The first part of this article is about what Max Weber called charisma, but with reference only to politicians, indeed to politicians of one party. My aim is to establish certain rules about charisma in politics, especially in respect of Communism. It is necessary to go rather far afield, generalizing about Communist and even non-Communist states, before proceeding to the North Korean case; for it seems to me that there are rules about charisma, which have been insufficiently perceived.

Finally we need a new approach to cutting unemployment. Central to a progressive economic strategy would be the reorganization of working time over the week, year and life. More flexibel forms of retirement, sabbaticals, career breaks for men and women, more flexible working time for parents with young children, a shorter working day or week-all will be on the agenda in the 1990s.
A Metacognitive Instructional Approach for Developing Self-Directed Learners

Recent development in cognitive psychology and education indicates that students who demonstrate self-directed learning are better equipped to promote their own academic achievement. This appears to be particularly true for those students who display learning difficulties. In this paper the concept of self-directed learning is first briefly described. Then an instructional approach to developing self-directed learners is presented including its underlying assumptions, instructional model, teacher training procedures, as well as some research findings with students who are normally achieving, gifted, and those with learning difficulties. These students were all accommodated within regular classroom settings.

Therefore it must be a primary goal of ROK diplomacy to ensure the continued, nay increased, flow of US military technology. US military secrets and para-military technology are presumably safer in the ROK than, say, in Sweden, which is not an ally. The ROK deserves and must insist upon priority treatment in this matter; she is not a member of NATO but she is a sort of Far Eastern Israel.

Three 'D-π-A-π-A' based dyes have been synthesized featuring MeO-, MeS- and Me<SUB>2</SUB>N- as donor residues and benzothiadiazole and cyanoacrylic acid residues as acceptor units. UV-vis spectroscopy, solution electrochemistry and DFT modelling indicated that the Me<SUB>2</SUB>N- residue has the most significant effect on optical and redox properties of a photosensitizer. DSSCs with the Me<SUB>2</SUB>N- functionalized dye gave the highest power conversion efficiency of the series (η = 5.61%), presumably due to the better donor ability of this unit, which promotes more effective intramolecular charge transfer (ICT) characteristics.

More than 30 randomized controlled trials, supported by individual patient-level and group-level meta-analyses and a Delphi analysis of expert opinion, unequivocally show isometric resistance training (IRT) elicits antihypertensive benefits in healthy people and those with chronic illness. We aim to provide efficacy and safety evidence, and a guide for IRT prescription and delivery. Recommendations are made for the use of IRT in specific patient populations and appropriate methods for IRT delivery. Published data suggest IRT consistently elicits mean blood pressure reductions of 7.4/3.3 mmHg systolic blood pressure/diastolic blood pressure, equivalent to antihypertensive medication monotherapy. Blood pressure reductions of this size are associated with an approximate 13% to 22% reduction in major cardiovascular events. Moreover, IRT is safe in a range of patient populations. We suggest that IRT has the greatest potential benefit when used as an antihypertensive therapy in individuals unwilling and/or unable to complete aerobic exercise, or who have had limited adherence or success with it; individuals with resistant or uncontrolled hypertension, already taking at least two pharmacological antihypertensive agents; and healthy or clinical populations, as an adjunct to aerobic exercise and dietary intervention in those who have not yet attained control of their hypertension. IRT is efficacious and produces clinically meaningful blood pressure reductions (systolic blood pressure, 7 mmHg; diastolic blood pressure, 3 mmHg). IRT is safe and typical program delivery requires only about 17 min weekly. IRT should be used as an adjunct to other exercise modalities, in people unable to complete other types of exercise, or in resistant hypertension.
