        Evaluation and suggestion of the essential context and sustainability of the 2021 Jeju World Natural Heritage Festival through multi-faceted evaluation

        This study conducted a survey and evaluation on ‘The 2021 Jeju World Natural Heritage Festival’ with a framework of various stakeholders related to festivals. While aiming for the essential context of the celebration, we tried to find suggestions to ensure the continuity of the celebration and the designation of the World Natural Heritage. As a methodology, surveys and interview surveys were conducted in parallel with the framework of multifaceted evaluation. To summarize the important contents presented as policy suggestions, first, it is necessary to expand the concept of ' encounter with hidden nature' from the positivity of the concept of 'encounter with hidden nature' to have fellowship with mankind about natural heritage. For reference to this, efforts should be made to secure the continuity of the designation of World Natural Heritage through a contextual approach using the frame of 'encounter'. Second, since the participation of experts can help in many ways, it is necessary to encourage many experts to participate as a staff or activist. Third, it is necessary to sublimate Jeju's natural heritage into a public celebration without damaging it. Finally, it should be a festival centered on local communities and local residents. It is necessary to actively seek a system in which the World Natural Heritage Village Preservation Association, which will be created (tentative name), will be centered and promoted by the villagers

        World Natural Heritage and Military Base: Its Contradictory Structure in Northern Okinawa’s Case

        Northern Okinawa has been recently inscribed by UNESCO as World Natural Heritage under the auspices of the IUCN. However, the U.S. Navy base called Jungle Warfare Training Center is located adjacent to the designated area with its deployment of ospreys ousting endangered species. Military wastes are still there. It shows the political powerlessness of the Okinawans, the Indigenous people still oppressed by the majority in Japan as well as the governance problem due to the U.S. -Japan treaties. I think the international pressure after the inscription is essential. Facing many serious environmental problems in East Asia, the Indigenous perspective should be focused.

        Value of the human rights law, legal approach and the possibility of a political settlement

        The bereaved families of Cheju massacres(1947-1954) and civil society have constantly demanded that the state establish incomplete transitional justice in Jeju, South Korea. Significant progress has been made in establishing transitional justice in South Korea to heal the victims of the Cheju Massacres, but there has been no progress in engagement or discussion between the US government and society in this regard. A book, “Healing the Persisting Wounds of Historical Investment : United States, South Korea and the Jeju 4·3 Tragedy” that compiles the full discussion of theoretical and practical framework, social healing through justice proposed by Eric K. Yamamoto for the recovery of the damage caused by the massacres of civilians has been published and is attracting attention.

        127 Important Value Analysis and Institutionalization Plan for the Safe Use of Personal Mobility in Jeju Island

        The purpose of this study was to analyze laws and policies related to personal mobility (PM) in foreign countries, review Korean laws, hear opinions from experts on the orientation of personal mobility devices to propose a framework for the safe use and activation of personal mobility devices. At the local government level, the following were suggested as matters that Jeju Island should pursue with interest and should be stipulated in the ordinance. First, designate the availability of personalized mobile devices. Second, promote the availability of personal mobile devices. Third, establishing a basic plan for activating the use of personal mobile devices to ensure safety. Fourth, support for personal mobile driving roads. Fifth, the restriction and prohibition of traffic of personalized mobile devices and the content regulations for time designation and management. Sixth, regulations on the contents of regulations such as prohibition of parking and illegal parking, prohibition and processing of long-term neglect, etc. Seventh, designation and operation of a special zone for individual vehicles. Eighth, various rules for driving.

