연관된 ‘사이언스 페스티벌’ 같은 것을 전시민의 참여 속에 특화, 전문화시켜 나가야 하는 것이다. 또한 국제도시에 걸맞은 준비로써 ‘문화다양성 도시’ 혹은 ‘문화다양성 축제’ 같은 것도 지속적으로 기획해볼 수 있을 것이다. ‘가만히 두는 문화’ 즉 있는 그대로의 자연을 보전하는 문화가 필요하다. 대전은 다른 대도시에 비하여 상대적으로 난개발이 덜한 도시이다. 이러한 장점을 살려 생태도시로서, 있는 그대로를 보호하는 도시문화, 인간과 자연이 어울리는 도시문화를 만들어 가면 좋을 것이다.