        Social Healing Approaches for Jeju 4.3 Tragedy

        The Jeju 4 3 Incident, which occurred on Jeju Island during the US military rule, was the second most tragic event in modern Korean history after the Korean War(Jeju 4 3 Incident Investigation Report Planning Team 2003). It is an unprecedented historical event in which even the basic human rights that everyone should have were violated under historical reasons. However, in order not to repeat this kind of history, we need the courage to think about what we must do, find the answers, and put the found solution into action. To do this, we need to know what human rights have been violated, and what kind of pain those who have been violated and their descendants have suffered. Just knowing is not enough. Knowing with your head and empathizing with your heart makes a difference in behavior. Because I react differently to what happens to me and what happens to others. I wonder why they would react differently. The thought that I could not empathize was the beginning of this article. The social healing of 4.3 cannot be completely healed without forming a consensus.

        Why Jeju “World Peace” Island? 4.3

        The thought occurs that through “Korean Tolerance” Wonsan and the Jeju “Peace Port” at Gangeong village could be linked as “sister holiday places” by ferry, which sailing could include other ports to promote peace and Korean tolerance cruises featuring entertainment from all parts of the peninsula. Those Korean relatives in Japan could meet their DPRK families on Jeju and at other places on the Korean Tolerance cruise itinerary. There no doubt are many barriers to such a proposal as a peace and Korean Tolerance voyage between the DPRK and RoK, but the principle of Korean Tolerance and exchange between Wonsan and Jeju World Peace Island should be able to overcome such difficulties with good will throughout the peninsular polity.. “Korean Tolerance Peace Cruises” would serve to promote cultural exchange by using artists from all of Korea to learn from one another’s experiences, using their common language, shared culture and deep history

        World Environment University Online School Leads Establishment of World Environment University: Jeju Global Governance of Climate Change Impacts and Integrated Management for UNESCO Internationally Protected Areas

        In this article, firstly, we talk about why we respond to “climate change impacts in nature and society” educationally. Secondly, we try to find ways that Jeju also has the ability to halt biodiversity loss and apply nature-based solutions to conserve biodiversity, enhance resilience, and so improve the well-being of the people on the island and in turn to improve the well-being of the people on the planet at the grass roots level of UNESCO internationally protected areas. Thirdly, we try to develop World Environment University Online School Leads Establishment of World Environment University so called “Lead WEU.” We will announce “World Environment University Online School Leads Establishment of World Environment University” at Private Meeting of the 2020 World Conservation Congress on September 9, 2021 in Marseille of France. We propose ”Jeju Global Governance of World Heritage; Climate Change Impacts and Integrated Management of UNESCO internationally Protected Area, at the graduate class of Jeju National University from September 2 to December 9, 2021. The core program centered at the University itself would be developed initially on the basis of the comparative advantage offered by its location in Jeju and the quality of faculty, full and part time, that could be recruited to the University.

        Analysis of Local Policy Environment from Conflict Management Perspective: Focus on the Election Announcement of Jeju Special SelfGoverning Province

        This study was conducted to analyze changes in the policy environment in the Jeju area in terms of conflict management by local governments and to derive the need to introduce policies for conflict management. According to this study, the policy environment in the Jeju area has been constantly changing to make it easier for conflicts to occur: First, the Jeju community has been suffering from public conflict since the past due to a number of large-scale development projects. Second, the increase in population has led to the diversification of stakeholders in society, which has resulted in complicated conflict situations. Third, conflict management keywords have begun to appear directly in election announcements, which means that many local residents perceive conflict itself as an important policy agenda. In order to actively address this situation, we need to utilize the concept of ‘Social capital’. Social capital is a concept that can effectively connect various individuals or groups in the region, effectively a connecting local governments and residents and ultimately helping develop the region.

        Jeju Island: The Cry for Help

        The purpose of this study is to analyze peace on Jeju Island and the nuclear problem through the lens of integral ecology. This will be done by defining the general meaning of Gaia and analyzing the types of applications of nuclear energy within Gaia in order to study the character of our planetary shadow and planetary wisdom. Both the transformation of the planetary era and Gaia theory are concerned with the living organism Gaia. Therefore, this study will be generated through reflection on the Self-organizational character of Gaia and will reflect on the cry for help in Jeju Island. It is related with historical, ecological and psychological observations.
